Anderson /Rev. 1, 2, 3, 4 County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to act on any VSMP permit by issuing a project approval or denial. This project is approved pending: 1. Revision to SWPPP (items listed at A., below), 2. Acquisition and recordation of easements required to construct the project, and, 3. Written (FES, CAO) County-VDOT Agreement that stipulates maintenance responsibility for the stormwater detention facility proposed within existing VDOT right-of-way, U.S. Rt. 250. Albemarle and VDOT appear to be only entities eligible to maintain this SWM facility. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide a SWPPP including registration statement. (Rev. 1) Not addressed. Please provide SWPPP at earliest convenience. (Rev. 2) Comment persists. Also see email sent, 11/15/2019 12:39 PM. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved. 1. Cover Sheet — Change application number to WP0201700070; Update box with nutrient credit purchase information when acquired; Include source & date of topographic information, and last date of field verification of existing site conditions; missing survey date on sidebar. Who will be responsible for the maintenance of underground detention SWM facilities? (Rev. 1) Comment withdrawn. SWM facility eliminated per review meeting, 2/14/19 (Jack Kelsey, Frank Pohl, J. Anderson). UG detention is not required (sheets 3, 31), 6(4), etc.) if runoff conveyed via man-made channel to 1 % point of analysis. Engineering to confirm design meets 9VAC25-870-66.B. L/4. (Rev. 2) Comment withdrawn per (design) discussion with J. Kelsey, 11/15/19. Also, 1% point of analysis NA given energy balance (Outfall A), and Q2-post-development velocity < Q2-pre development Vel. (Outfall B) compliance methodologies. 3. Show that the channel (ditch) at Outfall A will be non -erosive when meeting 2-yr design, velocity is 15.36 (fps) and considered excessive (>10fps). (Rev. 1) Not addressed; Also, item 2, above. At 2/14 meeting, Engineering and PMD discussed ditch maintenance, soil stabilization blankets /matting (VESCH 3.36), etc. Engineering to confirm revised design (final submittal) meets 9VAC25-870-66.B. L/4., that final design 2- yr, 24-hour event velocities are non -erosive. Ref table sheet 1H(1): [ image of table removed w Rev. 2 comments ] Engineering Review Comments Page 3 of 4 15.42 fps is erosive per VESCH, 31 Edit., 1992, Std. & Spec. 3.36 /P. 111-357: "Treatment-1 is a degradable soil stabilization blanket ...During the establishment of vegetation, Treatment-1 should not be subjected to shallow or deep concentrated flow moving at greater than 4 feet/second." Then: "Since Treatment-2 is non -degradable, it can be used in permanent conveyance channels, and can withstand higher velocities of flow than the vegetation and soil would normally allow. However, a 10 feet/second velocity of flow should be the maximum allowed in a conveyance system which utilizes Treatment-2." (p. III-358) (Rev. 2) Addressed. New: Sheet 1H(1) Water Quality and Quantity data sheet: Provide narrative discussing man-made conveyance capacity to convey the post -development peak flow rate from a two-year 24-hour storm event without causing erosion of the system. Include capacity and condition of roadside ditch (Ivy Rd.-Rt. 250) to 1 % limits of analysis. Transportation Engineer may provide further coordinating details to KHA. (Rev. 2) Addressed. Kimley-Horn Assoc. Hydraulic Design Report, Oct-11, 2019, table, p. 23; and water quantity summary table, plan sheet IH(1), indicate compliance with 9VAC25-870-66. 2-yr. Velocity, Outfall B =14.49 fps. This is non -erosive since discharge is to an existing manmade storm sewer system. Outfall A channel protection compliance method is Energy Balance Eq. 6. New: Revise match -line references, sheets 3D and 3E. (Rev. 2) Comment persists. Sheets 3D and 3E not included. Provide FTP link to WPO Plan set prior to print submittal —will check this item on final plan set. 7. New (Rev. 2) Hydraulic Design Report, WPO Plan, SWPPP must be sealed (signed -dated by PE). (Rev. 3) Addressed. D. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan is approved. 1. Remove Roadway Plan including road profiles/sections from this set. (Rev. 1) Partially addressed. As follow-up: Please remove driveway and Ivy Road (Route 250) profiles from VSMP /WPO Plan set. (Rev. 2) Persists. Engineering to confirm sheets removed from final Plan set. Request link to final WPO plan set at earliest convenience. (Rev. 3) Addressed; driveway and road profiles are not included in the VSMP /WPO plan set. 2. Provide a soils map &description. Show existing conditions sheet (easements deed bk/pg, critical slopes, etc.). (Rev. 1) Request for soils map withdrawn; unnecessary given project corridor. Existing conditions shown in sufficient detail across multiple plan sheets. Please provide 2 print copies of SWPPP (once comments addressed); 4 full-size print copies of VSMP/WPO plan. Process After agreements are complete /easements recorded, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder- of the - application . The form identifies the contractor and responsible land disturber, and the fee Femaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
