LOCATION Located on the south side of Route 240 east of the intersection of Route 810 and Route 240. PROPOSAL To construct a 8,643 square foot building served by 40 parking spaces. SITE CONDITIONS The site contains a forest of large hardwoods and coniferous trees. The land slopes away from the entrance corridor. STAFF REPORT The building proposed on the site will be considered in relation to the following parameters: Compatibility to historic properties Texture Form Scale Context Compatibility The building materials used will relate to historic properties in Albemarle County. The bulk of the building will be composed of red brick. The building is embellished with a cream colored stucco. A covered area in front of the building held aloft with columns (colonnade) Crozet Physician's Office November 6, 1995 • 2 is displayed on this building. The roof will be standing seam metal. All of the features mentioned above relate to historic structures in Albemarle County. Texture The texture achieved with the use of various materials proposed does not create a significant contrast. The different materials also provide relief on the building. Form The building is composed of a series of rectangles with fenestration, colonnades, portico and pilasters added to provide interest on all faces of the building. The projections and pediments also provide interest on all sides of the building visible from the entrance corridor. Scale The projections along the building also allow, the building to become more human in scale. The breaks, columns, and windows allow the building to be perceived as parts of the whole. Context Because this area of the county has not been intensely developed, the building will set the standard for this portion of the entrance corridor. The site will be reviewed in relation to the following items: Screening Lighting Landscaping Grading Screening The dumpster pad is located in the southwestern corner of the parking area, it must be screened with a material that matches the building in material and/or color. If the mechanical equipment is placed on the ground it must be screened with vegetation or an architectural solution. Lighting Crozet Physician's Office November 6, 1995 3 A photometric plan has not been submitted. The lighting should be positioned to eliminate glare onto the corridor, and be shielded to persuade the light to shine directly down onto the site. Landscaping The landscaping proposed must conform to the requirements as outlined in the design guidelines. The area adjacent to Western Ridge Road should contain a row of street trees 2 1/2" caliper spaced 40' on center. Interior plantings (trees measuring 2 1/2" in caliper) must be placed within the parking area. Grading The grading proposed will make the building appear elevated when traveling from the east and depressed when traveling from the west. The grading proposed will create a flat plateau at elevation 630. The grades will blend into the adjacent properties without the use of retaining walls. Samples of building materials have been submitted for the brick, stucco and roof treatment, staff can support the use of these materials. Staff suggests the following: 1) Provide a photometric plan. Use fixtures that are shielded to allow the light to shine directly down on to the site. 2) Provide screening for the dumpster. Screening should be a material matching the building in color and/or material. 3) Provide screening for the mechanical equipment. This should be a material matching the building in color and/or material. 4) Provide sample of the trim color proposed. 5) Use indigenous species of trees to fulfil landscape requirements. This includes: a) Street tree planting adjacent to Route 240, 35' on center measuring 3 1/2" caliper.
