PRE -FINAL INSPECTION
General Notes:

❑ Sweep the road of loose stones and debris prior to final inspection. Remove all trash and
unnecessary erosion control devices. Remove all advertising signs and construction
mailboxes.
❑ All reconstructed, repaired, and bare/denuded areas within right -of- way have been
seeded & stabilized.
UPDATE: Some stabilization areas still needed.
❑ Mow all areas within the right-of-way including all drainage easements. Cut back all
brush and trees within drainage easement areas.
❑ N/A All post larger than 4"x4" shall be drilled with a hole configuration equivalent to VDOT
standard 602.3.
❑ Grade all shoulders and ditch lines to the approved plan cross section.
UPDATE: Some topsoil and fill in utility strip needed on south end of project.
Double check other areas.
Complete Inlet and outlets of all culverts are to be graded and cleared of debris to provide positive
drainage.
Complete Inlet and outlets have ladders and invert shaping per design standard. Lifting eyes
patched and all brick areas parged.
❑ N/A All bent or damaged culverts to be repaired or replaced.
❑ Utility In -Place -Permits and Quit claims of any companies with facilities in the right of
way. Contact the utility companies who will complete and submit forms to VDOT.
Recommend requesting copies for your files.
❑ Ensure all valves and manholes are flush with the grade.
UPDATE: At least one needs adjustment at intersection of Park Ridge.
❑ A video camera inspection is required for all storm sewers and culverts that are deemed
inaccessible to VDOT inspections and are to be accepted into VDOT's maintenance
program and ownership. The video inspection shall be conducted in accordance with
VDOT's video camera inspection procedure.

❑ Recorded subdivision plat for this section: two normal size paper copies and digital copy.
UPDATE: Plats are being finalized per J.S. Check to see guardrail within ROW
status.
❑_Submitted As -built Plan: two normal size paper copies and digital copy. VDOT has received two
professionally sealed copies and an electronic version of the as -built plan for this
section. Asbuilts need to be reviewed by County and VDOT prior to final inspection.
❑ All agreements must be finaliz ted and copies submitted prior to Final Acceptance:
Landscape Maintenance Agreement and LUP; Pedestrian Tunnel; etc.
® All stop signs require 16" above for state route markers.
❑ Signing and Pavement Markers
• Stub Out Termination — T.L. or J.S. to submit signing sketch plan prior to the work.
• Install biker symbols along NB right turn lane per PM-6 (2 more needed)
• Speed study and signing direction from VDOT traffic (Joel BIC)
• Ensure signs have 7' Clearance over sidewalk. SE quadrant street sign is low.
• NB stop sign installed that is not per plan nor has been proven to be warranted. Resolve with
County and VDOT.
• Install Begin and End State Maintenance Signs at south end of project
Material Testing:
All testing must be conducted by VDOT certified technician under the supervision of a Professional
Engineer licensed in the state of Virginia.

Remarks:
1. No testing has been submitted yet.
2. Material inspection notifications not sent to VDOT per Land Development Inspection Manual
3. This prefinal inspection does not reflect all other utility and locality requirements. VDOT will
not conduct a final inspection nor produce a punchlist until all submittals and agreements are
complete.
4. VDOT maintenance inspection pending.

Eastern Avenue
1. Raise Park Ridge/Eastern Ave Street sign to 7ft
2. Lower water valve riser in Park Ridge/Eastern Ave intersection
3. Clean out dirt and gravel in gutter pan
4. Add "End State Maintenance" Sign on South Bound side
5. Add "Start State Maintenance" Sign on North Bound side
6. Cleanup trash at south end of Eastern Ave
7. Remove silt fence located in right-of-way
8. Remove SWPPP box and signage from right-of-way
9. Add speed limit signage following completion of VDOT Speed Study
Road Stub -out
1. Install VDOT Future Connection Sign
2. Add 2 Type III Barricades
3. Add Road closed sign at end of roadway
4. Add a total of 4 No Parking signs
5. Remove pallets and other trash
6. Submit a proposed signage plan to provide advance warning that the road ends
Foothills 4&5
1. Relocate Street sign at Park Ridge and Leon to improve visibility from Park Ridge Dr
2. Adjust Speed limit sign on Leon Ln - primary panel must be a minim of 7ft
3. Add 16" above Trinity Way Stop sign
4. Relocate SWPPP Box from right-of-way
5. Frank to confirm if replacement sign is needed for Leon Ln/Trinity Way intersection
