Hi Beth - Hope you are doing well. I was finally able to get to your attached resubmission. The only thing that was not
addressed was the portion below of my original comment #2 from my August 9, 2019 email.

I have FINALLY heard back from Faith Christian Center about the landscape plan for their proposed freestanding
sign. Attached are the revised drawings. The date shown in the rendering is the last date I made changes to this
drawing, but would you rather I changed it to today's date?

Beth - Margaret asked the ARB for direction regarding your sign proposal and my Comment #1 (yellow highlight) to
you. Margaret reported back the following:

It was the consensus of the ARB that synthetic stucco can be used for signs regardless of the material to which it is
attached. However, the condition where the sign meets the ground must be addressed. 8" of a durable solid material (not
EIFS) must be provided at the base unless the sign is located in a landscape bed whose design avoids potential
maintenance issues of EIFS at the ground.
My suggestion to you would be to revise your application to address my original comments #2, #3 and #4. We can then
evaluate whether the sign location avoids the need for 8" of a durable solid material (not EIFS).

Hi Brent,
Attached is a generic detail of the sign structure provided by the manufacturer. The topper and ledge detail will be
fabricated in the same way as the body. There is a polystyrene core, then the polyarmor plastic coating, and last the
stucco texture finish. Does this help?

Hi Brent,
Thank you for your comments. I can confirm that I do plan to proceed with making revisions to my submittals. That
being said, I am curious about item #1 below.
Perhaps I am calling the material by an unfamiliar name. The proposed sign will be constructed from expanded
polystyrene, coated with a hard plastic (referred to as Poly -Armor), then sprayed with a stucco finish that is 100%
aggregated acrylic. There are other signs in the EC that are made from the same material. The first one that comes to
mind is the monument sign at River's Edge (on Rt 20). The graphics for this sign also have the stucco texture. A new
was recently installed at Pantops Shopping Center that has an EPS faux brick base. And lastly, I believe that the
"Charlottesville Health & Rehabilitation Center" sign on Rio Rd is made from EPS (photos below). As there is a
precedence for prior approval of this material we do not plan to make this change. Please let me know if this is
something that will need to be reviewed by the board, or if an administrative review will be possible.
I will reach out to the church regarding a landscaping plan for the base of the sign. I will also revise the drawing to clarify
the location of each proposed color, and revise the date of the drawing accordingly.

Hi Beth - I have completed my review of your ARB sign application. The following revisions are requested to make this
sign proposal consistent with the Entrance Corridor Sign Guidelines.
1. The ARB has determined that synthetic stucco is acceptable for signs if mounted on a solid such as concrete block
and if limited to use as a flat surface as a background for lettering. Include a sign construction detail indicating this
requirement is being adhered to.
2. Show the sign location on the approved landscape plan. Depending on the location, additional planting may be
required to provide an integrated appearance with the overall approved landscape plan.
3. Revise the sign drawing to clarify the location of each proposed color.
4. Include a latest revision date on the sign drawing for these requested revisions.
To assist you with the above requested revisions, the approved plans for this development (including building drawings,
building materials and landscape plan) can be found HERE on-line. You will need to use the print/download as a PDF
option.
Please respond by email within 15 days of the date of this email indicating whether you will or will not proceed with these
revisions. Your decision to make the revisions will suspend the 60-day review period associated with your original
submittal. If you choose to complete the revisions, please email the revised drawings to me so we can wrap this up quickly.
If you choose not to proceed with these revisions, staff will be unable to approve your application. Failure to respond to
this letter shall be presumed to be a request to proceed to action on the application without further revisions.
