Subject: SDP2019-00081 Tandem Friends School Pavilion — Minor Amendment; 2nd Submittal
The Planner for the Planning Division of the Albemarle County Department of Community
Development will recommend approval of the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been identified
at this time. Additional comments or conditions may be added or eliminated based on further
review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.]
1. [13.2.2.5] The proposed use requires an amendment to the existing special use permit
(SP2015-00021) for this project. The site plan minor amendment cannot be approved without
an amended special use permit that has been approved by the County's Board of Supervisors.
It is acknowledged that there is an application (SP2019-00007) currently in progress to amend
the special use permit, with an anticipated date for a public hearing before the Board on April
15, 2020. Comment addressed. The Board of Supervisors approved SP2019-00007 on April
15, 2020, amending the previously -approved special use permit to allow the proposed use of
a pavilion.
2. [32.5.2(a)] Provide the county and state names of the location of this project in the title of
the project on the cover sheet. Comment addressed.
3. [32.5.2(a)] Provide the application number of this project (SDP2019-00081) in the title on the
cover sheet of the site plan. Comment addressed.
Also, revise the final site plan number that this plan is amending. This plan is amending
SDP1998-00081. (SDP2016-00073 is no longer valid because it was an initial site plan, and no
final site plan was ever submitted for that project within one year of the initial site plan's
approval, as required by the ordinance.) Comment addressed.
4. [32.5.2(a)] Revise the signature panel on the cover sheet to remove the Zoning division and
to add VDOT and ARB. Comment addressed.
[32.5.2(a)] Include all applicable zoning overlay districts to the zoning note (note #5) on the
cover sheet. The zoning overlay districts for this property include Entrance Corridor, Airport
Impact Area, and Steep Slopes — Managed. Comment addressed.
6. [32.5.2(a)] If the Board of Supervisors chooses to approve the amended special use permit
for this project (SP2019-00007), then a copy of the special use permit, including all conditions,
will need to be included in the site plan. (These copies are generally included on sheet 2.)
Comment not addressed. Sheet 2 currently depicts the action letter from the Planning
Commission public hearing. Replace this action letter with the approved resolution, including
the approved conditions, from the Board of Supervisors public hearing that occurred on April
15, 2020.
7. [32.5.2(b)] Revise notes 7 and 8 on the cover sheet so that they match. Note #7 indicates that
the footprint of the proposed new building is 3,266 sq. ft., while note #8 indicates that the
footprint is 3,267 sq. ft. Comment addressed.
8. [32.5.2(b)] Provide the maximum amount of impervious cover that is being added to this site
with this project. Comment addressed.
9. [32.5.2(a)] In the site development plan narrative on sheet 2, #9 (SDP2016-00073) should be
removed from the list, as that site plan is no longer valid. A final site plan was never submitted
for the middle school expansion project, rendering that initial site plan invalid one year after
its date of approval. Comment addressed.
10. [32.5.2(n)] On sheet C3.0, it appears that additional portions of the existing tree cover near
the eastern property line should be shown as demolished, as the stormwater management
plans depict SWM facilities being installed in that area. Comment addressed.
11. [32.5.2(d)] The areas of managed steep slopes also need to be shown on sheets C3, C4, and
C5 so that staff may accurately understand the locations of those slopes in relation to the
proposed improvements, in order to determine whether any steep slopes are being disturbed
with these improvements. The addition of gravel to expand the existing gravel drive may
disturb some steep slopes. Comment addressed.
12. [32.5.2(n)] Identify the height of the proposed new wall surrounding the sidewalk on the
northwest side of the pavilion. A railing may be required along the wall. Comment addressed.
13. [32.5.2(n)] A railing needs to be provided on either side of the wood stepped porch. Comment
addressed.
14. [32.5.2(n)] Clarify what the label "add alternate #1" means for the wood stepped porch.
Comment addressed.
15. [32.5.2(n); 4.17] A lighting plan was not included in this submission of the site plan. If any
outdoor lighting is proposed for this project, then a lighting plan that meets the requirements
of 18-4.17 must be submitted to be reviewed along with the site plan. Clarify whether any
outdoor lighting is proposed in associated with this pavilion building. Comment addressed.
16. [General Comment] An easement plat (SUB2020-00091) has been submitted to the County
for review for this project. This easement plat must be approved and recorded prior to
approval of the site plan minor amendment.
17. [32.5.7.9] Sheet 1-1.0 has a note near the bottom of the page that states, "Proposed trees and
shrubs (See sheet C6.0)." There is no sheet C6.0 included in this site plan. Revise the note to
indicate the correct sheet that contains this information.

Verify allowed distances to plumbing features, etc. are not exceeded.
For future reference, sprinklers may be required with the addition of the future addition, see
code requirement below:
Group A-2.
An automatic sprinkler system shall be provided for Group A-2 occupancies where one of the
following conditions exists:
1.The fire area exceeds 5,000 square feet (464.5 m2);
2.The fire area has an occupant load of 100 or more in night clubs or 300 or more in other Group
A-2 occupancies; or
3.The fire area is located on a floor other than a level of exit discharge serving such occupancies.

Engineering comments (David James):
1. The VSMP plan is currently under review and approval is necessary prior to site amendment
approval. Comment still valid.
2. Sign & date seals. Addressed.
3. Remove the SWM & ESC plan sheets from the site plan amendment (Sheets 8, 12-14).
Addressed.
4. Cover: Provide date of field verification of existing site conditions: Topography should be visually
field verified by within the last year. Addressed.
S. Show drainage profile info and separation distances. Show the separation distance between
existing sewer and storm pipe 2-1.
6. The proposed travelway/driveway extension is subject to county engineer approval. [DSM, pg.
16] See comment 8.
7. Continue grading for proposed extension. -Cross-slope should follow minimum standards for
travelways. See comment 8.
8. If the intent is to use this as an emergency vehicle access, then the entrance and travelway
will have to meet minimum design standards.
a. I measured the entrance grade or cross -slope to be about 11%. This exceeds the
minimum grade allowable of 4% for 40ft.
b. The entrance radius should be 25ft min.
c. You're providing a 9ft wide gravel travelway for the first 170ft length of access. The
minimum travelway width should be 12ft on a one-way aisle, but for an emergency
vehicle it would need to be 20ft.
d. The next 220-ft length of access is a propriety grass pavement system that is 20ft
wide. The cross -slope appears to be generally high up to 20%. I'm not sure about the
cross -slope requirement for the grass paver system, but the maximum allowable
grade is 10%.
