Design Focused Engineering April 24t'', 2020 Matt Wentland County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for WP0202000003 — 2511 Avinity Drive Dear Matt, Thank you for your review of the VSMP request for 2511 Avinity Drive. This letter contains responses to County comments dated February 28', 2019. Our responses are as follows: A. Stormwater Pollution Prevention Plan (SWPPP) 1. Provide a signed Certification. Acknowledged, a Signed Certification is included in the updated SWPPP. B. Stormwater Management Plan (SWMP) 1. This plan cannot be approved until the 1.14 lb/yr of nutrient credits have been purchased. Please contact Ana Kilmer prior to purchasing credits. Acknowledged, we have worked with Ana and sent the bill of sale & affidavit on 4/23/2020. 2. Please contact Ana Kilmer to complete a Stormwater Management Facilities Maintenance agreement. Stormwater Management Facilities Maintenance Agreement was recorded by the county on 4/1/2020. 3. The SWM Facility easement will need to be shown on a plat and a Deed of Dedication will need to be signed and recorded for this easement. The Deed will filled out by the County and forwarded to the applicant when the plat is nearing approval. Noted, Commonwealth Land Surveying is preparing this easement plat. This has been submitted to the county on 4/24/2020. 4. Include the maintenance and inspection schedules for the underground storage on the plans. This was shown in the narrative on sheet C9, it has now also been added to the sheet C1. 5. Show on the plans how the roof drain system will be tied into the UG storagc. Acknowledged, the roof drain system is shown on Sheets C6 & C12. C. Erosion and Sediment Control Plan (ESCP) 1. Engineering recommends obtaining a temporary construction easement or agreement for the off -site work, as the existing easement is only for access. 912 E. High St. Charlottesville, VA 22902 1434.227.5140 1 shimp-engineering.com The Albemarle County Attorney approved the 120' access easement expressly for the rezoning of TMP 90-35L. The attached deed (DB 5119 PG 321-327) permits construction for private access from Avinity Dr for the benefit of TMP 90-35L. Since this driveway falls under the conditions listed in the deed, we have full right to construct this entrance as shown. Show more detail on the trap grading for the phase 2 plan. It appears the building pad grading may interfere with the trap. Acknowledged, more details on the trap grading for phase 2 plan were added. 3. Provide inlet protec«Un on the inlets along Avon and Avinity Drive. Acknowledged, Inlet protection on the inlets along Avon and Avinity Drive were added. 4. Include a Paved Construction Entrance with Wash Rack detail on the nlans Acknowledged, a Paved Construction Entrance detail has been added to Sheet C13. 5. iuL.iuuc a note on the ESC sheets that the Inspector may require additional depending on site conditions. Acknowledged, the note was added to Sheets C10, C11, & C12.
