Subject: SDP202000039 Malloy Ford - Major Site Plan Amendment to SDP1987-6
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been identified
at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each
comment is preceded by the applicable reference, which is to the Zoning Ordinances unless otherwise specified.]
1. [35.1] The public notification fee for this project was not paid, there is a remaining balance of $435. Please pay
the fee prior to any further review/action of the plan.
2. [32.5.2(a), SP201900011] Prior to site plan approval the special use permit authorizing Vehicle Storage, and
Outdoor Storage & Display shall be approved. On the site plan provide a list of all conditions approved with
SP201900011 (Vehicle Storage, and Outdoor Storage & Display).
3. [32.5.2, 32.6.2 (g), and Chapter 14] Prior to site plan approval a boundary line adjustment plat shall be
approved between TMP 45-112B 1 and TMP 45-68A. The plat will need to be reviewed, approved, and recorded
prior to site plan approval. The deed book and page information of the action shall be provided on the site plan.
4. [32.5.2(a), SP2019000111 Label and dimension the vehicle storage area.
5. [32.5.2(a)] Will the 9,120 SF building contain any service stalls? If so, depict and label the stalls, and revise the
parking calculations to include these stalls @ "one space per each employee plus two spaces per each service
stall".
[32.5.2(a)] Specify the uses contained in the 9,120 SF building. Will the building contain bathrooms?
7. [32.5.2(a), 4.20(a)] The cover sheet labels 103 spaces for storage and display; however, only 102 storage and
display spaces were found on the site plan. Revise.
8. [32.5.2(a), 4.12.15(g)] Omit the flush curb and replace it with a standard curb. For drainage purposes provide
curb cut openings.
9. [4.12.13, 4.12.181 The site plan does not identify any proposed loading spaces. One (1) loading space is required
based on the 9,120 sq. ft. of gross leasable area on site. Revise to provide the required loading space.
10. [32.6.1(e)] There are areas of Managed Steep Slopes on the property. Add this to the zoning classification to the
Cover Sheet. Also, depict and label the managed steep slopes on the site plan.
11. [32.6.2(c)] Delineate the limits of disturbance and proposed grading.
12. [32.5.2(n)] Label the surface materials for all parking areas, access aisles, loading spaces, and pedestrian
walkways.
13. [32.5.2(a), 4.20(a)] Revise the setbacks as follows:
Front Minimum — 10'
Front Maximum — None
Side and Rear Minimum - Any primary structure shall be constructed and separated in accordance with the
current edition of the Building Code.
Side and Rear Maximum — None
14. [3.2.5.2(a)] For all abutting properties provide the names of the owners, zoning district, tax map parcel numbers,
and present uses of abutting parcels.
15. [32.5.2(a)] On the cover sheet state that this is a Major Amendment to SDP1987-6.
16. [32.7.9] On the landscape plan the interior parking landscaping calculation is miscalculated. 123 parking
spaces/10 = 12.3 trees, which rounds up to 13 trees required. Revise to include the additional required tree.
17. [32.5.2(n), 4.171 Revise the lighting plan to depict the spillover along the property line and the right-of-way.
Currently staff is unable to ensure the spillover requirements are met nearest D-5 lighting fixture.
18. [32.5.2(n), 4.171 The lighting schedule lists 4 lights proposed; however, the site depicts 9 lights provided. Revise
the chart to list the appropriate number provided.
19. [32.5.2(p), 32.7.2.1] The proposed entrances shall be designed and constructed as required by the standards of
the Virginia Department of Transportation. VDOT approval of the proposed entrances to the site shall be
required prior to site plan approval.
20. [32.4.3.6, 32.4.3.21 The site plan shall not be approved until all SRC reviewers have approved the plan. Their
comments are referenced below and attached.
21. [Section 321 Approval of the WPO plan is required prior to site plan approval.

5. 30,096 SF portion of building TBR: Provide demolition plan, details, narrative, sequence, etc., relative to
site access and limiting effect of demolition on the public, including the traveling public on US Rt. 29.
6. Provide safety fence (SF) with demolition plan during demolition and construction phases. Immediately
adjacent to site, public visits to purchase or consider new /used car inventory. Construction site must be
isolated to prevent unwitting trespass by children, unaccompanied minors, or others.
Note: Engineering recommends fence be installed using posts set in pavement.
7. Provide narrative /description of proposed boundary line adjustment. Please acknowledge separate
application /review process is required. If not yet submitted, submit BLA Application to Albemarle as
soon as possible. A BLA exhibit shown with Major Site Plan Amendment does not approve a property
boundary line adjustment by effect of site plan approval. Boundary line adjustments are distinct, important
and require separate plat review, and approval.
8. Provide legend definition of symbol NS (Nail set? List on C1).
9. Label Rt. 29.
10. Label Ex. building `building'.
11. Provide deed bk.-pg. reference for TMP 45-68A.
12. Show /label existing parking area fronting building; show pavement markings.
13. Label adjacent parcels: TMPs 45-68C1, 45-112B, 45-112A, 45-112BL
14. Provide complete ownership information for adjacent parcels, including deed bk.-pg. reference.
15. Show /label existing easements: power, gas, telephone, cable, private /public drainage, any on -site SWM
facility, ACSA /RWSA utility, access, etc. Provide deed bk.-pg. ref. for easements.
16. Show /label Rt. 29 right-of-way.
17. Provide Rt. 29 ROW deed bk.-pg. reference.

18. Show and label managed steep slopes on adjacent parcels. Use easily distinguishable hatching.
19. C3: Recommend provide specific details for proposed boundary line, with bearing -distance -tie information
to evaluate amendment effects on managed steep slopes, and proposed effect of BLA on major amendment.
C4
20. Provide stop bar and stop sign at site exit/s to US Rt. 29.
21. Label sidewalks, if any.
22. Label US Rt. 29.
23. Although site plan shows HC parking, it does not include CG-12 ramps. If connection is proposed between
HC parking and Ex. 9,120 SF warehouse (to remain as vehicle sales and service), provide accessible ramps.
24. Provide /label HC parking sign.
25. Show /label existing travel -way feature immediately south of site which appears to be a frontage road.
C5
26. Proposed grade at south edge of new outdoor sales /storage /display parking may release to US Rt. 29. Site
runoff may not release to US Rt. 29. Provide grade, spot elevations, and inlet capture as needed to route
runoff to on -site storm detention and prevent off -site release into US Rt. 29.
27. Level 1 dry conveyance swale design is ambiguous: Level 1 and Level 2 dry swales require underdrains
that daylight. It is unclear if proposed dry swale (based on information presented) is more than a linear low
point.
28. Provide VSMP /WPO plan. VSMP /WPO plan approval is required prior to Major Site Plan Amendment
approval.
29. Provide means for off -site slope runoff to cross CG-2. For example: Provide grade, stone pretreatment, and
curb cut so slope runoff from the south and from channel created by proposed -to -existing grade ties on
slopes to the south may reach proposed new paved surface and transit site to storm collection /conveyance.
C6
30. Show dry swale underdrain connection to downstream receiving point (daylight /piped system).
31. Provide public drainage easement for dry swale underdrain that extends to receiving point.

32. If dry swale underdrain receiving point is a piped system, provide public drainage easement for portions of
existing piped system outside VDOT ROW.
33. Provide SWM facility easement for dry Swale, and storm detention system elements.
34. Provide separate easement plat for SWM facility easement and public drainage easements. (Engineering
will format both SWM facility and drainage deed templates once easement plat comments are addressed.)
35. Easement plat recordation is required prior to Major Site Plan Amendment approval. Note: Planning may
require easement plat deed bk.-pg. reference be shown on the Site Plan Amendment.
36. Sloped section of new 36" HDPE is designed to experience two-way flow (inflow, w/ negative slope). This
design will not be approved. Two-way flow is not approved. Design limits velocity to zero when flow
transitions, in to out. This (periodic) zero -velocity section of 36" HDPE will experience debris deposition
that will short-circuit performance. This upslope section of pipe connects with Str. A3, which outlets to a
15" DIA HDPE which connects with a weir structure in MH A2. Anticipate performance issues nearly
immediately once flow reverses, velocity is zero, and debris settles. This two-way section of 36" HDPE is
not an outlet pipe, will not experience self-cleaning velocities, and dead ends. Any piped storm system
must ensure adequate one-way flow with at least 0.5% positive grade in direction of flow. Design proposes
negative grade for water entering this section of pipe from A3. Revise design. Avoid designs that may
work briefly under ideal /hypothetical conditions. Design revision may be accomplished via conventional
storm system design that meets drainage plan review checklist (guidelines) for plan reviewers. Cony
attached. (Note: Innovative designs encounter construction and other unforeseen circumstance. Please
consider post -construction challenge certifying As -built or performance conditions of stormwater systems,
including detention elements at Hillbrook and Sparrow Hill subdivisions.)
37. Provide VDOT LD-204, LD-229 (inlet and storm sewer design computations). Include additional or
increased flow in existing storm pipes in LD-229 table.
38. Str. Al appears to capture and convey a portion of site runoff without detention. Please ensure VSMP
/WPO plan accounts for un-detained flow.
39. Please ensure VSMP plan accounts for off -site slope runoff. Also, item 29, above.
40. Provide CG-6 curb with storm inlets wherever curb is adjacent to storm inlets.
41. Provide CG-6 wherever paved area (sheet) runoff concentrates against a curb.
42. C7: Label circled hatched area, which appears on sheets C4-C7.

Drainage Plan checklist for plan reviewers
18 Feb 2014 (Use the latest checklist from the Team Services engineering forms site)
A drainage plans is typically a component of a road plan, site plan, or stormwater management plan. It
consists of the channel, ditch, culvert, or stormsewer design drawings, drainage maps, and computations
for hydrology and hydraulics.
Reference key;
[Square Brackets] are County Code references, {Curved Brackets} are policy references, and (regular
parenthesis) are explanatory. Links to reference documents are provided where possible.
A professional seal should be provided for any computation packages where are separate
from sealed plans.
Drainage: [18-32.6.2d, 14-305, 311 ]
drainage area maps (This is a basic element, and without this there is no review)
drainage computations (usually in the form of tables from the VDOT Drainage Manual
App. 9B-1 LD-2014, App.7B-1 LD-268, App., App.8B-1 LD-269, etc. -computations are
a basic element, and without them there is no review)
all proposed and existing storm sewer must be shown in plan view
for residential development, principle access free of flooding during the 25yr storm [14-
410]
site runoff and entrances do not drain into streets (from VDOT Drainage Manual 9.4.5.2,
9.4.6.2)
concentrated runoff (Icfs or greater) does not run across travelways/streets (as above'
following VDOT design)
drainage does not run across, through, or backwater in dumpster areas [18-4.12.19]
overland relief is provided for any drainage structure or inlet in case of clogging. The
failure of any system will not cause structures, streets or yards to flood. {Policy}
direction of flow change (or deflection angle) in each drainage structure is 90 degrees or
greater (flow should not have to reverse direction) (from guide of VDOT Drainage
Manual 9.4.9.3.2.3)
labels on all drainage structures provided (and should match the drainage computations
and profiles)
provisions and easements for drainage across 3 or more lots. Dense development where
fencing, decking, etc is expected should provide yard inlets and pipes in easements,
rather than ditches {Policy}
Drainage profiles: (applicable to site plans, road and drainage plans) [14-311, 18-32]
drainage profiles for each pipe, structure or channel must contain:
existing ground
proposed ground
any channel linings
all utility crossings
a VDOT designation (MH-1, DI-313, etc.) for each structure
throat length for each drop inlet
grate type for each grate inlet
a label on each structure to correspond with the computations
Albemarle County
Engineering Drainage Plan Checklist

material and strength class or gage of each pipe
manhole access every 300' for 15"42" or 800' for 48" or greater
pipe slopes at 0.5% min. to 16% max. (per VDOT stnds for anchors over 16%)
concrete inlet shaping (IS-1) specified on any structure with a 4' or greater drop
safety slabs (SL-1) in any structure taller than 12'.
top or rim elevation for each structure
all invert elevations for each structure (with positive flow drop between inverts).
end sections (ES-1) or endwalls (EW-1) on all pipe outlets. Endwalls for culverts 48" or
taller
scour outlet protection at all outlets, corresponding to computations (Green Brook, OP)
Drainage computations: (applicable to any plan proposing pipes, channels, etc.)
Pipe computations for all pipes
All proposed systems are designed within open channel flow capacities. (HGL
computations are not necessary, and should not be relied upon unless the entire
system is to be watertight.)
For systems within drainage easements, all proposed pipes are a minimum 15" in
diameter
There are no excessive outlet velocities (> 15fps)
Curb inlet computations for any curb inlets on grade
All spreads are less than 10'
carryover is accounted for
100% capture at entrances so no flow runs out entrances into travel lanes
100% capture, or overland flow of capacity storm, to stormwater management
facilities. Typically stormwater management is designed to the l0year storm, and
inlets on grade cannot capture this.
Curb inlet computations for any curb inlets in sump conditions
All flow depths are below 6" in the capacity table
All spreads are less than 10'
100% capture to stormwater management facilities
Ditch computations for any ditches
ditch linings specified per plans meet velocity requirements
Culvert computations for any culverts
headwaters < 1.5 x culvert height, and 18" below shoulder elevation of streets.
Outlet protection computations for all outlets
dimensions and stone sizes for all outfalls
Proposed pipe and inlet drainage area map
limits of all areas and sub -areas draining to proposed structures, and existing
structures or channels which will be impacted
acreage of each drainage area as used in computations
hydrologic coefficient for each drainage area as used in the computations
time of concentration for each drainage area as used in the computations
destination structure labeled for each drainage area (if not obvious)
