Architectural Review Board Narrative
Description of Proposed Project
This application requests review of a proposed zoning map amendment to rezone tax map parcels
04600-00-00-10800 and 04600-00-00-10900 (the "Property"), located in the Places29
Development Area, from R-1 Residential to Planned Residential Development ("PRD"), to allow
for the development of a multi -family townhouse and apartment community known as RST
Residences (the "Project"). The Project is proposed by Seminole Trail, LLC (the "Owner") and
RST Development, LLC (the "Developer", and collectively, the "Applicant").
The Property is located on the U.S. Route 29 Entrance Corridor. This application and narrative
provides the Architectural Review Board supplemental materials to the rezoning application, for
purposes of evaluating the Project's potential impacts on the Entrance Corridor and conformity
with the Places29 Master Plan Entrance Corridor Design Guidelines.
Architectural Review
The Project proposes a total of thirteen multi -family residential buildings, several of which front
and would be visible from the U.S. Route 29 Entrance Corridor. In keeping with the Entrance
Corridor Design Guidelines, the Project has been designed with the surrounding location in
mind to help further the orderly and attractive development of the Entrance Corridor.
The Project would replace longstanding mobile home and motel structures located on the
Property. These aging structures do not reflect the traditional architecture of Albemarle County.
Nor do the existing uses embrace the recommended development of the Places29
Development Area to a less auto -centric community than exists today. As a result, the Project
representants a measurable improvement to the Entrance Corridor over present conditions.
Further information on the architectural design are found in the letter to the Architectural Review
Board from Michael T. Foster, FAIA, the lead architect for the Project. Mr. Foster's letter is
included as Attachment A to this narrative.
Frontage Conditions Review
Most of the Property is designated on the Places 29 Master Plan Recommended Entrance
Corridor Frontage Conditions Map for "Landscaped Development," which recommends a 10- to
20-foot landscaped buffer between the Project and the existing multi -use path that runs along
U.S. Route 29. Relatively new tree plantings already exist on the Property in the recommended
landscaped buffer area. The Applicant anticipates additional plantings in this area will be
installed.
A small portion of the Property is designated for "Forested Buffer," which recommends
preserving relatively dense stands of trees' as a 30-foot buffer to screen multi -family residential
uses. The Applicant plans to preserve existing dense trees in the area designated for Forested
Buffer, as recommended by this frontage condition.

Dear Architectural Review Board Members and Staff:
I am a member of the architecture team for RST Residences, the proposed development at 2883
Seminole Trail. RST Residences envisions a new residential community designed to support a variety of
life style options and budgets to meet the needs of Albemarle County. As housing costs rise, this diverse
and inclusive community seeks to achieve a mix of housing options centered around a common
community green with parks, pool and fitness amenities shared with everyone.
Set back over 100 feet from the U.S. Route 29 Entrance Corridor along gently rolling topography,
residents enter along a tree lined drive and are greeted by a pair of well detailed three-story apartment
buildings. At the center of the community is a small traffic circle orienting four primary buildings and a
community park. The pair of entry buildings and the perimeter building backing up to adjacent
neighbors are three stories high with the central building stepping up beyond a colonnade of trees to
five levels. This composition offers a more dynamic transition from edge to center for the community.
The east edge of the site transitions to an orderly row of two over two townhouses with private garages
and garden courtyards. The town house rows are oriented perpendicular toward the east property line
presenting a reduced scale of individual end units of a single-family residential scale and character to the
adjacent neighbors.
The architectural character provides a texture, scale, and rhythm to create a familiar feel and friendly
walkable community, yet with a fresh, clean and modern character, in keeping with the Places29 Master
Plan and Entrance Corridor Design Guidelines. Using a timeless natural grey background, the buildings
are accentuated with both muted redwood and blond wood accent panels, bays, and entry features to
both orient and energize the community.
All apartments are comprised of a unit mix including one, two and three bedrooms with a range of
accessible price points. From the three level walk up apartments, to the central signature five level
elevator building, to townhomes with private garages, RST Residences offers options to welcome a
diverse community of residents.
