That meeting was canceled and the application was not reviewed by the ARB. Staff s recommendation, as outlined in the staff report prepared for the March 16 meeting, was for approval with a number of conditions to be resolved administratively. While waiting for the ARB meeting to be rescheduled, the applicant revised the plans to address all of staff s recommendations. Consequently, staff now recommends approval of the proposal as illustrated in the revised drawings submitted by the applicant, including: ARB site plan revised 3/23/20, Building elevations revised 4/3/20, applicant response memo dated 4/l/20, and stone comparison (undated), with the condition that the Cobble Stone siding color is revised to Monterey Taupe. The ARB completed a conceptual review of the architectural design (ARB-2019-73) on August 5, 2019. Comments made at the August 5 meeting are included in the Analysis section of this report. CHANGES SINCE THE LAST REVIEW The building design has been revised with alternate materials and different bay designs. Landscaping has been enhanced in some areas and reduced in others. Appropriateness of revised building materials and colors. 2. Proposed building massing and scale. 3. Visibility of retaining walls, retaining wall material/color. Staff recommends approval with the following conditions: 1. Revise the Cobble Stone siding color to one that is warmer and more muted to blend better into the landscape. 2. Consider using a stone veneer that emphasizes the warm color tones of the nearby hospital. 3. Coordinate submitted material samples with materials and colors listed in the color rendering packet and the line drawing elevations/notes. 4. Specify colors in the Elevation Key Notes. 5. Identify mechanical equipment on the plan. 6. Add the standard mechanical equipment note to the architectural elevations. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 7. Revise the site plan to clearly indicate all tree preservation areas and show adequate tree protection fencing. 8. Consider a retaining wall block color that blends better with the landscape.
