RE: SUB201900137 Old Trail Village Block 32 Phase 2-Final Plat
Dear Mr. Reitelbach,
Below is our responses to the comments issued by the County. Please review these along with
the revised plat and let us know if you have any additional questions or concerns.
Albemarle County Planning Services
1. [General Comment] TMP 055EO-01-32-000AO needs to be added to the list under "Owners
Approval" for the signature panel for March Mountain Properties. Addressed. TMP added to
signature panel.
2. [General Comment] In note 24 on the cover sheet, 24 parcels are listed, even though it states
only 23 parcels will have affordable units. I believe parcel 25 needs to be removed from the list,
as parcel 25 was already approved with the Phase 1 subdivision plat. Addressed. Lot 25 is
omitted from list.
3. [General Comment] Revise note 23 on the cover sheet. It appears there are actually 19
single-family attached lots (twelve duplex units and 7 townhouse units), leaving 45 single-family
detached lots. Addressed. Note 23 has been revised.
These numbers also need to be revised in the table on sheet 8, where incorrect unit type numbers
are listed. Addressed. Table on sheet 8 has been updated.
4. [General Comment] A deed of easement will be required to be approved and recorded along
with this plat for the stormwater management facilities and for the emergency fire access route
across the golf course. These deeds of easement must be approved in conjunction with the plat.
Noted. Deed of easement will be recorded with plat.
5. [General Comment] An instrument/maintenance agreement evidencing maintenance of all
improvements and easements that will be owned by the HOA will be needed before approval of
the final plat. The maintenance agreement will need to specifically mention who is responsible
for maintenance of improvements. The Old Trail Community Association, Inc. (if this is the
correct organization maintaining the private improvements), will need to sign the maintenance
agreement, and this will need to be reviewed and approved by the County Attorney and recorded
with the County Clerk at the same time as the final plat. It is likely that the existing declaration
and maintenance agreements for Old Trail Village can be amended to include this phase. Noted.
Instrument/maintenance agreement will be created.
Albemarle County Engineering Services
1. Public easements will need deeds. Noted. Deeds will be created for easements.
Albemarle County Department of Fire Rescue
How will the emergency access cross the stream shown on the plans and on GIS? This must be
an all weather surface access road and it doesn't appear any kind of structure is shown to cross
the stream. Addressed. Engineer walked the fire access route with Fire/Rescue PM (Shawn
Maddox) on March 12, 2020. Issue has been resolved. Paved road (with culvert crossing)
already exists.
Albemarle County Service Authority
1. Sheet 6 — Water Easement behind Lots 34-40 doesn't appear to be centered. Addressed.
Easement is now centered.
2. Sheet 7 Clearly label existing sewer easement along Stedham Place and extend sewer
easement to the southern R/W of Bishopgate Lane. Addressed. Additional label has been added
to plat.
3. Sheet 7 — Extend water easement behind Lot 6 to 10 feet beyond the BO. Addressed.
Easement has been extended 10' beyond the BOA.
