HomeMy WebLinkAboutARB201900146 Correspondence 2020-02-12memo To: County of Albemarle, Department of Community Development Date: February 12, 2020 Re: ARB-2019-146: Beaver Creek Medical Office — Final (TMP06000-00-00-03800) Please accept the following in response to the conditions stated in the Action Letter dated January 7, 2020 received after our appearance at the January 6, 2020 meeting of the Albemarle County Architectural Review Board. At this time, we are seeking staff administrative approval and issuance of a Certificate of Appropriateness. 1. Provide a perspective view showing the northeast corner of the building and the entrance to the underground parking as viewed from the EC. • The additional perspective view, as presented at the meeting on January 6' has been included in the resubmission package. 2. Provide information on the VLT and VLR ratings for the window glass. Ensure that the glass meets the required limits. Window glass shall be Solarban 60, Optigray by Vitro Architectural Glass. A sample with the requested VLT and VLR ratings was submitted during the meeting on January 6th. VLT = 50 and VLR: Exterior = 8% Interior = 11% 3. Add the standard window glass note to the drawings with the next submission: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. • The building elevation has been updated to include the note as requested. 4. Provide a material sample for the aluminum panel mechanical roof screen. • A sample was provided during the meeting on January 61n 5. Revise the east building elevation labels to clearly state the materials and colors of all components of the building, including spandrel glass, if proposed. • Labels have been added to the north elevation in lieu of the east elevation for clarity as the north elevation is the longest facade along the EC. 6. Revise the materials information on the east building elevation to specify that all window glass is not tinted or provide window glass samples for review. • A sample was provided during the meeting on January 6t" and as noted in item 5, revised material labels have been noted on the north elevation. 7. Include the type, manufacturer and color of the material utilized in the dumpster enclosure in the dumpster detail. • See DUMPSTER PAD AND ENCLOSURE DETAIL on sheet C1.2. Dumpster enclosure shall be by Trex, Enhance Composite Decking, Color: Beach Dune 8. Provide a roof plan showing the location and height of the rooftop mechanical equipment. Revise the elevation views to include dashed lines for the rooftop mechanical equipment. Confirm the reason for not showing the roof screen in the perspective views. See attached A4.0 sheet for roof plan. Lines have been added to the building elevations as requested. The roof screen is modeled into the program used to create the perspective views. We believe given the elevation difference between the street and the building, where the perspective views are shown the roof screen would not be visible. 9. Revise the plan to include all building mounted lighting and extend the lighting calculation grid to the EC. • The plan has been revised as requested. See sheet SE1.0, SE5.0 and SE5.1 10. Ensure that the photometric plan was calculated using a Light toss Factor (LLF) of 1.0 and note this on the plan. • Calculations have been revised using a light loss factor of 1.0 and this note has been added to the plan. See sheet SE1.0. 11. Revise the lighting plan to include the color of the light poles. • Lighting plan has been revised to include color of pole (bronze). See sheet SE1.0. 12. Revise the lighting plan to include the standard lighting note. "Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." • The standard lighting note has been added to the plan. See sheet SE1.0. 13. Revise the plan to provide 3 'z inch caliper large shade trees along the EC. • The landscape plan as been revised to provide 3 %" caliper large shade trees. See sheets 1-1.0 and L2.0. 14. Revise the label for the "temporary easement for entrance" in the site plan to indicate when the easement is to be vacated. Show how the easement will not conflict with the building or landscaping. 2 1 P a g e Per correspondence with Jack Kelsey, the temporary easement is not dedicated to the public and therefore isn't required to be vacated. However, this easement will expire upon completion of the Ivy Road sidewalk project construction. The County tentatively anticipates beginning construction Summer 2020 and closing out by Spring 2021. Beaver Creek MOB construction will be coordinated with the County to ensure that it doesn't interfere with the Ivy Road sidewalk project. 15. Revise the plan to provide a minimum of S' between proposed trees and the gas line. Shifting the sidewalk closer to the building and locating trees closer to the curb may be an option. • The site plan has been revised to provide 5' minimum clearance between proposed trees and gas line. See sheet C4.0. 16. Revise the site plan to increase the clearance between the large shade tree that is adjacent to the parking lot, and within 2' of the gas line and the gas line. • The site plan has been revised to increase the clearance between the gas line and proposed trees. See sheet L1.0. 17. Revise the site plan to add one small tree along the east perimeter of the parking area. • The site plan has been revised to add a small tree along the east perimeter of the parking area. See sheet L1.0. 18. Move the two large trees away from the dumpster to other interior islands within the southern parking row to avoid damage. • The site plan has been revised to relocate the dumpster and remove the interior islands that were previously shown within the southern parking area. No conflict between the large trees and dumpster exist with the current layout. See sheet C4.0. 19. Sign applications are required for all proposed signs. • Sign applications will be submitted for all signs. 20. If this is a multi -tenant building, submit a comprehensive sign plan for review. Note that ARB approval of a comprehensive sign plan is required for multi -tenant buildings prior to ARB approval of the final site plan. The building is currently planned for a single tenant. It is possible in the future that this could become a multi -tenant building. At that time, a comprehensive sign plan would be submitted for review. 21. incorporate relief in the fiber cement facade, possibly through change in plane between the wood fiber cement and the other cladding. 31 Our intention is to allow the wood look fiber cement cladding to sit 3" proud of the face of the other cladding and the window systems. In the jambs, we will use the manufacturer's preformed wood look fiber cement outside corner. At the head and sill condition we will use color -matched metal flashing. 4 1 P a g e
