The following is our comment response letter addressing comments received from various offices. Each comment is addressed and responded to as follows: Planner — Christooher Perez Comment 1: [35.1] The $435 public notification fee for this project was not paid, nor was the $100 Fire Rescue review fee. There is a remaining balance of $535 left to be paid. Please pay the fees prior to any further review or action on the plan. Response 1: Comment acknowledged. Payment was sent along with this submission. Comment 2: [32.5.2(b), 4.12, 32.5.2(b)] Revise the parking information provided on sheet C- 301 to calculate the maximum amount of required parking spaces for the site and the amount of parking spaces provided for the site based on the existing and proposed uses. SDP2001-98 and ZMA2001-14 each have 71 parking spaces required and 71 parking spaces provided for the site. When revising the parking information be aware that the drive thru stacking area cannot be counted towards parking provided. Revise the plan accordingly. Response 2: The parking count tabulation on Sheet C-301 has been revised to meet requirements for the overall shopping center. Comment 3: [32.7.9, 32.5.2(e)] At a minimum depict and label all previously approved landscaping for the site. These plantings can be found on SDP2001-98 and ZMA2001-14. Response 4: The existing tree species, caliper, and sizes are labeled on Sheet C-601. Comment 5: [32.7.9] On sheet C-601 remove the note: "Landscape materials are subject to change with final design". Response 5: The note on Sheet C-601 has been removed as requested. Comment 6: [4.12.13, 4.12.18, 32.5.2(n)] The existing loading area is being removed. Relocate, dimension, and label this space. Response 6: The relocated loading space is now shown at the northwest corner of the building on Sheet C-301. Comment 7: [32.5.2(a)] Each two-way travel lane must be a minimum of 20' wide. Provide dimensions on each travel lane. Currently the travel lane fronting the outdoor dining area is only 19.5' wide. Revise to ensure it is a minimum of 20' wide. Response 7: The drive aisle located adjacent to the outdoor dining area has been revised to 20' on Sheet C-301. Comment 8: [5.1.60(f) 32.5.2(n)] A pedestrian travelway crosses a drive -through lane. As such provide either a five (5) foot wide raised pedestrian travelway or a five (5) foot wide pedestrian travelway containing a change in texture and visual markings. Depict and label the above required improvements on the plan. Response 8: The 5' pedestrian travelway that crosses the drive through is now proposed as stamped asphalt to create a change in texture in addition to the striping. Please see Sheet C-301. Comment 9: [32.5.2(a)] Under the zoning of the property list ZMA2001-14, w/ associated proffers. Response 9: ZMA2001-14 is now referenced as requested on Sheet C-301. Comment 10: [32.5.2(n), 32.6.20), 32.7.9.7, 4.12.19] Provide dumpster enclosure detail. Response 10:The updated dumpster enclosure detail and exhibit have been added to Sheet C-802. Comment 11: [3.2.5.2(a)] For all abutting properties provide the names of the owners, zoning district, tax map parcel numbers, and present uses of abutting parcels. Response 11:The requested information for all abutting properties has been added on all applicable sheets. Comment 12: [32.5.2(a)] The magisterial district on the cover sheet shall be revised to Rio. Response 12:The magisterial district on the cover sheet has been revised to Rio. Comment 13: [32.5.2] On the cover sheet provide SDP2020-27 Major Site Plan Amendment. A photometric plan and lighting cut sheets must be provided. Proposed lighting must comply with requirements of Sec. 32.7.8 & Sec 4.17 of the Zoning Ordinance. Response 14:There is no proposed outdoor lighting with this plan. Comment 15: [32.5.2(p), 32.7.2.11 The proposed entrances shall be designed and constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the proposed entrances to the site shall be required prior to site plan approval. Response 15: Comment Acknowledged. As discussed with VDOT, the entrance from Route 29 will be closed with this plan, the 1st entrance from Berkmar will be turned into a RI/RO entrance only, and the Service Drive entrance from Berkmar will remain the same. AM-E's will be submitted to VDOT showing this for their review. Comment 16: [32.6.2(h)] Major Site Plan Amendments need to be signed and dated by each member of the site review committee. Comment 17: [32.4.3.6, 32.4.3.2] The site plan shall not be approved until all SRC reviewers have approved the plan. Their comments are referenced below and attached. Response 17:Comment acknowledged. Engineer - Emily Cox Comment 1: WP0202000018 plan must be approved before final site plan can be approved. Response 1: Comment acknowledged. Comment 2: Provide updated topography or date that it was field verified within the past year. Response 2: The latest topography, dated 3/13/2020, has been indicated on the Cover Sheet under "References". Comment 3: Please show sight distance lines at all applicable locations. These should be 9'x18'. A smaller space is allowed if there is a 2' overhang. Please show the overhang if that is the case. See County Code 184.12.16to see parking requirements. Response 4: The 17' spaces have been given greater than two feet of overhang, shown with dimensions on Sheet C-301. Information Services — Brian Becker Comment 1: No objection. Response 1: Acknowledged. Buildina Inspections — Michael Dellinaer Comment 1: Sheet C101, number 1 under accessibility design guidelines do not identify any requirements. Revise please. Response 1: Requirements for the accessibility design guidelines are outlined in notes 3A-3G on Sheet C-101. Comment 2: Add the following note to the general notes page: ALL water lines, sewer lines, and fire lines from the main to the structure MUST have a visual inspection performed by the building department. Response 2: The requested note has been added to the "Drainage and Utility Notes" section on Sheet C-101. Comment 3: Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Response 3: The requested note has been added to the "Drainage and Utility Notes" section on Sheet C-101. Comment 4: Please identify and provide location of utilities for restaurant addition. Response 4: Existing and proposed utilities for the restaurant addition have been added to Sheet C-501. The existing waterline at the northeast side of the shopping center serves multiple submeters within the building. Fire Rescue — Shawn Maddox Comment 1: The fire rescue review fee was not collected based on county view data. Response 1: Comment acknowledged. Comment 2: A knox box will be require for the new restaurant. Simply add a note to the plan indicating the requirement and that the location can be coordinated with the fire marshal's office. Response 2: Note 4 has been added to Sheet C-501 indicated that a knox box will need to be coordinated with the fire marshal's office. Comment 3: Provide a ISO needed fire flow calculation for the structure. Response 3: Note 2 has been added to Sheet C-501 indicating a needed fire flow of 1925 GPM as determined by the ISO. www.BohlerEngineering.com BOHLER Christopher Perez Proposed Starbucks Major Site Plan 1st Review Comments June 19, 2020 Page 5 of 6 Comment 4: Provide a current available fire flow test for the site. Response 4: Note 3 has been added to Sheet C-501 indicating fire flow to be 1223 GPM per a hydrant flow test conducted on 5/27/2020 by the Albemarle County Service Authority. Department of Transportation — Adam Moore Comment 1: Entrance spacing does not appear to meet the minimum per RDM, Appendix F, pg. 26. Response 1: As discussed, AM-E requests will be submitted separate from this application. Comment 2: Provide intersection sight distance lines and profiles. Response 2: Intersection sight distance lines and profiles have been added to Sheet C- 302. Comment 3: SR 29 is a major arterial. Downstream corner clearance needs to be addressed on Berkmar Drive. Existing entrance into site does not appear to meet the minimum requirements and should be closed to traffic. Queuing into the site has potential to affect traffic flows for both Berkmar Drive and Route 29 South. Response 3: As discussed, AM-E requests will be submitted separate from this application. Comment 4: Existing CG-12 should be corrected and brought up to date. Appears to lead sight challenged pedestrians into the path of oncoming vehicles. Response 4: The existing CG-12 along Route 29 has been updated on Sheet C-301. Comment 5: Add note stating "Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians." Response 5: Note 1 on Sheet C-302 has been added as requested. Comment 6: Please show "mill and overlay" areas on plans in accordance with WP-2. Show limits of mill and overlay to adjacent travel lane. Also, please add the WP-2 detail to the plans. Response 6: Mill and overlay areas are now shown on Sheet C-301 and detail WP-2 has been added to Sheet C-801. Comment 7: MOT plan is required for closure of entrances and reconstruction of entrance on Berkmar Drive. Please include the proposed mill and overlay areas. Response 7: MOT plan has been provided — see Sheet C-803 Comment 8: Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. Response 8: Comment acknowledged. Comment 9: Please provide a comment response letter with each submission after the initial. Response 1: Comment acknowledged — fixture counts will be provided. Comment 2: The existing sewer main is --20 feet deep. It may be better to run the sewer lateral to the downstream manhole. Response 2: The proposed sewer lateral has been routed to the downstream manhole as recommended on Sheet C-501. Comment 3: Provide 10 additional feet of easement over existing sewer (5 feet on each side). Response 3: The existing sewer easement has been widened as requested on Sheet C- 501.
