Revised plans are hereby submitted incorporating the following changes in response to the items in your letter: Planning — Applicable Comments from Initial Site Plan Action Letter: 1. Per the meeting with County staff, Option C has been chosen. A boundary line adjustment plat is currently under review to adjust the lot size another 2+ acres in order to create more opportunity/flexibility to install a public bike/ped connection through the site to the Greenway. 5. The existing conservation easement is shown and labeled on the site plan. 6. Existing easements are shown and labeled on the site plan. 9. The 5' wide concrete sidewalk along Peter Jefferson Parkway and throughout the development meet the requirements established in the Albemarle County Design Standards Manual and VDOT Road and Bridge Standards. 13. The concrete pad in front of the trash receptacle area extends 8' beyond the front of the dumpster. The dumpster will have a brick enclosure around the trash compactor, as noted on the layout sheet. The note also references the architectural drawings for the brick enclosure. We have included a sheet in the responses that have been uploaded to Countyview, showing the brick dumpster enclosure. Because this is a HUD project, the site plan will be combined with the Architectural plans for the construction of the development. We can not show the architecture plans for the dumpster enclosure on the civil plans in case there is an architectural modification to the brick enclosure by the Architects. This information needs to be referenced on the civil plans, but shown on the Architectural plans. 16. A letter has been included with this submittal to address the proposed recreational facilities on site. The onsite trailways have been labeled and details added for the trails. The dashed line is now labeled, as it is an access easement for this portion of the trail. The gate has been removed. The primitive trailway will be a stone dust trail, as noted on the details and referenced on the plan. 17. As discussed during the meeting, a boundary line adjustment plat has been prepared to adjust the lot size in order to create more opportunity/flexibility to install a public bike/pedestrian connection through the site to the Greenway. 18. Acknowledged. Panning — New Final Site Plan Comments: Parking a. The 13th parking space in the row of parking in front of Building #5 has been added. b. The callout in the row of parking in front of Building #5 has been updated. c. The row of parking in front of Building #4 has been updated so that all spaces are the minimum size required and the callout is the correct number of spaces proposed. d. The cover sheet has been revised to call out the correct number of handicap parking spaces. Lighting plan has been revised. Easement Plat a. Acknowledged, the blanks for the deed book and page information has been added to the plans. b. This area is being dedicated to Albemarle County with additional land added to this area. 4. The callout for the primitive trail on sheet 12 has been updated to reference the stone dust primitive trailway behind Building 6. An additional detail has been added for the 10' asphalt trailway as well. 5. A column has been added to the plant schedule that includes the symbology for each plant type. 6. The existing tree canopy to remain is shown on the landscaping plan sheets with tree protection fencing. The existing trees are a mix of deciduous and evergreen trees. 7. The plant schedule has been revised as requested. 8. A column has been added to the plant schedule that states the canopy coverage for each plant type. 9. The landscaping plans and the plant schedule have been updated and now show consistent quantities for each plant type. 10. Large shade trees have been provided along the entire length of the property frontage along Peter Jefferson Parkway. 11. The overall canopy calculations have been updated. 12. The setback note on the cover sheet has been revised. 13. The stepback note on the cover sheet has been revised. In addition, a special exception request has been processed to remove the 4 story stepback requirement for the one apartment building. 14. The viewports have been updated to show the full extents of development have been shown. No trailway is being proposed offsite on the Worrell property, but the owners will help facilitate an easement across the Worrell property to the County property. Engineering: 1A. The project number SDP202000023 has been added to the title on the cover sheet. 4. The requested note about topographic survey and survey dates have been added to the cover sheet. 12. The VDOT CG-12 detectable surfaces have been updated where they align in a radial curb. 18. All 6' concrete sidewalks adjacent to 18' long parking spaces are labeled. 19. The note pertaining to handrails on retaining walls has been revised as requested. 21. The VDOT CG-12 detectable surfaces have been updated where they align in a radial curb. 26. An autoturn diagram has been added to the northern intersection of Travelway B and Morage Street. 31. Geotechnical retaining wall design plans have been included with this final site plan submittal, and uploaded to Countyview with this submittal. The final plans will be submitted to the Building department for a building permit. 35. VDOT GR-2 has been added behind the 11 radial parking spaces in the northernmost section of Travelway B parking lot. 41. Easement width chart has been included on Sheet 8 - Grading & Drainage Plan. 48. Comment acknowledged. Yard drain capacities have been included on Sheet 24 - Drainage Calculations. 60. Comment no longer applies. 61. Comment no longer applies. 62. Structures #53 and #54 have been labeled. 66. Comment acknowledged. The wall design plans have been included with the submittal. 67. The requested details have been added to Sheets 10 and 11. CG-12s have been revised in plan view. 69. Sight lines are shown on the landscaping plan sheets. 70. The trees in these locations have been shifted to avoid conflicts with structures and pipes. 74. Sheet reference updated to Sheet 11, where bedding detail is located. 75. Sheet reference updated to Sheet 11, where bedding detail is located. 77. Steel plates have been shown where required on the drainage profiles. 79. Comment acknowledged. 80. Geotechnical notes have been added to the drainage profiles where relevant. 81. Fisher Street profile revised to provide a vertical curve at each grade transition. 82. The median along Peter Jefferson Parkway blocks traffic leaving via Arguello Street from taking a left turn. This is a right-in/right-out entrance, therefore, sight distances aren't needed for a left turn out of the entrance. 84. Pipe capacity chart for yard drains has been added to Sheet 24 - Drainage Calculations 85. Comment acknowledged. ACSA: The comments from the Albemarle County service authority have been addressed and the plan has been resubmitted to them for review and approval. ARB: 1. The ARB approved the plan for the Certificate of Appropriateness for the project. Fire/Rescue: 1. Turn -around exhibit has been provided to Fire/Rescue via email. The island in the Building #3 parking lot has been specified as mountable, and the fire hydrant location has been revised to the opposite side of the building. 2. Buildings #2, 3, 4, and 5 have been shifted to meet the 30' maximum setback required for the 26' aerial apparatus. Distances from adjacent travel lanes to the buildings have been labeled on the utility plan sheets. 3. FDC locations have been shown and labeled on the utility plan sheets. 4. Note added to Sheet 6 in reference to the knox box requirements. 5. Fire flow information has been provided to Fire/Rescue via email. Building Inspections: 1. Comments have been addressed and the (2) notes have been added to the cover sheet. CDD E911: 1. Travelway A is proposed to be named Kobbe Street as shown on the plan sheets. Parks and Recreation: 1. A boundary line adjustment plat has been submitted to adjust the lot size (increasing it by 2+ acres) in order to create more opportunity/flexibility to install a public bike/ped connection through the site to the Greenway. No trailway is being built with this project, the land is being dedicated. As discussed in the staff meeting, the applicant has decided to go with option C.
