Design Focused Engineering June 1, 2020 Adam Moore, PE VDOT - Charlottesville Residency 701 VDOT Way Charlottesville, VA 22911 RE: Response Letter #1 for SUB202000055 Proffit Road Townhomes North — VDOT Dear Adam, Thank you for your review of the Road Plans for Proffit Road Townhomes North. This letter contains responses to County comments dated April 14t' 2020. Our responses are as follows: 1. Provide turn lane warrants for Route 649. Turn lane warrants included. 2. Provide Route 649 entrance geometry. Entrance geometry updated to current VDOT standards. This layout will also work in the event of a future addition of a lane as anticipated with the Rte 649 ROW dedication. 3. Provide intersection sight distance lines and profiles for proposed roads within development. Sight distance triangles do not appear to be shown per RDM appendix F, please see table 2-5 Intersection sight distance detail. Intersection sight distance lines provided. Some sight distance lines extend past the current ROW. These are shown to establish the horizontal locations of sight distance assuming full buildout/parcel interconnectivity. In these cases, the grade is not meaningful and thus profiles are not provided. For all other current sight distance lines within the subdivision, all are contained within VDOT ROW and profiles have been provided for these and are shown on C14. 4. Add note stating "Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians." Note added to C6, "note 7" 5. Provide distances to nearest entrances or intersections on Route 649. Appears to be layer stacking issues blocking legibility of information This has been fixed on plan sheets. 6. Has the entrance location for the proposed development across the street been determined? As previously noted, these entrances should be in line with each other and will need to be shown on the plans. This entrance location has been determined and is shown on the plans. Show limits of mill and overlay to adjacent travel lane. Also, please add the WP-2 detail to the plans. WP-2 Mill and overlay shown on plans to existing street CL. Detail is on C10. Please provide an MOT plan in accordance with the Virginia Work Area Protection Manual. MOT plan should be on a separate sheet and designed for this project, include the proposed mill and overlay. MOT plan provided on C15 of the Road Plan. 9. Please remove trees within 30 of intersections per B(1)-44 RDM. Trees removed within 30' of intersections. 10. Pedestrian cross walk warrant is required for mid -block crossings. Mid -block crossings are crossings not associated with stop locations. Acknowledged, since mid -block crossings are not warranted, they have been removed. The crossing near Lot 45 to the mulched park area across Road D will be a future stop location, this is not a mid -block crossing. 11. Road stub -outs are not consistent. Please explain. Road D has 2 stubs, the western stub will be constructed as shown. It extends as close to the property line as grading will allow (rill grades in this area are driven by sanitary sewer cover requirements). The eastern Road D stub will not be constructed if ZMA 201900010 is approved. This eastern Road D stub which satisfies SSAR interconnectivity requirements will be moved to a location at the back portion of the lot across the stream as part of phase 2. We have shown this phase 2 conceptual layout on C3. Road B has a temporary stub, this road will be completed with phase 2. See response 12 below. So with the current Phase 1 road plan, the only "permanent" stub is at the west side of Road D. This western Road D stub is now compliant with VDOT standards. 12. Road `B" stub appears too steep and should be made more level and will require permanent stormwater control measures to prevent erosion. Road B is a temporary stub that is simply an incomplete section of road. The remaining portion will be constructed with Phase 2. This is now shown on C3. The inlets provide SWM control measures and capture 100 % of the runoff to the inlets. For the small area (about 800 sf) of pavement that is not captured, we have added a gravel berm to prevent erosion on the slope downstream of the edge of pavement. 13. Road B has 160' short length radius. 200' is the minimum. Radius revised to 200'. 14. Road stub -outs will require barricades and signage for end of road/dead end. MUTCD compliant signage and barricades added for Road D "permanent" stubout, and for Road B "temporary" stubout. 15. Plan appears + 'iow bollards and will need to be labeled and detailed in plan. Bollard labels and detail added. 16. Please show/detail the Emergencv Access construction. Will it be reinforced turf? Emergency access will be paved. Detail shown on C10. 912 E.
