VA Design Specification No. 2, Sheet Flow to Filter or Open Space, does not allow the local authority to waive filter strip width and maximum slope. 2. A verification of the adequacy of the on -site soil type, texture, and profile has not been provided (Spec. 2, Section 6.1, last bullet). Design Focused Engineering May 26th, 2020 Frank Pohl County Engineer Albemarle County Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Regarding: Stoudt Property — VSMP Exception Request — Vegetated Filter Strip Slope Requirement Dear Mr. Pohl, Pursuant to section 9VAC25-870-122 (Exceptions) of the state code and section 17-408 (Exception from the requirements of the VSMP) of the county code, we request that the VSMP authority grant an exception to a portion of the provisions of part IIB of the regulations for the Stoudt Property VSMP. The proposed Vegetated Filter Strip on the Stoudt Property meets all of the design specifications set forth in the DEQ Stormwater Design Specification No. 2 except for the requirements of Overall Length/Slope of the Vegetated Filter Strip and the requirements for Amended Soils. The area of the Vegetated Filter Strip is not intended to be disturbed during construction besides planting of the vegetation. Regrading the slope in this area and amending the soils will cause undue disturbance to the site. The site currently consists entirely of HSG B soils in the area of the filter strip and I can verify that the soil has adequate characteristics to allow for growth of the proposed plantings in the strip. Per Section 6.1 Compost Soil Amendments, the local plan approval authority may waive the requirements of compost amendments on HSG-B soils in order to receive credit as a filter strip. A gravel diaphragm has been provided upstream of the Filter Strip and a Pervious Berm has been provided downstream of the Filter Strip. The 10-ft area between the Gravel Diaphragm and the Filter Strip will be graded as shallow as possible with a grade between 3%-6% before entering the 30-ft Filter Strip. The provided 3%-6% slope will slow the runoff before entering the filter strip, protecting smaller bushes and shrubs from erosive flow. Dense planting within the Filter Strip will maintain slower flows, even as the slope approaches 12%. Once released from the filter strip, the runoff will be captured and slowed by the Pervious Berm. Note that per Table 2.3, the minimum length of the filter strip is 654 The proposed filter strip is only 30-ft within the planting strip and a total of 50-ft from the gravel diaphragm to the pervious berm. Due to the nature of the site, the flow from adjacent impervious areas is minor and travels through pervious turf before entering the gravel diaphragm. Therefore, the flow is far less intensive than would typically be handled for sheet flow from adjacent parking lots. In summary, the vegetated filter strip will provide adequate control of the runoff from the proposed site. As there is not an adjacent parking lot or significant impervious area directly above the strip, there is little concern about the ability to handle the flowrates and pollutants from the site.
