Dear Christopher,
Thank you for your review of the Major Site Plan Amendment on TMP45-68A and a portion of 45-
112B1. This letter contains responses to County comments dated June 2, 2020. Our responses are as
follows:

Planning
The public notification fee for this project was not paid, there is a remaining balance of $435.
Please pay the fee prior to any further review/action of the plan.
RESPONSE: Acknowledged. Payment has been submitted.
2. Prior to site plan approval the special use permit authorizing Vehicle Storage, and Outdoor
Storage & Display shall be approved. On the site plan provide a list of all conditions approved
with SP201900011 (Vehicle Storage, and Outdoor Storage & Display).
RESPONSE: The draft conditions are included on the cover sheet. These will be updated if
changed.
Prior to site plan approval a boundary line adjustment plat shall be approved between TMP 45-
112B1 and TMP 45-68A. The plat will need to be reviewed, approved, and recorded prior to site
plan approval. The deed book and page information of the action shall be provided on the site
plan.
RESPONSE: Acknowledged. Roger W. Ray & Associates, Inc. is currently working on preparing
this plat.
4. Label and dimension the vehicle storage area.
RESPONSE: The parking designated for vehicle storage area is now labeled and dimensioned.

Will the 9,120 SF building contain any service stalls? If so, depict and label the stalls, and revise
the parking calculations to include these stalls @ "one space per each employee plus two spaces
per each service stall."
RESPONSE: No service stalls will be included in the building. The description has been changed
to "vehicle sales and storage."
6. Specify the uses contained in the 9,120 SF building. Will the building contain bathrooms?
RESPONSE: The building is for storage and a sales employee — it will not contain bathrooms.
7. The cover sheet labels 103 spaces for storage and display; however, only 102 storage and display
spaces were found on the site plan. Revise.
RESPONSE: Parking count has been revised for 107 storage and display spaces — curb island
locations were revised to provide for a few extra spaces.
Omit the flush curb and replace it with a standard curb. For drainage purposes provide curb cut
openings.
RESPONSE: Standard curb with 2' curb cuts is now shown.
9. The site plan does not identify any proposed loading spaces. One (1) loading space is required
based on the 9,120 sf gross leasable area on site. Revise to provide the required loading space.
RESPONSE: The loading space will be along the northeastern side of the building. A loading
space is now shown.
10. There are areas of Managed Steep Slopes on the property. Add this to the zoning classification to
the Cover Sheet. Also, depict and label the managed steep slopes on the site plan.
RESPONSE: Managed Steep Slopes has been added to the zoning classification on the Cover
Sheet. Managed steep slopes areas are now depicted throughout the plans as well.
11. Delineate the limits of disturbance and proposed , -ding.
RESPONSE: The limits of disturbance are now shown on the existing conditions sheet.
12. Label the surface materials for all parking areas, access aisles, loading spaces, and pedestrian
walkways.
RESPONSE: The paved parking area is now labeled, with a detail provided. There are no other
surface materials.
13. Revise the setbacks as follows:
Front minimum — 10'
Front maximum — None
Side and rear minimum — Any primary structure shall be constructed and separated in accordance
with the current edition of the Building Code.
Side and rear maximum - None
RESPONSE: The setbacks on the cover sheet have been revised as specified.
14. For all abutting properties provide the names of the owners, zoning district, tax map parcel
numbers, and present uses of abutting parcels.
RESPONSE: All abutting property information requested is now listed on the plans.
15. On the cover sheet state that this is a Major Amendment to SDP1987-6.

RESPONSE: This is now listed on the cover sheet beneath the title.
16. On the landscape plan the interior parking landscaping calculation is miscalculated. 123 parking
spaces/10 = 12.3 trees, which rounds up to 13 trees required. Revise to include the additional
required tree.
RESPONSE: The calculations have been revised to require 13 trees (additional parking spaces are
included for a total of 126 spaces).
17. Revise the lighting plan to depict the spillover along the property line and the right-of-way.
Currently staff is unable to ensure the spillover requirements are met nearest D-5 lighting fixture.
RESPONSE: The spillover is shown around the property line and right of way — the 0.5 fc
contour does not cross into the right of way.
18. The lighting schedule lists 4 lights proposed; however, the site depicts 9 lights provided. Revise
the chart to list the appropriate number provided.
RESPONSE: The lighting schedule has been revised.
19. The proposed entrances shall be designed and constructed as required by the standards of the
Virginia Department of Transportation. VDOT approval of the proposed entrances to the site
shall be required prior to site plan approval.
RESPONSE: Acknowledged.
20. The site plan shall not be approved until all SRC reviewers have approved the plan. Their
comments are referenced below and attached.
RESPONSE: Acknowledged.
21. Approval of the WPO plan is required prior to site plan approval.
RESPONSE: Acknowledged. A WPO plan has been submitted.
ARB
1. ARB Final Site Plan Submittal is required. Comments 1, 2, 5, and 6 from the advisory review
must be addressed in additions to items on the ARB Final Site Plan Checklist.
RESPONSE: Acknowledged. Comments from the advisory review have been addressed with this
submittal.
Engineering
Cl
1. Recommend provide brief Major Site Plan Amendment narrative.
RESPONSE: SPA narrative is now included on the cover sheet.
2. Recommend revise plan title to include reference to SDP2020-00039.
RESPONSE: The plan title has been revised to reference SDP2020-39 as well as the original plan
that is being amended: SDP1987-6.
3. Provide title sheet stormwater management notes that, at a minimum, discusses on -site treatment,
detention, reliance on existing facilities, and VSMP/WPO plan submittals (planned, pending).
RESPONSE: The stormwater management information is now included in the major site plan
amendment summary on the cover sheet.

4. Recommend that title sheet SWM Note discuss nutrient credit purchase, if nutrient purchase is
proposed.
RESPONSE: Nutrient credit purchase is now included in the summary on the cover sheet.
5. 30,096 SF portion of building TBR: Provide demolition plan, details, narrative, sequence, etc.,
relative to site access and limiting effect of demolition on the public, including the traveling
public on US Rt. 29.
RESPONSE: The building has actually already been demolished.
6. Provide safety fence (SF) with demolition plan during demolition and construction phases.
Immediately adjacent to site, public visits to purchase or consider new / used car inventory.
Construction site must be isolated to prevent unwitting trespass by children, unaccompanied
minors, or others. Note: Engineering recommends fence be installed using posts set in pavement.
RESPONSE: Safety fences were provided at the time of demolition.
7. Provide narrative/description of proposed boundary line adjustment. Please acknowledge separate
application/review process is required. If not yet submitted, submit BLA application to Albemarle
as soon as possible. A BLA exhibit shown with Major Site Plan Amendment does not approve a
property boundary line adjustment by effect of site plan approval. Boundary line adjustments are
distinct, important, and require separate plat review and approval.
RESPONSE: Acknowledged, a BLA plat is currently being prepared by Roger W. Ray &
Associates, Inc. and will be submitted for review. The BLA is now mentioned in the SPA
summary on the cover sheet.
8. Provide legend definition of symbol NS (Nail Set? Liston C1).
RESPONSE: NS- Nail Set is now included in the legend on Cl.
9. Label Rt. 29.
RESPONSE: Route 29 is now labeled on all sheets.
10. Label Ex. Building `building.'
RESPONSE: The existing building is now labeled as `building' rather than `warehouse.'
11. Provide deed book -page reference for TMP 45-68A.
RESPONSE: The deed book -page reference for the subject parcel is now included on the existing
conditions sheet.
12. Show/label existing parking area fronting building; show pavement markings.
RESPONSE: No pavement markings were present at time of survey, but I can see that this was
freshly painted. The twelve striped spaces are now shown. The parking area is now labeled.
13. Label adjacent parcels: TMPs 45-68C1, 45-112B, 45-112A, 45-112B1.
RESPONSE: Adjacent parcels are now labeled on all sheets.
14. Provide complete ownership information for adjacent parcels, including deed book— page
reference.
RESPONSE: Deed book & page reference is now included in the ownership information for
adjacent parcels.

15. Show/label existing easements: power, gas, telephone, cable, private/public drainage, any on -site
SWM facility, ACSA/RWSA utility, access, etc. Provide deed book -page reference for
easements.
RESPONSE: All existing easements are shown and labeled with deed book & page reference.
16. Show/label Route 29 right-of-way
RESPONSE: The variable width right of way is labeled and shown.
17. Provide Route 29 ROW deed book- page reference.
RESPONSE: I do not see this on any of our files received from the surveyor — I see a reference to
DB 478 PG 523 that might be it but need to confirm before adding this to the plans.
18. Show and label managed steep slopes on adjacent parcels. Use easily distinguishable hatching.
RESPONSE: Managed steep slopes are now shown (with distinguishable hatching) and labeled.
19. C3: Recommend provide specific details for proposed boundary line, with bearing -distance -tie
information to evaluate amendment effects on managed steep slopes, and proposed effect of BLA
on major amendment.
RESPONSE: Acknowledged. To be provided on the plans once BLA plat is complete.

20. Provide stop bar and stop sign at site exit/s to US Rt. 29
RESPONSE: A stop sign would have to be located in VDOT ROW; we will defer to VDOT for
this.
21. Label sidewalks, if any.
RESPONSE: No sidewalks are to be provided as it is intended for all customers to remain outside
looking at the vehicles on display.
22. Label US Rt. 29.
RESPONSE: Route 29 is now labeled on all sheets.
23. Although site plan shows HC parking, it does not include CG-12 ramps. If connection is proposed
between HC parking and Ex. 9,120 sf warehouse (to remain as vehicles sales and service),
provide accessible ramps.
RESPONSE: No connection from the HC parking to the building is proposed. No customers will
enter the building.
24. Provide/label HC parking sign.
RESPONSE: The handicap parking sign is now labeled and a detail is provided.
25. Show/label existing travel -way feature immediately south of site which appears to be a frontage
road.
RESPONSE: This travel -way does not appear to have any name (based on GIS, google maps,
plats). Its location is now shown on the plan sheets.

26. Proposed grade at south edge of new outdoor sales/ storage/ display parking may release to US
Rt. 29. Site runoff may not release to US Rt. 29. Provide grade, spot elevations, and inlet capture
as needed to route runoff to on -site storm detention and prevent off -site release into US Rt. 29.
RESPONSE: Less water is to be released from that area of the site in post -development
conditions than in pre -development. It is unclear based on the existing topography we have of that
travelway whether water will drain from the new entrance to an existing DI outside of the ROW
or not. We will need to visit the site and get some more spot elevations.
27. Level 1 dry conveyance swale design is ambiguous: Level 1 and Level 2 dry swales require
underdrains that daylight. It is unclear is proposed dry Swale (based on information presented) is
more than a linear low point.
RESPONSE: The dry swale has been removed.
28. Provide VSMP/WPO plan. VSMP/WPO plan approval is required prior to Major Site Plan
Amendment approval.
RESPONSE: Acknowledged. A VSMP plan has been submitted.
29. Provide means for off -site slope runoff to cross CG-2. For example, provide grade, stone
pretreatment, and curb cut so slope runoff from the south and from channel created by proposed -
to -existing grade ties on slopes to the south may reach proposed and new paved surface and
transit site to storm collection / conveyance.
RESPONSE: A berm is now provided to direct water away from the parking lot (as it is directed
in existing conditions by the concrete channel).
30. Show dry swale underdrain connection to downstream receiving point (daylight/piped system).
RESPONSE: The dry swale has been removed.
31. Provide public drainage easement for dry Swale underdrain that extends to receiving point.
RESPONSE: The dry swale has been removed.
32. If dry swale underdrain receiving point is a piped system, provide public drainage easement for
portions of existing piped system outside VDOT ROW.
RESPONSE: The dry swale has been removed.
33. Provide SWM facility easement for dry swale, and storm detention system elements.
RESPONSE: The dry swale and storm detention system have been removed.
34. Provide separate easement plat for SWM facility easement and public drainage easements
(Engineering will format both SWM facility and drainage deed templates once easement plat
comments are addressed).
RESPONSE: The dry swale and storm detention system have been removed.
35. Easement plat recordation is required prior to Major Site Plan Amendment approval. Note:
Planning may require easement plat deed book page reference to be shown on the Site Plan
Amendment.
RESPONSE: Acknowledged. There are no longer proposed easements.
36. Sloped section of new 36" HDPE is designed to experience two-way flow (inflow, w/ negative
slope). This design will not be approved. Two way flow is not approved. Design limits velocity to

zero when flow transitions, in to out. This (periodic) zero -velocity section of 36" HDPE will
experience debris deposition that will short-circuit performance. This upslope section of pipe
connects with Str. A3, which outlets to a 15" DIA HDPE which connects with a weir structure in
MH A2. Anticipate performance issues nearly immediately once flow reverses, velocity is zero,
and debris settles. This two-way section of 36" HDPE is not an outlet pipe, will not experience
self-cleaning velocities, and dead ends. Any piped storm system must ensure adequate one way
flow with at least 0.5% positive grade in direction of flow. Design proposed negative grade for
water entering this section of pipe from A3. Revise design. Avoid designs that may work briefly
under ideal/hypothetical conditions. Design revision may be accomplished via conventional storm
system design that meets drainage plan review checklist for plan reviewers.
RESPONSE: The detention system has been removed, but this has been acknowledged for future
plans. Thank you.
37. Provide VDOT LD-204, LD-229. Include additional of increased flow in existing storm pipes in
LD-229 table.
RESPONSE: This information is now provided. The existing storm pipes do not have an
increased flow — overall site drainage curve number / area to existing pipes has decreased.
38. Str. Al appears to capture and convey a portion of site runoff without detention. Please ensure
VSMP/WPO plan accounts for un-detained flow.
RESPONSE: The VSMP does account for this, thank you.
39. Please ensi SMP plan accounts for off -sit lope runoff. Also, item 29, above.
RESPONSE: The berm was added prior to VSMP submittal, so offsite water is not included.
40. Provide CG-6 curb with storm inlets wherever curb is adjacent to storm inlets.
RESPONSE: CG-6 curb has been added around the storm inlets.
41. Provide CG-6 wherever paved area (sheet) runoff concentrates against a curb.
RESPONSE: Runoff will only concentrate around the inlets in this case. CG-6 is provided for
curbs adjacent to inlets.
42. Label circled hatched area, which appears on sheets C4-C7.
RESPONSE: This has been erased — must have been from a coworker and not sure what it was
for.
43. Check profile captions against graphic depictions; revise as needed.
RESPONSE: Completed.
44. Revise profiles once storm system is revised. Also, item 36 above.
RESPONSE: Revised storm profile is provided.
45. Provide plan view of any MH structure equipped with weir. Check for conflicts in 3 dimensions,
including placement of MH steps, internal geometry, clearance required to examine/clean-out
detention pipes. On the site plan and WPO plan, provide VDOT inlet shaping, steps, pipe
bedding, and CG-6 (IS-1, ST-1, P13-1) details.
RESPONSE: Acknowledged for future reference (weir has been removed). IS-1, PB-1, and CG-6
details have been added to the plan.
46. Provide weir plate debris cage detail (site and VSMP/WPO plans)

RESPONSE: No longer applicable.
47. VDOT land use permit is required for work within VDOT ROW.
RESPONSE: Acknowledged. No work is proposed within the ROW at this time.
48. Provide C(_ Ictail.
RESPONSE: CG-12 is not to be provided.
Building Official/Inspections
Per question from Shimp Engineering, plumbing must conform as indicated in the 2015 Va
Plumbing Code.
RESPONSE: Acknowledged.
2. Add the following note to the general notes page: Accessible parking spaces, access isles, and
accessible route shall be installed in accordance with ICC ANSI Al 17.1-09. Show details on
plans.
RESPONSE: This note has been added to the cover sheet under general notes.
3. Add the following to the general notes page: All roof drains shall discharge in a manner not to
cause a public nuisance and not over sidewalks.
RESPONSE: This note has been added to the cover sheet under general notes.
Fire Rescue
1. A knox box is required. Please add a note indicating this requirement and that the location can be
coordinated with the fire marshal's office.
RESPONSE: This note has been added to the cover sheet.
2. If the building is going to be sprinklered the FDC must be shown on the plan and located within
100' of a hydrant.
RESPONSE: Acknowledged. The building is not to be sprinklered.
3. Provide ISO needed fire flow for the structure.
RESPONSE: The NFF is now listed on the cover sheet; 1,125 gpm.
4. Provide the available fire flow from a current ACSA flow test.
RESPONSE: To be provided — this has been requested.
VDOT
1. Please show that the proposed drainage structures can handle the adequate discharge in the pre
and post construction.
RESPONSE: Pipe and inlet calculations are now provided on the plans. As part of the VSMP
submittal we showed that all flow rates from the site are less in post -development condition than
in pre -development due to the decrease of impervious area.
2. Please plot HGL on storm sewer profiles.

RESPONSE: This would be difficult since we are tying into an existing system that extends well
beyond our site. Runoff in the post -development condition is flowing into the existing system at a
rate that is less than in pre -development.
ACSA
1. Show existing sewer in its entirety.
RESPONSE: The existing sewer is now shown to connect to the manhole.
2. Show existing water meters.
RESPONSE: Existing water meters adjacent to the property are now shown.
3. Call out the vacant 1" meter setter as to be abandoned, or have it used as an irrigation meter.
RESPONSE: The 1" meter setter is now labeled as `to be abandoned.'
