The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once
the following comments have been addressed: [Each comment is preceded by the applicable reference, which is
to the Subdivision/Zoning Ordinances unless otherwise specified.]
[General Comment] Due to the number of plats and deeds that are being recorded with the Albemarle
County Clerk's office, it is difficult to track what plats and deeds apply to each parcel. Please provide a note
for each parcel that lists all recorded instruments (plats, deeds, etc.) for TMPs 46-18, 46-18A, 46-19A1, 46-
19A2, and 46-19133. Rev. 1: Per applicant's comment response, staff agrees that due to the volume of
Brookhill related plats/deeds being reviewed and simultaneously recorded, this comment has become
arduous. As stated by the applicant, the Code only requires instruments pertaining specifically to the
TMPs that are subject to the plat application. Staff agrees with applicant's proposal to only list the
instrument that created the property, per the Subdivision Ordinance. Please revise the table as
necessary so it only makes reference to the most recently recorded instrument that applies to TMP
46-19B4. Staff requests that the applicant/developer maintain a comprehensive list of recorded
instruments for all of Brookhill and may ask for to see the list in the future for tracking purposes
during review of other development applications in Brookhill.
a. Please be aware that there are currently two other Brookhill plats under review, SUB201900123,
SUB202000039, SUB202000038, SUB202000043. This plat will need to be updated prior to
approval to incorporate updated instrument references, acreages, etc. assuming that any of those
plats are approved and recorded first. Rev. 1: Per comment #1 above, SUB202000123 did not
apply to TMP 46-19B4, so please remove reference to that recorded instrument from the
table.
b. Please update the Brookhill Deeds and Plats of Record so it states recorded instruments of
SUB201900138. Rev. 1: Per comment #1 above, SUB202000038 did not apply to TMP 46-
19B4 so it should be removed from the table.
c. Please revise the Brookhill Deeds and Plats of Record — there are several incorrect instruments
mentioned. Everywhere that states "DB 5247" should state "DB 5274." Rev. 1: Comment
addressed.
2. [14-302 (A)(3)] Please update the Salamander Street and Archer Avenue ROW labels on Sheet 2. The DB
number is incorrect, it should be DB 5274, page 376. Rev. 1: Comment not addressed, the incorrect DB
is still stated on Sheet 2, please revise.
[14-302 (A)(14)] The cross section for the future extension of Archer Avenue needs to meet the minimum
width necessary to accommodate the improvements show on Figure 10 of the Code of Development (page
25). The area reserved on this plat is less wide than what has previously been reserved and dedicated for
Archer Avenue. Staff may need to meet with the applicant and developer to discuss this. The area being
reserved should be widened or verification needs to be provided that it can meet the standards of Figure 10.
Rev. 1: Comment addressed.
4. [14-302 (A)(14)] The new connector road ROW being reserved that will connect to the future Archer
Avenue extension needs to be wide enough o meet the minimum standards shown on Figure 9 of the Code
of Development (page 25). This cross section is different than the one mentioned in the previous comment.
Please verify that the applicant/developer has determined that the area reserved is wide enough to meet the
cross section standards. Rev. 1: Comment addressed.
[14-302 (B)(1)] Please add a date of last revision to each sheet. Rev. 1: Comment stands.
6. [14-302 (B)(5)] Please revise note 5 on Sheet V1 so that it states which overlay districts apply specifically
to TMP 46-19B4 and the new parcel. Rev. 1: Comment partially addressed. Please remove reference
to the Dam Break Inundation Zone in Note 7 on Sheet 1, that is not an official zoning overlay district.
7. [14-302 (B)(8)] Please remove the building heights note. Rev 1: Comment addressed.
8. [14-303 (D)] Please revise the acreage summary on Sheet 1. It currently states the acreage of TMP 46-18
and the new manor house lot. That is being processed under a different application, SUB202000038. The
Area Summary should state the existing acreage and new acreage of TMP 46-19B4, the Block 9-11 parcel,
and should mentioned the acreage of land reserved for future dedication to public use. Rev. 1: Comment
addressed.
9. [14-303 (E)] Please provide all linear, angular, and curvilinear dimensions for the land that is proposed to
be reserved for dedication to public use. Rev. 1: Comment addressed. All linear, angular, and
curvilinear dimensions will be provided when the ROW is dedicated with the final subdivision plat
for the applicable blocks. Applicant has provided approximate acreage data at this time, which may
expand once final ROW dimensions are determined.
10. [14-303 (M)] Per comments from E911 staff on the review of SDP202000008, the name "Foxworth" will
not be permitted for the new connector street. Please confer with E911 staff to identify an appropriate
street name, and revise the plat as necessary. Rev. 1: Comment not addressed. Per E911 comments
associated with the road plan application currently under review, SUB202000082, Lockett Lane is
not a permitted road name. Please confer with Collins Engineering to obtain the correct road name
for the road once it is approved by E911.
11. [14-316] The plat has been transmitted to VDOT for review and approval. Rev. 1: Comment addressed,
VDOT had no objection to first submittal. See attached letter.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Brookhill Blocks 9-11 - Final Plat, as submitted by
Roudabush Gale & Associates, Inc., dated February 26, 2020 and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
