Regarding: Eldon Farm Residence — VSMP — Comment Response #1
Dear Ms.Cox,
Thank you for your review of the VSMP Plan for Eldon Farm Residence. We have revised the plans
per your most recent site plan comments dated June 9th, 2020 and SWM Plan comments dated June
12th, 2020. Please find below, a detail response to each of your comments.
A. Stormwater Pollution Prevention Plan
1. SWPPP not provided.
SWPPP has been provided.
B. Pollution Prevention Plan
1. PPP not provided.
PPP has been provided.
C. Stormwater Management Plan
1. A SWM Maintenance Agreement will be necessary before plan approval. Please contact Ana
Kilmer to begin process
A SWM Maintenance Agreement draft has been provided.
Please show a graphic of the 2.76 acres to be recorded in an easement. Label it as "SWM forest
& open space. Please note the plat must be recorded before the plan can be approved.
An Open Space Map has been provided showing the now 2.80 acres to be dedicated
and recorded. A Deed of Dedication draft and Easement Plat have been included with
this submittal.
Add the following note on the plan and plat, "The SWM Forest and Open Space Easement is
subject to the guidance set forth by DEQ in the Virginia Stormwater Management Program. The
areas will remain undisturbed in a natural, vegetated state, except for activities as approved by
the local program authority, such as forest management, control of invasive species, replanting
and revegetating passive recreation (e.g. trails) and limited brush hogging to maintain desired
vegetative community (but no more than four times a year)."
The note has been added to the plan and plat.
D. Erosion and Sediment Control Plan
1. Silt fence in such short lengths on the southwestern end of the site does not seem effective.
Silt fence in this location has been revised.
Please provide a construction entrance with a wash rack and the appropriate detail from page 8
of the design standards manual.
The wash rack and construction entrance have been provided and the details for each
have been added to Sheet V.
3. Ensure there are sufficient perimeter controls. Specifically, Phase 1, on the NW end — culvert
and pavement removal do not appear to be covered.
Additional perimeter controls have been provided in the NW end including an
extending to the diversion along the pavement to be removed.
4. The culvert between ST1 and ST3 needs to have outlet protection. Where is it draining to, ST1
or ST3?
This culvert is proposed to be removed, therefore outlet protection is not proposed.
Runoff in this location travels to ST1.
Please label contours for ST3.
The contour labels for ST3 have been provided. Note that the sediment traps have
been revised.
