The County of Albemarle Planning Division will grant or recommend approval of the road plans referenced
above once the following comments have been addressed: [Each comment is preceded by the applicable
reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
[Comment] Only roads, sidewalks (within the right-of-way), and street trees are being reviewed by planning staff with
this Road Plan. Other information shown on this Road Plan, that is Final Site Plan related, will be reviewed with the
Final Site Plan once it is submitted. Staff suggests that information not associated with the Road Plan be removed
from the Road Plan. Please note that changes have been made to the site plan layout since the Initial Site Plan was
approved and the Road Plan will need to match the approved Final Site Plan or an amendment to the Road Plan will be
required.
Rev. 1: Comment still applies. Only roads, sidewalks (within the right -of -wax), and street trees are being reviewed by
planning staff with this Road Plan. Other information shown on this Road Plan, that is Final Site Plan related, will be
reviewed with the Final Site Plan once it is submitted. Staff suggests that information not associated with the Road
Plan be removed from the Road Plan. The Road Plan will need to match the approved Final Site Plan or an
amendment to the Road Plan will be required.
[32.5.2(i) & (n)] Address the following:
a) Revise the road sections to specify that a portion of Swede Street has a different section than the rest of the street,
the portion without parking on one side.
Rev. 1: Comment not vet fullv addressed. Although the comment for Swede Street has been addressed chances to
the section for Empire Street and Marsac Street have been made and no longer meet the minimum requirements.
Address the following change for changes in parking on the 2°d submission:
i. Ensure that the portions of Empire Street and Swede Street where parallel parking have been added meet
the minimum requirements for a planting strip,
ii. Provide a street section for the portions of Empire Street and Swede Street where parallel parking has
been added and ensure this section meets all minimums.
iii. Revise the note, added next to the two provided street sections, to no longer state "See road section below
for additional road cross-section and right of way modification for Marsac Street." It appears to state that
the Swede Street section will apply to the portion of Marsac Street with parking. However, that section
cannot apply because the ROW width is not the same and the planting strip is not being provided. Also,
this does not address the similar issues with Empire Street.
c) Provide Bollard on both ends of the Emergency Access Easement.
Rev. 1: Comment not yet fully addressed. Add a label to the bollard detail added to sheet 4 and ensure that the
leader arrows, for the labels for the bollards, points at on e of the bollards.
[32.7.9.5, 32.7.9.3 & 32.7.9.41 Provide street trees along Berkmar Drive and Woodburn Road. Street trees are required
along all existing and proposed streets. No trees are shown along Berkmar Drive. Woodburn Road is shown to have
existing trees. However, the majority of the trees along the road are also within an overhead easement. Also, it
appears that most if not all of the trees along Woodburn Road may either be within the easement, may not be healthy,
or may not be correct type of trees for street trees. Provide all required information for existing trees utilized to meet
landscaping requirements including (but not limited to) the location, species, and size of each individual tree along the
Woodburn Road that is meant to meet the street tree requirement.
Rev. 1: Comment not yet fully addressed. Address the following:
a) Revise the street frontage for Berkmar Street. It is listed as 235' and it appears to be closer to 295'. Only one
side of the street intersection appears to have been measured. Ensure the number of required street trees is
provided.
b) At least one tree should be provided on the southside of Empire Street's intersection with Berkmar Drive.
c) All 19 street trees shown along Woodburn Road are planted less than 10' from the overhead utility line.
Provide information on the width of that easement and ensure that the trees are planted far enough away
the lines to allow.
d) Ensure that all trees not in the ROW or in HOA owned open space have a landscaping easement shown and
that the HOA documents submitted with the final subdivision plat and final site plan provides for perpetual
maintenance.
[32.7.9.5 & 32.7.9.4(c)] Address the following:
a) Ensure that the street length for Swede Street in the landscape calculations includes the full length of the road
right-of-way to the adjoining parcel connections.
Rev. 1: Comment not yet fully addressed. Address the following_
i. Revise the street frontage for Swede Street to be the full length of both sides of the street. 915' is listed
but it appears to be closer to 1,170'. Revise the calculation and provide the required street trees.
ii. Revise the street frontage of Empire Street and provide the required street trees. 1,235' is listed but the
length appears to be closer to 1,490'.
b) Please note that landscaping easements and the legal documents for perpetual maintenance of the trees will be
required to be submitted, reviewed, approved, and recorded prior to final site plan approval for all trees outside of
the public right-of-way and within development lots.
Rev. 1: Comment to be addressed in subdivision plat and prior to final site plan approval. "This is acknowledged.
This will be part of the easement documents with the final subdivision plat."
[14-303(G) & 14-3171 Please note that an instrument assuring the perpetual maintenance of all trees (in the ROW and
in the landscape easements) and the crosswalk at Berkmar (once they are added to the road plan) by the HOA will be
require prior to final site plan approval.
Rev. 1: Comment to be addressed in subdivision Dlat and prior to final site elan aDDroval. Comment response letter
states "This is acknowledged. This will be part of the easement documents with the final subdivision plat."
