Subject: SDP202000035 — Brookhill Block lA — Final Site Plan
The Planner for the Planning Services Division of the Albemarle County Department Community Development
will recommend approval of the plan referred to above when the following items have been satisfactorily
addressed. (The following comments are those that have been identified at this time. Additional comments or
conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable
reference to the Albemarle County Code.]
Applicable Comments from Initial Site Plan Action Letter (February 21, 2020):
1. [32.5.2 (a)] There are several boundary line adjustment plats currently under review for this section of Brookhill.
On the final site plan, ensure that the correct TMP number and instrument number are stated in the Tax Map
note on Sheet 1, and all property labels state the correct information. First submittal: Comment not fully
addressed. Der applicant correspondence. the final site Dlan will be undated prior to final approval so that
all current lot lines and TMP numbers are stated on the plans.
2. [ZMA201500007 and 32.5.2 (a)] Please note that the approved Application plan symbolizes Civic Space within
Block 1. Per Section 2.4.3 of the Code of Development (page 22) this civic space is described as the
Neighborhood Amenity Area and Linear Park Civic Space #1. A minimum of 50,000 sq. ft. must be provided
throughout the overall Civic Space and include the following features:
a. 10,000 sq. ft. minimum outdoor plaza and meeting space within the Village Center (Block 1);
b. 20,000 sq. ft. minimum open space grass area within the Village Center (Blockl);
c. 5,000 sq. ft. minimum pool + outdoor pool deck area;
d. 15,000 sq. ft. minimum recreational play areas.
As explained in Table 2 (page 6) and Section 2.2.1 of the Code of Development (COD), these features can be
provided and spread across Blocks 1, 2, and 5. At least some portion of these amenities should be provided in
Block 1. Staff would like to begin discussions with the developer about their plan to provide the minimum
recreational amenities in Civic Space #1. First submittal: Per applicant comment response letter, more
information will be forthcoming on when and where these features will be installed within the
aforementioned blocks. If none will be provided in Block 1A, a note may need to be added to the final site
plan stating when/where these features will be provided in the blocks.
3. [32.5.2 (a)] Block I must provide the minimum recreation area specified in Section 4.16 of the Zoning
Ordinance. Consult comment #2 above for additional information/suggestions. First submittal:
Comment addressed.
4. [ZMA201800011] At least 15% of the proposed dwelling units in Block lA will need to be affordable units in
order to comply with Proffer #3 of ZMA201800011. On the final site plan, please provide a note stating what
type of affordable units are proposed. First submittal: Comment addressed.
132.5.2 (a)] Sheet 2 is not the approved Application Plan from ZMA201500007. Please replace with the
approved version with the County approval stamp and signature. Staff can send an electronic copy of the
Application Plan to the applicant if needed. First submittal: Comment not fully addressed. Sheet 2 (fourth
sheet of plan) is not the approved Application Plan from ZMA201500007. Please replace.
6. [32.5.2 (a)] On this portion of TMP 46-19133, there appears to be no Managed or Preserved Steep Slopes, or
Flood Hazard Overlay according to Albemarle County GIS. Please verify, and remove reference to those overlay
districts in the Zoning note on Sheet 1 if necessary. First submittal: Comment addressed.
7. [32.5.2 (a)] Revise the Required Open Space Note on Sheet 1 so that it states "Block 1" and not Block 8. First
submittal. 1: Comment addressed.
[32.5.2 (a)] Please revise the setback note on Sheet 1 as follows:
a. There is no maximum front setback for porches, per Section2.3.2.1 of the COD. First submittal:
Comment addressed.
b. Add a footnote stating "Side and rear minimum setbacks for any primary structure shall be
constructed and separated in accordance with the current edition of the Building Code." First
submittal: Comment addressed.
9. [32.5.2 (a)] According to Sheet 7, the proposed property line of Block IA does not include the row of
parking on the north side of the travel way. This may present an issue from a maintenance and ownership
standpoint of those parking spaces pending future development of other sections of Block 1. Is there any
reason why they are not included in the property line?
a. Per Section 4.12.5 of the Zoning Ordinance, all parking spaces shall be established on the same lot
as the primary use to which it is appurtenant, unless a Special Exception is approved per Section
4.12.8. If the parking spaces will remain outside of the property line, a Special Exception
application must be filed. First submittal: Comment addressed.
10. [32.5.2 (a)] Please label the corner side setback on Sheet 7. First submittal: Comment not addressed. Sheet
5 (page 7 of the plan set) appears to show dashed setback lines, but none are labeled for any of the required
setbacks. Please revise.
It. 132.5.2 (n)] There is a label on Sheet 7 stating "(7) Proposed Parking Spaces" but it is pointing to an area where
no spaces are shown that is labeled "Area Reserved for Future Parking." Either draw those spaces or remove
the label for the 7 spaces. First submittal: Comment addressed.
12. [32.5.2 (o) and ZMA2015000071 Prior to final site plan approval, please be sure to verify that the acreages of
features provided in other blocks remain accurate in the Block Area Summary table on Sheet 5. Multiple site
plans and plats are currently under review throughout Brookhill and some of those figures may be subject to
changes. First submittal: This comment will stand until this final site plan is ready for approval. The
Block Area Summary may need to be updated. Other site plans ay be approved prior to this site plan, so
the acreages may need to be revised.
13. [32.5.2 (a)] Prior to final site plan approval, please revise the Existing Conditions and all other applicable
drawings where adjacent properties are visible. There may be new TMP numbers, acreages, and recorded
instrument numbers on nearby blocks. First submittal: Per applicant comment response letter, the labels
will be updated prior to final site plan approval. Multiple plats are still under review so TMPs, acreages,
and recorded instrument numbers visible on the Existing Conditions sheet may need to be further revised.
a. This includes updating the Salamander Street and Archer Avenue road name labels so that the recorded
instrument number of the plat which dedicates the right-of-way to public use is stated. First submittal:
Comment not addressed. The Salamander Street right-of-way has been dedicated to the County.
This was recorded in DB 5274, page 376. Please updated the road label so that it states the recorded
instrument.
14. [32.5.2 (a)] Please add the approved conditions of SP201500025 to the final site plan. First submittal:
Comment not addressed, the conditions are not on the plans. Furthermore, the Zoning note on Sheet 1

should state that the property is subject to the conditions of SP201500025.
15. [32.5.2 (a)] The minimum parking requirement calculation note on Sheet 1 is incorrect. Since these units will
all be within the same property, they qualify as multi -family residential. Required parking is based off of number
of bedrooms in each unit. Please revise the parking calculation if necessary in order to comply with Section 18-
4.12. Under Section 18-4.12.6, the minimum parking required is as follows:
a. Any unit of 500 sq. ft. or less: 1.25 spaces;
b. One bedroom unit: 1.5 spaces;
c. 2 or more bedroom units: 2.0 spaces. First submittal: Comment addressed.
16. [32.5.2 (k)] Please show the location of all proposed sewer and drainage easements. Label as "proposed" with
a size/width measurement. First submittal: Comment no longer applicable, see comment #1 under "New
Comments — Final Site Plan" section below.
17. [32.5.2 (1)] Please label all utility easements as "proposed" with a size/width measurement. First submittal:
Comment no longer applicable, see comment #1 under "New Comments — Final Site Plan" section below.
18. [32.5.2 (n)] Please provide the construction detail number/sheet number in the labels for all proposed
improvements where construction details are provided in the plans. First submittal: Comment addressed.
19. [32.5.2 (n) and ZMA201500007] Per Section 2.2.1 of the COD, bicycle racks shall be distributed
throughout the Neighborhood Center (Block 1). It seems there is space to provide some concrete next to
the sidewalk along the entrance travel way between the two buildings where a bicycle rack could be
conveniently provided. Please explain how Block IA will provide bicycle racks in accordance with the
COD. First submittal: Comment addressed, bicycle racks will be installed in the commercial sections
of Block 1. Furthermore, bicycles can be stored in the garages of the units proposed in Block 1A.
20. [32.7.9] Prior to final site plan approval, a landscaping plan must be provided that complies with all
applicable sections of the Ordinance. First submittal: See comments #21-23, and comments #5-9 under
"New Comments — Final Site Plan" section below.
21. [32.7.9] Please provide individual landscaping schedules for required landscaping in accordance with Sections
32.7.9.5, 32.7.9.6, 32.7.9.7, 32.7.9.8 of the Zoning Ordinance. Each schedule should state the Botanical Name
and Common Name of each species proposed, the proposed caliper and height at time of installation, and the
canopy coverage canopy coverage area per plant species. The canopy area for each species can be found on the
Albemarle County Recommended Plants List and Albemarle County Plants Canopy Calculations tables. PDFs
of these documents can be accessed through the Department of Community Development webpage: LINK. First
submittal: Comment not fully addressed. Update the landscape schedule on Sheet 11 so that it provides
the individual canopy coverage for the new shrub species mentioned in comment #22 below, and provide
the total canopy coverage for the shrubs. Update the landscape schedule total canopy figure as necessary
so that it includes the shrub total. Update the schedule as necessary to reflect changes requested by
comments #5-9 under the "New Comments — Final Site Plan" section below.
22. [32.7.9.7 and ZM4,201500007] Per Section 2.9 (page 27 of the COD) the strip of parking behind the buildings
will need to be screened from the Archer Avenue ROW with continuous evergreen shrubs or a 4' maximum
height opaque wall. Please provide information on how the parking will be screened from Archer Avenue. First
submittal: Comment not fully addressed. Shrubs are provided, but they are not a species on the Albemarle
County Recommended Plants List. Please provide a new shrub species from the list. Additionally, more
shrubs are needed along the Archer Avenue right of way within the property so that a full row of screening
is provided. Shrubs should be added to the Landscape Plan.
23. [32.7.9.8 (a)] Please provide a calculation for the minimum tree canopy required and proposed in Block lA
based on the use type. The minimum tree canopy is 10% based on the density (26.8 du/acre) of Block IA. First
submittal: Update the landscaping calculation so that the overall canopy provided includes the total
canopy area for the proposed shrubs mentioned in comment #27.
a. [32.7.9.8 (b)] Please provide a landscape schedule that lists the Botanical Name and Common Name of

each species is included, the proposed caliper and height at time of installation, and the canopy coverage
area per plant species as stated on the Albemarle County Plants Canopy Calculations (this table should
be specifically for the 10% minimum tree canopy requirement). First submittal: The labels for
Shumard Oak trees state "QP" but the landscape schedule identifies them as "QS." Please ensure
the labels match the landscape schedule.
24. [32.7.9.91 Please add a note to the Landscape plans stating "All landscaping shall be installed by the first planting
season following the issuance of the first certificate of occupancy within the development." First submittal:
Comment addressed.
25. [32.7.9.91 Please add a note to the Landscape plans stating "All landscaping and screening shall be maintained
in a healthy condition by the current owner or a property owners' association, and replaced when necessary.
Replacement material shall comply with the approved landscape plan." First submittal: Comment addressed.
26. [32.6.2 (h)] Please provide a signature panel with a line for each member of the Site Review Committee. A copy
of the SRC signature panel template is attached. First submittal: Comment addressed.
27. [14-317] An instrument evidencing maintenance of all required improvements that will not be owned or
maintained by the County is required with the final. This includes private street and alley easements, sidewalk
easements (if applicable), buffer easements, landscaping easements (if applicable), etc. First submittal:
Comment not fully addressed. A variable width parking and access easement is provided through the site
and shown on the plans. However, this easement needs to be reviewed, approved, and recorded prior to
final site plan approval. See comment #1 under the "New Comments — Final Site Plan" section below.
28. [4.17] Please provide a full lighting plan with the final site plan in compliance with Section 4.17 of the
Zoning Ordinance. First submittal: Comment addressed. No lighting other than porch lights are
proposed in Block 1A.
New Comments — Final Site Plan
[General Comment] An easement plat application must be submitted, reviewed, approved, and recorded prior
to final site plan approval. All proposed easements shown on the final site plan need to be included on the
easement plat.
a. Once the easement plat is approved and recorded, update the drawings as necessary so that all
easements associated with the Block lA development include a label stating "existing" easement.
Specify the easement type (public/private) in the label, include the width, and state the recorded
instrument number.
b. If any new easements will have a separate deed of easement/maintenance agreements recorded with the
plat, the easement labels should also state the deed of easement recorded instrument number.
2. [General Comment] Please update Sheet 3 so that it states that the Block 8A Final Site Plan, SDP201900026,
is approved and state approval date of April 23, 2020.
3. [32.5.2 (a)] Please update the Zoning note on Sheet 1 so that it states that the property is subject to the proffers
of ZMA201800011.
4. [General Comment] Please revise the title bar on Sheet 5. It should state "Layout & Utility Plan" as
specified in the sheet index.
5. [32.7.2.21 The road plans for Salamander Street, SUB201800115, must be approved prior to final site plan
approval.
6. [32.7.91 Please remove note 41 on the landscaping plan related to the 20' buffer around the manor house lot.
The buffer is being installed with other plans, not the Block IA site plan.

7. [32.7.9.41 A conservation checklist is provided on the landscaping plan. However it appears that no existing
vegetation is being conserved in Block 1A. Please confirm.
a. If no existing vegetation is being conserved, please remove the checklist and the conservation notes.
8. [32.7.9.51 Add a note to the landscaping plan stating that street trees required by Section 32.7.9.5 of the
Albemarle County Zoning Ordinance along Salamander Street are being provided on the road plans,
SUB201800115.
9. [32.7.9.61 The landscape plan does not provide a calculation stating the required landscaping within the parking
area and it does not indicate whether the vegetation provided will meet the 5% minimum.
a. Provide a calculation stating the required 5% landscaping within the parking area. The parking area
includes the area of the seven (7) parking spaces, and the entire travel way in Block IA.
b. Provide additional landscaping as needed to meet the 5% minimum area. Be aware that neither the
areas of street trees and shrubs required by sections 32.7.9.5(d) and (e) nor shrubs planted
between a parking area and a building on the site shall be counted toward the minimum area
landscaped area for a parking area. Essentially the only provided landscaping that can count
toward the 5% minimum is the single Shumard Oak provided along the north side of the travel
way.
c. Update the landscaping schedule so that it includes any additional landscaping materials. State
the species name, common name, height/caliper at installation, individual canopy coverage, and
overall canopy coverage for new landscaping items proposed.

The final site plan for Brookhill Block lA has been reviewed by Engineering. The following comments
will need to be addressed before approval:
1. Please reference the WPO plan number that covers this area. It must be approved before
final site plan can be approved and it must include all aspects and phases of this plan (silt
fence, inlet protection, etc).
2. Road Plan SUB201800115 (for Salamander Road) must be approved before final site
plan can be approved.
3. Professional seal should be signed and dated.
4. The sanitary line is in the middle of the travelway. Ensure that manholes are not located
within vehicular wheel paths and that tops are flush (or slightly lower) than the top of the
asphalt.
5. Driveway aprons should be shown on the layout. Sheet 5 references roll top apron and a
CG-9D. Please clarify. Ensure the correct note and detail are shown. See page B-22 for
roll-top apron:

6. Please check contours. In the NW corner, 452 and 454 appear to tie into the same
contour. Also please stay consistent with either 1 ft or 2 ft contours.
7. If there are no retaining walls, please remove the note on the cover sheet regarding walls,
or state that it doesn't apply.
8. Provide drainage divides to go along with the storm drain calculations.
9. Trees should ideally be located at least 5ft from a storm structure or pipe whenever
possible. There is one tree only 1 ft from a structure.
10. Label the deed book and page for all existing easements, or label them as proposed
easements.
11. Ensure all intersection sight distance lines are shown.
