[ZMA200400024] Since the number of residential units is increasing with this proposal, provide on the plan a table which demonstrates compliance with proffer #2 of ZMA200400024 regarding affordable housing. Rev. 1: Comment remains. Thank you for providing material addressing the affordable housing requirement via email on 11/14/19. This information will be forwarded to the Zoning staff reviewer for review/approval. Rev. 2: See Zoning staffs comment below. RESPONSE: Comment noted. See sheet 3 for updated zoning count. Comments based on revised materials (dated 5.29.19): [Comment] Content. As discussed during an in -person meeting, due to the complexity of this development and to avoid delays in future zoning clearances, this minor will need to incorporate the two previous LORs on the site. However, see review comments 10b-c below RESPONSE: Comment noted. 10. [32.6.2(a), 32.5.2(b)] Purpose Statement. Remove the redundancy between Purposes 1 and 4; both state that the building footprint is changing, but the redundancy could cause confusion in the future. Staff recommends simply removing thefirst purpose statement. Rev. 2: Follow up comment based on the revised Purpose Statement Section: a. Include the change to the Lighting Plan in the Purpose Statement for this Minor Site Plan Amendment. RESPONSE: The purpose statement has been updated to include the change in lighting plan. b. For LOR 41, revise the statement to clearly note that the outdoor lighting plan is being revised with this amendment and that a revised lighting plan is provided on Sheet 14. RESPONSE: The LOR #1 statement has been updated to clearly note that the outdoor lighting plan is being revised with this minor amendment. c. For LOR #2, indicate at the end of the statement that changes approved with LOR #2 are not reflected in this plan. RESPONSE: The LOR#2 statement has been updated to show that changes approved with LOW are not reflected in this plan. Comments based on revised materials (dated 2.4.20): 15. [32.6.2(k), 4.17] Lighting Plan. New with this submission was a revised lighting plan. Staff has reviewed the lightingplan and has the following comments: a. Provide more footcandle points along the parking lot side of the proposed building, such that staff is ableto confirm that the proposed lighting schedule does not exceed 0.5 footcandles at the property line, per Sec. 4.17.4(b). RESPONSE: More footcandle points along the parking lot side of the proposed building have been provided so that staff can confirm that the proposed lighting schedule does not exceed 0.5 footcandles at the property line. The lighting plan provided shows that maximum footcandle of 0.5 fc at the property line on the statistic description. This statistical number is generated by the program and meets the requirements of Albemarle County. b. Only 14 of the H-EM luminaries were found on the lighting plan. Review and revise the plan map and lighting schedule as necessary. RESPONSE: 2 of the H-EM lights have been added to the lighting plan. 16. [32.5.1(c)] Dimensions. Provide the dimensions of the proposed structure and accessory improvements, including walkways. Apologies that this comment was not made previously. RESPONSE: Dimension have been provided of the proposed structure and accessory improvements including walkways. 17. [32.5 2(n)] Sidewalks. The sidewalk along Old Trail Drive should be at least 5ft in width. It current measures 4ft in width at its narrowest. Review and revise as necessary. RESPONSE: The sidewalk now travels along the colored concrete area and down the 8% ramp. There is a 3' sidewalk for the bus stop along Old Trail Drive has been updated and the design has changed slightly. Please review. 18. [32.5 2(a)] Scale. Provide a scale bar on Sheet 2. This scale was included in previous iterations. This was likely a processing error. RESPONSE: A scale bar has been provided on sheet 2. Albemarle County Service Authority- Richard Nelson, rnelson@serviceauthority.org— Requests changes I. Reuse one of the meter vaults, rather than making a new connection to the water main. RESPONSE: The previous 4" fireline is being used for the domestic line. There will be a reducer so that the waterline can enter the water meter at 1.5". 2. Reuse the fire line at the end of the line. The 4" reducer can be removed to extend the 6" fire line. RESPONSE: There will be a new 6" fire line shown where the fire line is coming out of the building architectural design. All other waterlines will need to be capped at the watermain per ACSA guidelines. 3. Add a note that the contractor is to contact ACSA 3 days prior to this work to get an inspector on site. RESPONSE: A note has been added to sheet 4 that the contractor will need to contact ACSA 3 days prior to this work to get an inspector onsite. Virginia Department of Transportation Adam Moore, adam.moore,ftydot.yirginia.gQV — No Objection RESPONSE: Comment noted. Albemarle County Architectural Review Board (ARB) Margaret Maliszewski, mmahszews1d9a1bemarle.org- No Objection. This portion of the Old Trail development isnot expected to be visible from the Entrance Corridor; consequently, ARB review/approval is not required. RESPONSE: Comment noted. Albemarle County Zoning Division 1. The affordable housing table indicates compliance with Proffer 2 as they propose 6 rental apartments, with 2 banked from previous blocks. In order to track affordable units through the building permit process, the units must be also indicated on the site plan. It has been our practice to include a note on Sheet 1 that indicates required/provided affordable housing, include the tracking table somewhere in the plan set, and also indicate units on plan sheets for the building(s).
