RE: SDP - 2005 -0011 Hollymead Town Center Area C Block 5 Preliminary Site Plan
Dear Sir:
The Department of Community Development hereby grants administrative approval to the above - referenced
site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Zoning Ordinance
Section 32.4.3.1. Therefore, the preliminary approval shall expire May 25, 2006. If the preliminary site plan
approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies
to the Department of Community Development. This letter must be submitted with the tentative plans, as a
checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be
denied.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated
applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in
a separate application to be filed with the Department of Community Development at a later date.
After the initial tentative plan submittal, each department /agency will contact you to discuss any remaining
conditions. After all aforementioned department /agencies have granted a tentative approval, you may submit
the final mylars (2 sets), two paper copies, final site plan application, final site plan fee, and a copy of all
written tentative approvals to the Department of Community Development. Signing of the plans will occur
within one week once it is determined that the final site plan mylars reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
1. The Zoning & Current Development Division shall not accept submittal of the final site plan for
signature until tentative approvals for the following conditions have been obtained. The final site
plan shall not be signed until the following conditions are met:
❑ A. Planner approval to include:
❑ 1. [32.6.3] Approval of a landscape plan in compliance with Section 32.7.9. The plan
should be overlaid with the utilities plan to show all landscaping to be located out of
any utility easement. and,
❑ 2. [32.6.60)] Submittal of a description and photograph or diagram and show the
location of each type of outdoor luminaire that emits 3,000 or more initial lumens.
Please be aware that installation of such luminaires in the future that are not shown
on this plan shall require an amendment to this plan. and,
❑ 3. [32.6.60)] [4.17.4(b)] Submittal of a photometric plan on the site plan
demonstrating that parking area luminaires are in compliance with 4.17.4 b and,
❑ 4. [32.6.4.1] The final plan approval is subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board and,
❑ 3. Approval and recordation of all plats of easements for access.
❑ B. Engineer approval to include:
❑ 1. A completed application and fee for erosion control and stormwater management.
[17- 203, 17 -303] and,
❑ 2. An erosion control plan, narrative and computations.[ 14 -311, 17 -203]
❑ 3. All roads needed for access to this site must be built or bonded before final site plan
approval can be granted. Plantings in sight distance easements will need final
approval and,
❑ 4. A stormwater management plan and computations. Computations must include
water routings for the 2yr and l0yr storms for adequate channels (and pipes, drop
inlets, etc.). Best Management practices shall be designed and sited to capture
runoff from the entire land development project area and, in particular, areas of
impervious cover (including roofs) within the land development, to the maximum
extent practicable. The site plan cannot be approved if the building roofs do not
drain to the stormwater management facility. Please supply calculations to show the
roofs will adequately drain to the stormwater management facility. [17 -304.
specifically 17 -315A] and,
❑ 5. A completed stormwater management facilities maintenance agreement and fee. [17-
304] and,
❑ 6. VDOT comments must be addressed before final site plan approval. [VDOT]
❑ C. Albemarle County Service Authority approval to include:
❑ 1. The dedication and approved easement plat for the Joseph Wright sewer extension
has not been completed. Approval will not be granted until this is done.
❑ D. Virginia Department of Transportation approval to include:
❑ 1. The centerline of Timberwood Blvd needs to align with the approach section
constructed with the Airport Road project. The transition through the intersection
hinges on that alignment (i.e. no more than 6 feet of transition through the
intersection). The current design show about 10 feet of transition, which is not
acceptable. The developer has stated they will add a 4' transition and pull the curb
in on the corner of block. and,
❑ 2. The radii at the connection opposite Grand Forks and the radii at the corner of
Timberwood and Public Road will need to be upgraded to include CG -12's.
