HomeMy WebLinkAboutSP202000008 Review Comments Special Use Permit 2020-05-21County of Albemarle Department of Community Development Memorandum To: Megan Nedostup, Principal Planner From: Lea Brumfield, Senior Planner Division: Zoning Date: 21 May 2020 Subject: Initial Comments for SP202000008 — Boys and Girls Club The following comments are provided as input from the Zoning Division regarding the above noted application for a community center by special use permit off Lambs Lane, Tax Map Parcel 06000-00-00-078A0. 1. Special Use Permit Conceptual Plan a. The building intended to be used forthe community center noted above will intrude onto critical slopes. The VSMP forthis intrusion has already been submitted and is currently under review (WPO202000005), and the critical slopes are shown on the conceptual plan on Revised Exhibit A, but they are not labeled. Provide a key or label indicating that the crosshatching shown represents critical slopes. b. Will the outdoor sport court, sports field, classroom, and stage use night lighting? If so, indicate on the conceptual plan or in the narrative where and how much lighting there will be. 2. Special Use Permit Narrative Zoning Review Comments for SP20??-00000 or ZMA20???-00000 a. Will the outdoor sport court, sports field, classroom, and stage use amplified music or sound? If so, are there any limitations on the hours of that amplified sound? A recommended condition will likely be to limit hours of outdoor amplified music or sound to 7 a.m. —10 p.m. b. If there will be night lighting for the outdoors activity areas, are there any limitations on the hours of that activity? A recommended condition will likely be to limit hours of outdoor activity requiring night lighting to 7 a.m. —10 p.m. c. Provide a proposed minimum number of parking spaces based on a parking analysis. The analysis should consider current and projected parking demand estimates, including the average number of students active in the Boys and Girls Club, the number of activities currently held at the Jack Jouett Middle School, and the number of activities projected at the new building. A parking analysis does not need to be performed by a traffic engineer. 3. Please note that a Zoning Clearance will be needed if the use is approved by the Board.
