HomeMy WebLinkAboutSDP202000022 Review Comments Major Amendment, Final Site Plan 2020-04-210r AzB =I= �rRc[r��' County of Albemarle Department of Community Development Memorandum To: Justin Shimp, Shimp Engineering From: Tori Kanellopoulos — Senior Planner Division: Planning Services Date: April 21, 2020 Subject: SDP202000022- Cooke Warehouse — Major Amendment The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Planning (Tori Kanellopoulos) 1. 18-26.4 Building height. Include the proposed building height (both stories and feet) on Sheet 1, along with the maximum/stepback requirement per the Zoning Ordinance. 2. 18-30.7 Steep slopes. Show and label the existing managed slopes. 3. 18-4.11.4 Structures in easements. Show and label all existing easements on Sheet 3. It appears the new building addition may be in the VEPCO easement. 4. 18-4.12.13 Loading spaces. Provide the one (1) required loading space meeting the design standards of County Zoning Ordinance 4.12.18. 5. 18-4.12.13 Dumpster pad. Provide a dumpster pad that meets the design standards of County Zoning Ordinance 4.12.19. 6. 18-4.17 Lighting. Clarify if any new outdoor lights over 3,000 lumens are being provided. If so, a lighting plan meeting County Zoning Ordinance 4.17 is required. 7. 18-32.7.9 Landscape plan. Submit a landscape plan that meets all requirements, including the following: a. 18-32.7.9.4(b) Landscape plan/preservation of existing trees. Include the Conservation Checklist if existing trees are being counted toward landscaping requirements. Label where trees/areas are being preserved. b. 18-32.7.9.5 Street trees. Show how the street tree requirement is being met (can be existing trees but need to be shown on the plan). c. 18-32.7.9.6 Landscaping parking areas. A minimum of five (5) percent of the parking area must be landscaped. d. 18-32.7.9.8 Tree canopy. A ten percent tree canopy is required for this use. 8. Additional applications: The following applications and approvals are required prior to final site plan approval: a. 18-32.7.4.1: Approval of a VSMP Plan is required prior to site plan approval. See Engineering comments. Engineering (David James) 1. Over 10,OOOsf disturbance is proposed with the building and parking lot construction. Please submit a VSMP plan and application. Approval of VSMP plan required prior to site plan approval. 2. Sheet C3 — Provide curb type callouts for parking lot. 3. Sheet C3 — Provide more details on the 2' stone -lined cut-off ditch and need for the New 15" pipe. VDOT (Adam Moore) 1. PENDING as of April 21, 2020. Fire/Rescue (Shawn Maddox) 1. Provide an ISO needed fire flow calculation for the structure to include the existing structure and the addition. 2. A knox box is required if one is not already in place on the existing structure. Please add a note indicating the requirement and that the location can be coordinated with the fire marshal's office. 3. With the addition the emergency apparatus access is not within 150' of all portions of the structure. Is there access from an adjacent parcel on existing pavement? Will the building be sprinklered? This distance can potentially be increased based on certain criteria. 4. Provide a recent fire flow test showing available fire flow currently available. ACSA (Richard Nelson) 1. Show existing water meter serving this building. 2. Are there any changes to fixture counts? RWSA (Dyon Vega) 1. PENDING as of April 21, 2020. Inspections (Michael Dellinger) 1. Add the following note to the general notes page: a. Accessible routes and parking must be in compliance with ICC ANSI A117.1-09. Accessible parking spaces and access isles shall not have a surface slope greater than 1:48. Access isles shall be at the same level as the parking space they serve. 2. Add the following: a. Provide detail of accessible parking and signage requirements to the plans. E911 (Brian Becker) 1. No objection.
