Gale & Associates, Logan O'Day, EIT RE: WPO-2020-00026— VESCP Comment Response Letter Dear Mr. Anderson, We have received your comments dated 05/18/2020 and have provided the following responses A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide SWPPP, given potential for erosion. Use Albemarle County SWPPP template. RESPONSE: A SWPPP containing all the required information has been provided with this submittal. B. Pollution Prevention Plan (PPP) —See above. The PPP content requirements can be found in County Code section 17-404. 1. Please ensure PPP Exhibit identifies: i. Rain gauge ii. Construction entrance that drains to a trapping measure RESPONSE: A PPP with all the required information, including the two notes provided above, has been provided with this submittal. C. Stormwater Management Plan (SWMP) — NA: VESCP only RESPONSE: Comment noted D. Erosion and Sediment Control Plan (ESCP) Sheet 1 2. Revise sheet index to list sheet 4 as Phase II. RESPONSE: Sheet 4 is now listed as ESC Phase II in sheet index 3. Include title sheet Note that the fill activity is subject to 18-5.1.28. RESPONSE: Title sheet note added stating that fill activity is subject to 18-5.1.28. 5. Include Note that the land disturbance activity is subject to 17-300 (VESCP). RESPONSE: Note added stating that land disturbance activity is subject to 17-300 (VESCP). 6. Include Note that Engineering has determined the activity is not subject to 17-302 (VSMP). RESPONSE: Note has been added stating that Engineering has determined the activity is not subject to 17-302 (VSMP). 7. An ESC Plan bond is required. Please submit bond estimate request form at earliest convenience. RESPONSE: An ESC Plan bond estimate request will be submitted upon tentative plan approval. Sheet 3 8. Silt fence bars entry to fill site; provide break in SF so haul trucks may enter. RESPONSE: There is an entry point to the site provided and labeled on Sheets 3 and 4. 9. Similarly, provide break in silt fence at base of 18' sediment trap weir. RESPONSE: Both sediment traps proposed in this submittal have a break in silt fence at the outlet weir. 10. Provide site specific sediment trap profile. This is a substantial sediment trap. VESCH typical/generic detail (sheet 6) is inadequate. RESPONSE: The revised plan includes two sediment traps that have been simplified to rectangular shapes. The standard detail provided in the notes and details sheets should now be sufficient for construction of both sediment traps. 11. Where proposed grade ties to existing grade, there are new permanent channels. Evaluate channel capacity/velocity against 2-, 10-yr events, respectively. Evaluate permanent channels for erosion. Provide /specify stabilization matting /blanket, if needed, for permanent channels created by proposed final grade. (blue arrows; images below) RESPONSE: New permanent channels have been designed and evaluated for erosion and capacity (see sheet 5). 12. Acquire temporary off -site construction easement, TMP 71-21, if needed. RESPONSE: The site has been shifted to the north to avoid impact on TMP 71-21 so that no construction easement should be necessary. 13. Revise design (as needed) to ensure no off -site erosive impact, or construction impact to TMP 71-21, unless easement acquired to allow off -site construction. Runoff may not impact adjacent parcels. Evaluate. Furnish calculations. RESPONSE: The proposed grading has been shifted to the north and no longer proposes any grading on areas that drain to TMP 71-21. 14. Provide channel cross-section/s for permanent channels (north / south) created by proposed final grade, sheet 4. Sheet 4 15. Phase II diversion dike (DD) is impermissible as a permanent measure (it is a temporary ESC measure). Provide, instead, a permanent grass -lined or stabilized channel capable of withstanding 2-yr event runoff, capable of containing 10-yr event volume. RESPONSE: A permanent stabilized channel have been provided to replace the Phase II diversion dike. 16. Certain sections of SF in Phase II lie upslope of final graded -disturbed areas, and are not strictly needed (comment applies to sheet 3, as well). RESPONSE: Unnecessary sections of silt fence have been removed. 17. Revise legend to include WR. Do not recognize this symbol in the VESCH. RESPONSE: Wash -rack has been added to legend. 18. Sheet 5: Few if any references to Stormwater Management on this sheet are necessary; majority of references may be removed. Also, item 5, above. RESPONSE: Any stormwater management references have been removed. MS-19 references remain. 19. Include code text at 18-5.1.28, Borrow, fill or waste areas (below), on the plans (except 18- 5.1.28.b.6., since an Erosion and Sediment Control plan is required). Ensure text is readable.
