Spring Hill Village Proffer Amendment
April 13, 2020
• Proposal
o ZMA to modify proffer #4 for proposed Route 20 improvements
o Construct a right in and right out and left out intersection at Route 20 instead of a
full intersection
o Modified entrance would eliminate proposed left turn lane improvements along
Route 20
o Proposing to eliminate 8' concrete sidewalk along the front of the property
• Planning (Tori Kanellopoulos)
o Mostly VDOT and Transportation Planning review
o Submittal 04/20/20; needs to go to Planning Commission and Board of
Supervisors for public hearing
o Changes will need to be shown on site plan and road plan
• Transportation Planning (Dan Butch)
o Route 20: need VDOT comments on intersection improvements; consider right
in/right out
o Scott Collins: right in/right out — allowing left out helps with safety concerns; avoid
U-tums to go north
o Adam Moore: left out should be feasible
o Improvements called out in SW Master Plan
■ Sidewalk not in character; but is called out for some type of improvement
■ Could be trail; like Galaxie Farm; public access easement

o Makes entrance at Route 20 simpler
o Calculations at Avon Street: Need to look at traffic figures; either what has been
published by VDOT annually or what has been recently collected
■ See if any changes needed for Avon Street
o Geometric requirements for the island/pork chop; as physically restricted as
possible

o Show proffered improvements on Road Plan
■ Must be completed by first CO
4. Improvements to Scottsville Rd and Avon Extended
At its sole expense, the Owner shall plan, design, bond and construct
the improvements shown on the County approved engineering
drawings for both Scottsville Road and Avon Extended. The
improvements shall be designed and constructed to the County and
VDOT standards, including the design and construction of related
drainage, slope and utility easements as applicable. These
improvements need to be completed and approved by VDOT and the
County prior to the first certificate of occupancy for any structure on
the Property. As part of this process, the dedication to public use
shall be completed at the same time. The Owner shall obtain
approval of all road plans and bond prior to the issuance of the first
building permit or first approved subdivision plat, whichever comes
first, to ensure that these improvements can be completed in a timely
manner. The improvements shall be deemed to be complete when
they are accepted into the secondary system of highways or the
county Engineer determines that the roadway is safe an convenient
0 for travel.
