[5.1.40(b)(6)] Screening and Siting to Minimize Visibility. Based upon the balloon test conducted on October 31, 2017 the siting of the proposed facility does not minimize visibility for continuous durations along Rte. 250, which is an Entrance Corridor (EC). This is not in keeping with the County’s PWSF policy. The balloon appeared to be 20 + feet above the tree line for a continuous duration along Rte. 250 (approximately 1,260 feet on Rte. 250 West of the property). From these vantage points, the balloon was sky-lit and lacked screening for the uppermost portion of the facility. The balloon was also visible but to a lesser degree for 1,290 feet on Rte. 250 East of the property. The ARB staff report also makes note of these findings. The item will be heard at the November 20th ARB meeting. In order to aid the agent in making a determination I request photographs from the balloon test and photographic simulations from all views along Rte. 250 discussed above. The visibility of the facility was acceptable from the various locations staff viewed the facility from, except the views from Rte. 250 as discussed above. 2. [5.1.40(a)(6)] Photographing balloon test. Provide photos from the balloon test for staff consideration from all views along Rte. 250 as discussed above. Please identify the camera type, film size, and focal length of the lens for each photograph. 3. [5.1.40(a)(9)] Photographic simulations. Provide photo simulations of the proposed facility from all views along Rte. 250 as discussed above. 4. [5.1.40(a)(4)(g), 5.1.40(c)(3)] Setbacks, parking, fencing, and landscaping. All existing and proposed setbacks, parking, fencing, and landscaping. No setback information is provided on the plan. Label, dimension, and depict all applicable setbacks on the plan. I have copied the setbacks provisions for you and provided them below: Rural Areas - 75 feet Front. 25 feet Side. 35 feet Rear. Fall Zone - A zone on the surface of the ground that is a circle whose center is the proposed personal wireless service facility (the “facility”), where the radius is measured from the outer surface of the facility’s pole or other vertical structure immediately above its foundation, and where the radius is: (i) for facilities, equal to the height of the facility. 5. [5.1.40(C)(6), 32.5.2, 21.7(C)] Tax Map Parcel & Zoning. The access road serving the site is located on TMP 79A1-C-16. VDOT is requiring entrance upgrades (see attached VDOT comment letter dated 10-26-17). Provide the entrance upgrade detail/cutsheet in the plan and depict its area of disturbance on the plan. Other than the entrance upgrade, will any additional site work take place on TMP 79A1-C-16 (specifically outside of the existing gravel driveway)? If so, label and depict its location on the plan. If that work is in the area of the shared boundary line between TMP 79A1-C-13 and TMP 79A1-C-16 then you will need to request a special exception to the Section 21.7(C) Buffer zone adjacent to residential and rural areas district. As no construction activity including grading or clearing of vegetation shall occur closer than twenty (20) feet to any residential or rural areas district. Special Exception provisions are contained in Section 33.5 and 33.8. There is no application form. There is a fee of $457 for review of this special exception request. 6. [5.1.40(b)(2)(c), 5.1.40(a)(12)] Projection. A special exception was requested to modify Section 5.1.40(b)(2)(c) of the Zoning Ordinance, particularly the requirement that “in no case shall the closest point of the back of the antenna be more than twelve (12) inches from the facility”. The closest point of the back of the antennas will be approximately 16.1875 inches from the face of the monopole. Staff has no objection to this request and will begin processing the SE for action by the Board of Supervisor when a resubmittal is received addressing the comments. The agent recommends the applicant request deferral till the requested items have been submitted. This project is on a 150-day shot clock, in which an action shall be taken no later than February 22, 2018. 7. [5.1.40(a)(4)(e)] Topography. Label contours in intervals not to exceed ten (10) feet on Sheet C- 1B. 8. [5.1.40(b)(1)(b)] Outdoor Lighting. An outdoor LED floodlight was mentioned in the narrative as being on the H-frame, but was not shown on the plan. Depict and label this light location on the plan and provide a cut sheet for the fixture. Also, on the plans provide the note: “Use of the outdoor lighting shall be permitted only during maintenance periods.” Virginia Department of Transportation (VDOT) – Adam Moore 1. Please see letter dated 10-26-2017 for information regarding entrance design standards required for this proposal. 2. [5.1.40(c)(3)] Setbacks. VDOT does not have a concern about the fall zone being within or across the Interstate 64 right-of-way. ARB - Heather McMahon ARB comments will be available after the Monday, November 20, 2017 ARB meeting. Engineering – Frank Pohl 1. If the proposed land disturbance is over 10,000 SF threshold then a VSMP permit is required prior to a building permit being issues.
