HomeMy WebLinkAboutARB201900146 Correspondence 2020-04-29memo To: County of Albemarle, Department of Community Development Date: February 12, 2020 April 17, 2020 (1st comment response) Re: ARB-2019-146: Beaver Creek Medical Office — Final (TMP06000-00-00-03800) Please accept the following in response to the conditions stated in the Action Letter dated January 7, 2020 received after our appearance at the January 6, 2020 meeting of the Albemarle County Architectural Review Board. At this time, we are seeking staff administrative approval and issuance of a Certificate of Appropriateness. Original comments that have been fully addressed by the response dated February 12, 2020 are shown with the gray text. Rev. 1 comments dated March 16, 2020 and responses issued are April 17, 2020 are in red. Please let us know if there are any modifications needed to obtain final approval. 1. Provide a perspective view showing the northeast corner of the building and the entrance to the underground parking as viewed from the EC. • The additional perspective view, as presented at the meeting on January 61" has been included in the resubmission package. Provide information on the VLT and VLR ratings for the window glass. Ensure that the glass meets the required limits. Window glass shall be Solarban 60, Optigray by Vitro Architectural Glass. A sample with the requested VLT and VLR ratings was submitted during the meeting on January 6t". VLT = 50 and VLR: Exterior = 8% Interior = 11% Add the standard window glass note to the drawings with the next submission: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. • The building elevation has been updated to include the note as requested. 4. Provide a material sample for the aluminum panel mechanical roof screen. A sample was provided during the meeting on January 6tn 5. Revise the east building elevation labels to clearly state the materials and colors of all components of the building, including spandrel glass, if proposed. • Labels have been added to the north elevation in lieu of the east elevation for clarity as the north elevation is the longest fagade along the EC. • Rev.1: Comment not fully addressed. Address the following: a) Ensure that the color is provided for each of the components in the elevation. b) Ensure that "Light Beige" and "Dark Beige" colors are the actual manufacturer's color names and not general description of the color. • RESPONSE: o Please accept the attached A2.0 sheet from the architectural progress drawing set as a supplement to the originally submitted rendered elevation. This sheet notes each material by specifying the material type, manufacturer and finish. 6. Revise the materials information on the east building elevation to specify that all window glass is not tinted or provide window glass samples for review. • A sample was provided during the meeting on January 6t" and as noted in item 5, revised material labels have been noted on the north elevation. 7. Include the type, manufacturer and color of the material utilized in the dumpster enclosure in the dumpster detail. • See DUMPSTER PAD AND ENCLOSURE DETAIL on sheet C1.2. Dumpster enclosure shall be by Trex, Enhance Composite Decking, Color: Beach Dune • Rev.1: Comment not fully addressed. Address the following: a) Revise the "Detail— Concrete Dumpster Pad" to no longer state in the label "Refer to architectural plans for enclosure details" or clarify where on the architectural plans additional details are provided. b) Add a note or label that specified that the screening fence is opaque. • RESPONSE: o The dumpster pad detail has been revised to no longer reference architectural plans. See Sheet C1.2. o The screening fence has been labeled as opaque in both the detail on sheet C1.2 as well as the plan view on Sheet C4.0. 8. Provide a roof plan showing the location and height of the rooftop mechanical equipment. Revise the elevation views to include dashed lines for the rooftop 2 1 P a g e mechanical equipment. Confirm the reason for not showing the roof screen in the perspective views. • See attached A4.0 sheet for roof plan. Lines have been added to the building elevations as requested. The roof screen is modeled into the program used to create the perspective views. We believe given the elevation difference between the street and the building, where the perspective views are shown the roof screen would not be visible. • Rev.1: Comment not fully addressed. Address the following: a) Revise the roof plan to include the maximum height of the roof top equipment. b) Revise the roof plan to specify the height of the Aluminum Mechanical Wall Screen. c) If this information is provided on a different sheet, as appears to be the case from Roof Plan Note #2, those sheets could be provided. • RESPONSE: o The height of the roof screen is indicated on the attached A2.0 sheet from the architectural progress drawings. We intend for the height of the roof screen to fully shield the roof top equipment. 9. Revise the plan to include all building mounted lighting and extend the lighting calculation grid to the EC. • The plan has been revised as requested. See sheet SE1.0, SE5.0 and SE5.1 • Rev.1: Comment not fully addressed. Address the following: a) Ensure that all lighting meets the requirement of 'The spillover lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle" This requirement is not being met in the following places: i. Along the right of way on Ivy Road. ii. Along the southern property boundary, where it is adjacent to TMP 60-4005. b) The S3 (WPLED26N) light fixture is above 3,000 lumens. Because of its curved bottom it does not appear to be full cutoff. All light fixtures above 3,000 lumens must be full cut off in design. Revise the site plan to meet this requirement. 3 1 P a g e • RESPONSE: o Fixtures have been revised to not exceed the half footcandle spillover limit. o Calculations do not show the values exceeding one half footcandle, as is the requirement. o Fixture S3 has been revised to emit less than 3,000 lumens. 10. Ensure that the photometric plan was calculated using a Light Loss Factor (LLF) of 1.0 and note this on the plan. Calculations have been revised using a light loss factor of 1.0 and this note has been added to the plan. See sheet SE1.0. 11. Revise the lighting plan to include the color of the light poles. • Lighting plan has been revised to include color of pole (bronze). See sheet SE1.0. Rev.1: Comment initially specified was addressed. However, the height of the poles has been revised since the last submission. Revise the pole mounted fixture heights, listed on sheet SE1.0 to specify that the freestanding pole mounted fixtures do not exceed a height of 20'. • RESPONSE: o Box note has been added to specify that luminaires shall not be mounted higher than 20' including pole base. 12. Revise the lighting plan to include the standard lighting note. "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." • The standard lighting note has been added to the plan. See sheet SE1.0. 13. Revise the plan to provide 3 % inch caliper large shade trees along the EC. • The landscape plan as been revised to provide 3 %" caliper large shade trees. See sheets 1-1.0 and L2.0. 14. Revise the label for the "temporary easement for entrance" in the site plan to indicate when the easement is to be vacated. Show how the easement will not conflict with the building or landscaping. • Per correspondence with Jack Kelsey, the temporary easement is not dedicated to the public and therefore isn't required to be vacated. However, this easement will expire upon completion of the Ivy Road 4 1 P a g e sidewalk project construction. The County tentatively anticipates beginning construction Summer 2020 and closing out by Spring 2021. Beaver Creek MOB construction will be coordinated with the County to ensure that it doesn't interfere with the Ivy Road sidewalk project. 15. Revise the plan to provide a minimum of 5' between proposed trees and the gas line. Shifting the sidewalk closer to the building and locating trees closer to the curb may be an option. • The site plan has been revised to provide 5' minimum clearance between proposed trees and gas line. See sheet C4.0. 16. Revise the site plan to increase the clearance between the large shade tree that is adjacent to the parking lot, and within 2' of the gas line and the gas line. • The site plan has been revised to increase the clearance between the gas line and proposed trees. See sheet 1-1.0. 17. Revise the site plan to add one small tree along the east perimeter of the parking area. • The site plan has been revised to add a small tree along the east perimeter of the parking area. See sheet 1-1.0. 18. Move the two large trees away from the dumpster to other interior islands within the southern parking row to avoid damage. • The site plan has been revised to relocate the dumpster and remove the interior islands that were previously shown within the southern parking area. No conflict between the large trees and dumpster exist with the current layout. See sheet C4.0. • Rev.1: Comment not fully addressed. Although the dumpster has been relocated to avoid conflict with the required landscaping, the modifications made require that the following be addressed: a) The sugar maple just to the south of the dumpster area is still to close and would be damaged by the trash truck. Move the tree at least 5' further south. b) Revise the site plan to include a total of eight interior parking lot trees. Parking lot islands have been removed from the southern most row of parking spaces. Although there are now trees along the perimeter of the parking lot, they meet the "perimeter" parking lot tree requirements. There should be one large shade tree in the interior of parking lot for every ten parking spaces. Therefore, eight interior trees should be provided and only six interior parking lot trees are currently shown within the parking 5 1 P a g e lot. Two more trees could be included by adding two landscaping islands within the southernmost row of parking. • RESPONSE: o The sugar maple has been relocated 5' south. See Sheet L1.0. o Two additional shade trees have been provided to the interior parking lot tree requirements. See Sheet L1.0. 19. Sign applications are required for all proposed signs. • Sign applications will be submitted for all signs. 20. If this is a multi -tenant building, submit a comprehensive sign plan for review. Note that ARB approval of a comprehensive sign plan is required for multi -tenant buildings prior to ARB approval of the final site plan. The building is currently planned for a single tenant. It is possible in the future that this could become a multi -tenant building. At that time, a comprehensive sign plan would be submitted for review. 21. Incorporate relief in the fiber cement facade, possibly through change in plane between the wood fiber cement and the other cladding. • Our intention is to allow the wood look fiber cement cladding to sit 3" proud of the face of the other cladding and the window systems. In the jambs, we will use the manufacturer's preformed wood look fiber cement outside corner. At the head and sill condition we will use color -matched metal flashing. • Rev.1: Comment not fully addressed. Although a description of what is intended to meet this condition of approval was included in the comment response letter it does not appear that any details have been provided in the architectural drawings that show this information. Also, the 3" relief specified may not be sufficient. Revise the architectural plans to include a detail showing what is proposed to accomplish the relief in the fiber cement facade and then those details will be forwarded to the ARB for their review and comments. �:��yI�l►[►y�l o Please see the attached typical wall section and associated details showing our intent to change the plane between the wood fiber cement and other cladding systems as requested.
