Please allow this letter to serve as a Road Certification for the Avinity Phase II Section of the Avinity Development,
including Avinity Place between Stations 10+00 and 12+90 and Avinity Lane between Stations 10+00 and 12+04.
The roadways have been graded per the plans, with the sub -base compacted and tested by F&R (the third party
inspections and testing company). Soils reports and CBR's have been provided to the County for acceptance. The
CBR's are higher than the CBR's used during the design. Since average of the field CBR's is higher than the design
CBR values; the road design for Avinity Phase II is acceptable.
The 8" 21B stone base has been installed along Avinty Place and Avinty Lane, per the design drawings. The asphalt
top coat has also been placed. The top coat has been installed at a minimum depth of 2 inches. The testing of the
stone depth and the pavement depths are acceptable and have been provided to the County for acceptance.
The CG-6 curb and gutter has been installed along these roadways. The concrete sidewalks and CG-12's have been
installed. The power and cable utilities have been installed along the roadways and the sidewalks and CG-12
ramps are complete. Collins Engineering inspected and tested the CG-12 ramps for ADA compliance. All ramps are
within tolerance for ADA compliance.
The storm sewer system within this section of Avinty has been completed, and the video camera of this system has
been provided to the County. All the storm sewer pipes within this section of the development are HDPE pipe. All
pipes have been cleaned out and flushed prior to the camera inspection of the pipes. Based on the storm pipe
videos, the pipes appear to be within the design tolerances and are acceptable. No pipe failures, clogging within
the pipe system, major pipe deflections, large ponding areas, or other problems were seen with the storm pipe
system and the drainage system appears to be within conformance of the approved construction plans.
Please allow this letter to serve as the final certification that the Avinity Phase II Development has been completed
in accordance with Ablemarle County standards and specifications for Private Roads and in accordance with the
approved road plans for Avinty Place between Stations 10+00 and 12+90 and Avinity Lane between Stations 10+00
and 12+04.
