The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Submit revised elevations with legible linework that accurately illustrates the brick patterns and detailing. AE Response: Revised elevations are included. 2. Provide material samples (glazing and metal) for review. AE Response: There is no change to brick and mortar, and these have not been re- submitted. We have provided new samples for the metal to replace the samples submitted previously. We have also included samples for the cast stone sills, the wood soffits, the glass, and the segmental block walls. Clarify the materials key on Sheet A201 and provide details of the corbeled bricks. Clarify where brick arches are implemented. AE Response: The materials are noted. An enlarged profile of the brick reveals/corbels has been included in the set. Brick arches (soldier courses on lintels) are used over the window openings. 4. Provide detailing of architectural relief, canopies and cornice. AE Response: Enlarged profiles of the reveals, canopies, and cornice have been provided. 5. Provide the standard window glass note to the architectural drawings: Window glass in the Entrance Corridors should meet the following criteria: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. AE Response: This has been included on the elevation sheet. 6. Provide manufacturer's specifications on the glazing for the Final Site Plan review. AE Response: This has been provided with the re -submittal. 7. Consider revising the tower roof detail. AE Response: In response to comments and discussion at the ARB meeting in August, the hip roof over the main entrance has been removed. 8. If a refuse area is proposed, show it on the site plan and include details of the dumpster enclosure in the site plan. AE Response: Per meeting with Bill Fritz on February 10t", trash containers instead of a dumpster will be used for this parcel. The trash containers are shown on the Final Site Plan and located under the building. 9. Substitute evergreen trees with a height over 10' at maturity for the 5 viburnums presently proposed on the southeast corner and the 3 viburnums presently proposed on the northeast corner of the building. AE Response: The landscape plan and schedule has been updated. The size noted on the plant schedule is the minimum size at time of planting. 10. Provide the top- and bottom -of -wall heights forthe retaining walls surrounding the proposed ground -mounted HVAC units in the southeast and northeast corners ofthe building. Provide material samples for the retaining walls and provide a detail of the walls on the site plan set. AE Response: The HVAC units have been moved to the roof and are screened by the parapet. Screening details for the brick veneer enclosure around the transformer are provided with the architectural drawings. A sample of the segmental block retaining wall used on the site has been included with the re- submission. 11. Relocate the landscape island and tree at the western edge of the parking area away from the stormwater outlet. AE Response: The island does not impose on the stormwater outlet. 12. Include the mechanical equipment note on the site plan set and architectural drawings: Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. AE Response: The note has been added to the Site Plan Submission. The note has been added to the exterior elevation drawings. 13. Provide a lighting plan for review that includes a photometric plan, a luminaire schedule, and manufacturer's cut sheets for all proposed wall -mounted and freestanding fixtures. AE Response: Lighting plan is provided on the site plan. 14. Provide the standard lighting note verbatim on the lighting plan submitted for the Final Site Plan review: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. AE Response: Note has been added. 15. Ensure that no proposed tree conflicts with an existing or proposed utility or its easement and that large shade trees are placed a minimum of 7 feet from the center of a utility line. If trees are placed in easements, provide documentation from the easement holders that the vegetation is permissible. AE Response: No tree conflicts exist. The tree, shrub, and grass species within the RWSA easement are from their approved plant list. 16. Revise the site plan set to show all utilities and easements consistently throughout the site plan set. AE Response: Revisions have been made. 17. Provide a note that the ginkgoes planted will not be female. AE Response: Per meeting with Bill Fritz on February 10t", ginkgoes have been removed. 18. Provide four trees in the parking area at a minimum of 2.5" caliper. Update the plant schedule on Sheet 5 to reflect this change. AE Response: Landscaping plan has been updated per meeting with Bill Fritz on February 10t" 19. Ensure that no proposed tree conflicts with an existing or proposed utility or its easement. AE Response: No tree conflicts exist. The tree, shrub, and grass species within the RWSA easement are from their approved plant list. 20. Consider substituting locally native species for the non-native plants proposed. AE Response: Landscaping plan has been updated per meeting with Bill Fritz on February 10t" 21. Provide at least two more evergreen shrub species so that no one species of shrub proposed exceeds, in number, one -quarter of the total number of shrubs proposed. AE Response: Landscaping plan has been updated per meeting with Bill Fritz on February 10tn 22. Rectify errors in the plant schedule on Sheet 5. AE Response: Revisions have been made. 23. Provide all site elements required by the Proffers and Code of Development approved with ZMA-2006-14, including a widened sidewalk; an entry plaza with picnic tables; a bicycle rack; and a bus shelter. Show these site elements on the site plan. AE Response: All amenities have been provided and shown on the site plan. 24. Provide additional vegetation on the retaining walls in the southwest and northwest corners of the parking area. AE Response: Plantings are shown at the base of the retaining wall which will block the wall from view. 25. Provide details of the proposed retaining walls in the site plan set and submit material and color samples for review. Retaining walls over six feet must be terraced and landscaped. AE Response: Detail related to the wall can be seen on the Retaining Wall Design Plan submitted, by others, under separate cover. 26. Provide sufficient tree protection fencing around those trees to be preserved and clearly differentiate between trees to be removed and those to be retained on Sheet 2 of the site plan set. AE Response: Sufficient tree protection and fencing is provided per erosion control plan on the VSMP. Additional labels have been added to sheet 2 on the site plan to indicate which trees will be removed. You may submit yourapplication forcontinued ARB review at your earliest convenience. Application forms, checklists and schedules are available on-line at www.albemarle.org/ARB. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also.
