A. STORMWATER POLLUTION PREVENTION PLAN (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide SWPPP, given potential for erosion. Use Albemarle county SWPPP template. (Rev. 1) As follow-up: a. Revise title to include reference to WP0202000026. Response: The SWPPP and PPP Titles have been updated to include WP0202000026 reference. b. Registration Form: Indicate land disturbance has commenced, if it has. Item Section V.C. Response: Section V.C. has been completed to show that land disturbance has commenced. d. Sec. 3, SWPPP, Nature of Activity: Item 2.a. makes reference to 'active trenching operations.' VESCP plan does not indicate trenching. Please revise SWPPP or plan for consistency Response: This note has been revised to state that silt fence must be installed downhill of all grading operations. e. Sec. 6, Pollution Prevention Plan: Recommend provide 11" x 17" exhibit v. full-size PPP plan. Response: The pollution prevention plan is included in this submission as an 11x17 with the SWPPP Plan instead of a full-sized plan. g. Sec. 7, Discharges to Impaired Waters: please complete. DEQ reference links: Note: Dollins Creek is tributary to Stockton Creek, which needs a clean-up plan (p. 25 /DEQ report) i. Sec. 8: Qualified personnel: List a named individual qualified to perform SWPPP inspections. i. Sec. 9, Signed Certification: sign certification. B. Pollution Prevention Plan (PPP) — See above. (Rev. 1) Partially addressed. As follow-up: Revise per ESC Plan review comments, and perfollow-up items (c.-f.), below. The PPP content requirements can be found in County Code section 17-404. Please ensure PPP Exhibit identifies: a. Rain gauge. (Rev. 1) Addressed. (Rev. 1) Addressed. b. Construction entrance that drains to a trapping measure. (Rev. 1) Addressed. As follow-up: c. If Ex. Path (existing path through field) is stone, no revision requested; if path is soil/earth, provide stone construction entrance (CE) adjacent Dick Woods Road. Response: The construction entrance is strategically placed within the site so that it drains to a trapping measure without having to provide additional grading, diversion, etc. The location of the construction entrance also ensureS minimal sediment is tracked onto Dick Woods Road. Construction Road Stabilization is proposed between the construction entrance and dick woods road to minimize the potential for erosion and minimize sediment accumulation after leaving the construction entrance. d. Certification Statement, please Note: Redline Drawings are not Construction Record Drawings. Response: This statement has been removed from the PPP plan as it is not applicable. e. Add WPO202000026 to PPP title. Response: Reference to WPO20200026 has been added to the PPP title. f. Label Dick Woods Road. Response: Dick Woods Road is now labeled on the PPP Plan. C. Erosion and Sediment Control Plan (ESCP) — (Rev. 1) If text below is grayscale, comment is addressed. Virtually all comments addressed. Please note request for revisions at items 20, 21, 22. An ESC Plan bond is required. Please submit bond estimate request form at earliest convenience. (Rev. 1) Persists. Provide channel cross-section/s for permanent channels (north / south) created by proposed final grade, sheet 4. Response: Channel cross sections have been copied from sheet 5 to sheet 4. New 20. Sheet 3: Although ST1 and ST2 Calculation tables list base dimensions, please label floor dimensions in plan view to aid construction inspection. Response: Floor dimensions for both sediment traps have been labeled in plan view. 21. Revise grades (sheet 3, 4, 5) to show a gradual transition to 3:1 slopes. Proposed transition is 12.5:1 to 3:1, abruptly. Include a gradual, curved transition to 3:1 to mimic natural land features. Engineering will not approve flat -to -steep (12.5:1-to-3:1) sudden transition in rural areas. 3:1 slopes are permissible, but revise to show smooth curved transition. We recommend plan notes capture design intent. Ref image, below. Response: Acknowledged. Slopes have been adjusted to gradually transition from the top of the fill area to a 4:1 slope at the steepest area of the grading. 22. Label Dick Woods Road.
