This letter contains responses to County comments dated May 19' 2020. Our responses are as follows: 1. Application does not amend WP0201800031, but proposes off -site permanent fill at a private residence. Acknowledged. 2. Fill requires a SWPPP, and an ESC Plan. List owners of TMP# 04700-00-00-00 1 CO, not HTC Hotel. Acknowledged. SWPPP now is provided with this submission, and the owner of TMP #04700-00-00-001C0 is now listed. 3. Ref county GIS. County GIS are referenced on the cover sheet Cl under Source of Boundary and Topography. 4. Ref. owners of 2856 Laurel Cove Road (TMP# 04700-00-00-001C0), Samuel F. Byers Jr. and Joann Byers The owner is referenced on the cover sheet C1 under "Owner." 5. Reference fill; delete stockpile from plan title. Acknowledged, the word "Stockpile" has been deleted and replaced with the word "Fill." 6. Eliminate reference to HTC hotel in plan title. Acknowledged, the reference to the HTC Hotel has been eliminated. 7. Revise SWPPP Registration Statement: HTC Hotel LLC is not in this instance Operator /Permittee. Acknowledged, the SWPPP Registration Statement has been revised. Please, see attached. Site Contractor (YRLD) may be listed as SWPPP (Registration Statement) Operator /Permittee. Acknowledged. 9. Provide SWPPP using county template for permanent fill operation. Acknowledged. SWPPP is provided with this submission, please see attached. SHIMP ENGINEERING, P.C. Design Focused Engineering 10. Project does not require state VPDES permit, is not subject to VSMP; is subject to 18-5.1.28, 17- 402. Acknowledged. 11. Pollution Prevention Plan for HTC Hotel Stockpile is deficient, is a 1-pg. exhibit of insufficient detail. Acknowledged, the Pollution Prevention Plan has been updated. With re -submittal (ESC Plan /SWPPP), please provide /submit (other): a. $150 application fee /Area of disturbance < 1.0 Ac. (17-207) Acknowledged. b. Vicinity map. Acknowledged, the vicinity map is provided on Sheet Cl at scale l :1000 c. Adequate ESC Plan (permanent fill) Acknowledged. d. Narrative —project description, source of fill, associated WPO plan # Acknowledged, the narrative has been updated. e. Design (grass -stabilized /other) permanent channels — see below: blue arrows (drainage created by tying proposed to existing grade) Acknowledged, a conveyance channel has been designed on the east side of the limits of disturbance, while the west side of the limits of disturbance has been maintained by the sheet -flow. f. Permanent channel calculations (2-yr velocity; 10-yr capacity) Acknowledged, the calculations of the conveyance channel are provided. Please see attached SWM packet. g. Ensure circle -data images are readable Acknowledged, the circle data has been revised to ensure readability. h. Sediment trap design data Acknowledged, sediment trap data are provided with this submission. i. Phase II ESC Plan, final condition, trap removed Acknowledged, a second phase has been added to show conditions after the removal of the sediment trap. j. Paved construction entrance (PCE) detail Acknowledged, this is not required as disturbed area is less than 3 acres. Fill sequence, final stabilization notes Acknowledged, the sequence of construction has been updated. Please see Sheet C2 under "Management Strategy and Sequence of Construction." 1. Site -specific trap profile Acknowledged, a site -specific trap profile has been provided on Sheet C3. m. Label floor dimensions Acknowledged, floor dimensions are now labeled. Please see Sheet C3. n. Clarify TW /BW symbols (traps have embankments, not walls —TW /BW may confuse) Acknowledged, TW/BW were added to the Soil Erosion & Sediment Control Symbols legend on Sheet C3. o. Typical ESC measure (VESCH) details Acknowledged, the details are provided on Sheet C5. p. Show /label Laurel Cove Road Acknowledged, Laurel Cove Road is now labeled. Please see Sheet C3 & C4. q. Show /label critical slopes Acknowledged, the critical slopes are now shown and labeled. Please see Sheet C3 & C4. r. Label PCE Acknowledged, this is not required as disturbed area is less than 3 acres. We considered specifying a PCE; however, the front yard conditions are not suited for this type of entrance. Thus, the construction entrance has been kept labeled as CE, with the detail that matches it. s. ESC Plan bond estimate request at earliest convenience Acknowledged. t. Bond estimate request form:http://www.albemarle.org/upload/images/forms center/departments/Community_D evelopment/forms/bonds/Bond_ Request_ to Establish_ a_Bond.pdf Acknowledged, a bond estimate request will be provided separately. u. Bond is required to be posted by property owner (Byers —ref. ordinance) Acknowledged. v. Include all text at 18-5.1.28.a./b. on the ESC Plan, since activity is a permanent fill operation Acknowledged, all text at 18-5.1.28 a./b. has been included on Sheet Cl under "BORROW, FILL, AND WASTE AREA NOTES -SEC 18-5.1.28. A./B." 12. If this is an off -site stockpile for temporary storage of site material that will be returned to the project site, an Amendment is appropriate. Acknowledged, this is not a temporary off -site stockpile, this is a permeant fill, therefore, an amendment is not appropriate per the comment. SHIMP ENGINEERING, P.C. Design Focused Engineering 13. This does not appear to be the case as site is graded level for a hotel, and does not require exported material to be re -imported to the site. Acknowledged.
