Review Comments / Responses Department/Division/Agency: Planning Reviewer: Christopher Perez 1. [Site Plan Amendment Policy] Revised sheet C1 to act as a legend to all of the other previous minor amendments that have been approved (SDP2010-82, SDP2012-40, SDP2013-33, SDP2015-45). On sheet C1 please label the individual areas of each of the previous 4 minor amendments. SDP work areas labeled. 2. [4.12.4] Parking. The number of parking spaces in a parking area may not exceed the number of spaces required by this section by more than 20 percent. The site is over the 20 percent permitted parking spaced. Based on calculations the site is only permitted 20 parking spaces. Revise. One parking space has been removed from design. Only 20 parking spaces are now proposed. 3. [32.5.2] On the cover sheet provide the following “SDP2020-15 - Minor Amendment”. Cover sheet updated. 4. [32.5.2(n)] Outdoor Lighting. Provide the lighting cutsheets in the site plan. Cutsheets added to sheet E11. 5. [32.7.8, 4.7] Lighting. Currently the lighting plan doesn’t state the LLF utilized. Please revise the plan to state the LLF utilized. Please utilize a LLF of 1. LLF factor of 1.0 used for photometric calculations. Note added to plans. 6. [32.7.9.6] Landscaping. The parking area is required two large or medium shade trees. Please revise the landscape sheet to provide these plantings. Two medium shade trees added to parking area. 7. [32.7.4.1, 32.7.4.2] Prior to site plan approval the WPO application must be approved. Noted. 5/20/20 8. [32.4.3.6, 32.4.3.2] The site plan shall not be approved until all other reviewers have approved the plan. Their comments are attached. Noted. Department/Division/Agency: ACSA Review: Richard Nelson 1. Relocate the existing water meter coming off the 4” water main or make a new 1” connection closer to the existing water meter and abandon the 4” water main. The way Hazen has the water service currently drawn does not pass through a water meter. Waterlines and meter re-drawn. Department/Division/Agency: CDD ARB Review: Khristopher Taggart 1. Identify individual existing trees that meet the criteria for the landscaping of the perimeter of parking areas on the landscape plan. (40’ on center and 2.5” caliper) Existing trees noted on C105. 2. Add the standard landscape note to the landscape plan. “All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant.” Note added to the landscaping plan. 3. Coordinate plantings shown on the landscape plan with the planting schedule. (12 on planting schedule, only 8 on plan) Shrub planting schedule updated. 4. Add two interior trees (one tree for every 10 parking spaces) to satisfy the interior parking landscaping requirements. (1 tree for every 10 parking spaces) Two medium shade trees added to parking area. Interior trees have been proposed as close to parking area as possible. Due to proximity of retaining wall and existing water lines, limited trees can be placed interior to parking area. 5. Confirm and note on the plan that the LLF (maintenance factor) used in calculating the photometrics is 1.0. LLF factor of 1.0 used for photometric calculations. Note added to plans. 6. The wall mounted light fixtures proposed are black while the pole mounted fixtures proposed are grey. Is this correct? Pole mounted fixtures are proposed grey to match existing plant styles. Wall mounted fixtures are proposed black to match color of existing plant wall fixtures. 5/20/20 Department/Division/Agency: CDD Engineering Review: Matthew Wentland 1. The VSMP (WPO202000008) will need to be approved before amendment approval. Noted. VSMP materials have been submitted to county, waiting for initial review comments or approval. Department/Division/Agency: CDD Inspections Review: Michael Dellinger 1. Add the following note to the general notes page: “All accessible features including parking and routes must comply with ICC A177.1-2009. Note added to C001. 2. Add the following note to the general notes page: “ALL water lines, sewer lines, and fire lines from the main to the structure MUST have a visible inspection performed by the building department. Note added to C001. 3. Add the following to the general notes page: “All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks.” Note added to C001. 4. Add the following to the general notes page: “Building permits required for new trailer installation.” Note added to C001. Department/Division/Agency: Fire Rescue Review: Shawn Maddox, 434-326-2623 1. A hydrant must be installed in the project area. If this structure will be sprinkled a hydrant must be provided within 100’ of the FDC which must also be shown on the plans. Hydrant added to project area, structure will not be sprinkled. 2. A Knox Box will be required. A note indicating this requirement can be added to the plans. Location can be coordinated with the fire marshal’s office during construction. Proposed office trailer is located within gated Moore Creek WWTP site. A Knox Box for the entire site is located at the entrance gate. Note has been added to C1 indicating location. 3. Provide the ISO needed fire flow calculations for the structure. Proposed structure will not be sprinkled. Building construction is Type 5 B unprotected construction. Building Occupancy Classification is Business Group B. Existing office trailers adjacent to proposed structure are 3082 sf, proposed structure is 1410 sf, for an overall office complex area of 4492 sf. 5/20/20 4. Provide current available fire flow prior to final acceptance. Please see attached for ACSA fire hydrant locations and Hydrant Flow Test Report. We trust these responses together with the associated revised drawings are sufficient to allow a complete review and approval of our SDP application.
