Dear Mr. James,
In response to the VSMP comments issued via email dated March 2020 we offer the following
responses:
A. General
1. Cover sheet —Please add 'AMENDMENT TO VSMP PLAN (WP01800059)' to the title.
(Rev. 1) Addressed.
Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must
contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary

C. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.

D. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17-
403.
1. There are undetained areas of the site that must meet post -development requirements
under 9VAC25-870-66. Water quantity. 9.33(disturbed) — 7.2+/- (routed to pond)=2.0+/-
ac remaining of disturbed to meet Water quantity requirements. Show where do these
undetained areas discharge runoff to post- development, and state how they meet Part
1113 Water quantity requirements. It's not clear how these areas will reach the point of
analysis shown on sheet 6.06.

2. Assume half -clogged condition for the sizing of the grate inlets in parking area and stm

E. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is disapproved, and the reasons are provided in the comments below. The erosion
control plan content requirements can be found in County Code section 17-402.
1. Sheet 3.13/3.18 - Tie-in grading. Grading shown outside limits of disturbance (to be
included).
2. Sheet 3.15/3.20 —Tie in grading.
3. Sheet 3.12/3.17 —Tie in grading.
