Re: SDP 05 -00069 Peabody School site plan major amendment
Dear Mr. Sterling:
At its meeting on August 23, 2005, the Planning Commission approved your request for a waiver to allow for the
temporary construction access through a 60 -foot undisturbed buffer along Southern Parkway. The Department of
Community Development hereby grants administrative approval of the above - referenced site plan. In accordance with
Zoning Ordinance Section 32.4.3.1, approval of the preliminary site plan is valid for one (1) year. Therefore, this
approval shall expire August 23, 2006. If the preliminary site plan approval expires before all final tentative approvals
have been granted, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) copies of the tentative plan to
the Current Development Division, in care of Community Development. This letter must be submitted with the
tentative plans, as a checklist, to document that you have addressed all requirements and conditions, or the tentative
plan will be denied.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated applications
and fees, may also be submitted with the eight (8) tentative plan copies. Failure to do so will result in a separate
application to be filed at a later date.
After the initial tentative plan submittal, each department /agency will contact you to discuss any remaining conditions.
After all aforementioned departments /agencies have granted tentative approval, you may submit the final mylars (2
sets), one blueprint or paper copy, the final site plan application along with the final site plan fee ($410), and a copy of
all written tentative approvals to the Department of Community Development by 5:00 p.m. on any week day.
Assuming that the site plan mylars reflect the required conditions of all final tentative approvals, signing of the plans
will occur within one week.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the
following conditions.
The Planning Department shall not accept submittal of the final site plan for signature until tentative approvals for the
following conditions have been obtained. The final site plan shall not be signed until the following conditions are met:

A. Current Development planning review approval to include:
1. [32.7.91 Approval of a final landscape plan depicting the species types, number and location of
all proposed planting materials. Please note that this requirement must include the provision of
a landscaped area providing canopy coverage equal to at least ten (10) percent of the total site.
2. [32.7.9.7(b)] Interior landscaping equal to five (5) percent of the paved parking and
circulation area shall be provided. Please note that this shall be a calculation of the total ground
area dedicated to those interior plantings and not the sum of the canopy to be provided by those
items at ten (10) years maturity.
3. Any areas of the buffer disturbed shall be replanted with 5 foot evergreen trees providing (at a
minimum) screening equivalent to a double staggered row of screening trees planted on 15 foot
centers.
B. Current Development engineering approval to include:
1. Please show the entire parcel with the existing topography at least fifty (50) feet outside the property
lines on the final site plan submittal. [18- 32.5.6d]
2. The engineering review is okay with the proposed temporary construction entrance to the site with
the following conditions to be addressed with the final site plan amendment:
(a) The entrance and disturbance is temporary and not a permanent entrance to the area.
(b) The zoning administrator approves the buffer disturbance.
(c) The applicant provides an approved landscape plan to adequately replenish the area of disturbance.
3. Please show and label the intermittent stream located along the western property line. [18- 32.5.6f]
The engineering review for current development needs to review and approve all applicable items as
specified in the Design Standards Manual, section 902, before recommending tentative approval to the
final site plan.
C. Albemarle County Service Authority approval to include:
Approval of final water & sewer plans.
