Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 May 15, 2020 Adelaide Cville, LLC 250 West Main St. Suite 201 Charlottesville, VA 22902 Attn: Kyle Redinger Re: Sparrow Hill — Complimentary Pre Inspection prior to final asphalt layer Dear Mr. Redinger: (804) 786-2701 Fax: (804) 786-2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has completed a complimentary site inspection of the above -mentioned project. The site conditions had deficiencies that would prohibit the application of the topcoat until corrective actions have been satisfactorily completed. The following items are in need of repair/replacement prior to final asphalt layer. 1. First inlet on right appeared to have a blocked cross -drain outlet into structure. Please verify this cross -drain is not damaged and/or blocked prior to final topcoat. 2. Many areas of CG-6 are damaged throughout the project and need to be replaced prior to top layer of SM-9.5A. Final inspection will verify the conditions of all CG structures. 3. Many of the CG-9 entrances are damaged and need to be replaced prior to top layer of SM- 9.5A. Final inspection will verify the conditions of all CG structures. 4. All valve locations for fire hydrants are subsiding, will need excavation, and repaired per WP-2 utility detail. 5. Base mix has been installed to gutter pan depth in many areas and will need to be milled prior to application of top layer of SM-9.5A. Final inspection will verify the conditions of all CG structures. 6. CG-12 do not appear to be constructed according to road and bridge standards. Truncated dome surface does not extent the full width of the structure. Valve box in CG-6 at end of cul-de-sac by fire access lane needs to be removed and relocated out of the CG structure and CG-6 repaired. Final inspection will verify the conditions of all CG structures. 8. Re -inspection is recommended prior to placement of SM-9.5 top layer of asphalt. In an effort to help facilitate the final acceptance procedure, the following items were also noted for correction. These items should be completed prior to requesting a final road acceptance inspection: 1. CG-6 with gutter does not extend to edge of pavement on exit side of subdivision entrance. 2. Stop signs do not have adequate post 16" above stop sign for Route number signs per standards 3. E-911 sign is too short and will need to be a minimum 7', Check with County requirements for E-911 signs. 4. Several areas of sidewalk are missing. Areas needing repair/replacement were marked with white paint in the field on May 13, 2020 Due to the level of current contractor activity in the project area, additional repairs may be required prior to final acceptance.
