The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:
Albemarle County Planning Services (Planner)
Albemarle County Engineering Services (Engineer)
Albemarle County Department of Fire Rescue
Albemarle County Service Authority
Comments reflect information available at the time the development proposal was reviewed and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that will
be required to be resolved prior to Final Plat approval.

Albemarle County Planning Services (Planner) — Andy Reitelbach, areitelbach&albemarle.org — Requested changes:
1. [General Comment] TMP 055EO-01-32-000AO needs to be added to the list under "Owners Approval"
for the signature panel for March Mountain Properties.
2. [General Comment] In note 24 on the cover sheet, 24 parcels are listed, even though it states only 23
parcels will have affordable units. I believe parcel 25 needs to be removed from the list, as parcel 25
was already approved with the Phase 1 subdivision plat.
3. [General Comment] Revise note 23 on the cover sheet. It appears there are actually 19 single-family
attached lots (twelve duplex units and 7 townhouse units), leaving 45 single-family detached lots.
These numbers also need to be revised in the table on sheet 8, where incorrect unit type numbers are
listed.
4. [General Comment] A deed of easement will be required to be approved and recorded along with this
plat for the stormwater management facilities and for the emergency fire access route across the golf
course. These deeds of easement must be approved in conjunction with the plat.
5. [General Comment] An instrument/maintenance agreement evidencing maintenance of all
improvements and easements that will be owned by the HOA will be needed before approval of the
final plat. The maintenance agreement will need to specifically mention who is responsible for
maintenance of improvements. The Old Trail Community Association, Inc. (if this is the correct
organization maintaining the private improvements), will need to sign the maintenance agreement, and
this will need to be reviewed and approved by the County Attorney and recorded with the County Clerk
at the same time as the final plat. It is likely that the existing declaration and maintenance agreements
for Old Trail Village can be amended to include this phase.

How will the emergency access cross the stream shown on the plans and on GIS? This must be an all weather surface
access road and it doesn't appear any kind of structure is shown to cross the stream.
Albemarle County Service Authority — Richard Nelson, melsonnserviceauthority.org — Requested changes:
Sheet 6 — Water Easement behind Lots 34-40 doesn't appear to be centered.
Sheet 7 — Clearly label existing sewer easement along Stedham Place and extend sewer easement to
the southern R/W of Bishopgate Lane.
Sheet 8 — Extend water easement behind Lot 6 to 10 feet beyond the BO.
