The rain garden is fully within TMP 45-111C (my subject parcel in reviewing SDP2020-20). The Biofilter is split down the middle by the parcel line between TMP 45-111C and TMP 45-110. Since these two facilities are shown on different plans they may have been bonded separately and appear to be required under two different site plans and therefore two different WPOs. My goal, as the planning reviewer of the initial site plan (SDP2020-20), is to ensure I have them provide anything that is currently missing or propose different plantings with the final site plan submission that the County can approve. However, since there is likely history I wanted to make sure there was not some reason (that the County agrees to) why the facilities have not been fully planted. At this point it looks to me that the rain garden plantings have not been provided. Whether biofilter #1 has been fully planted would have to be determined by someone more knowledgeable of the site. In this season some plantings shown in the approved site plans (like grasses) may just have not regrown. Thanks for reaching out to the others on this topic. David is having to take leave during the next week or so ... so he may not be available. I've copied Repp and Eric in case they can add to the understanding. It seems from the photos that you're referring to the large biofilter (#401.01) that was constructed to serve what was Gander Mountain. But one of your photos is the smaller basin just north of the biofilter. Which one (or both) are you referring to? Our records indicate David inspected the biofilter a couple of years ago and there were shortcomings (I'm not sure if this was related to lacking vegetation or some other issue). I'm reviewing a proposed site plan (SDP2020-20) at TMP 45-111C in the Northtown Center. I've attached the proposed site plan. In doing the site visit (see attached PDF of 3 pictures) I found that the SWM areas shown on the approved SDP2006-61 do not appear to show the plantings that were part of that approval. I wanted to touch base with you on this area because Matt W. said he thought that the bond was already released anc therefore it would be a Water Resource matter if the plantings are not on site. Could you give me any information on the site in questions (TMP 45-111C) and is there is any county approved reason why these plantings have not been provided? Any insights and background you could give me would be appreciated. If I have the final one (I don't see signatures), WPO2013-2 only includes the big pond area between the old Gander building and the leasable area (south). Do you know what engineering plan specifies the plantings in west area (between Rt 29 and the leasable area)?
