Dear Ms. Nedostup,
Thank you for your review of the site development plan for Regents School. This letter contains
responses to County comments dated March 6, 2020.Our responses are as follows:

Planning
Megan Nedostup — Principal Planner
1. [SP condition #3] The total number of students is above 280. An additional TIA was provided,
however it was submitted after the application, and therefore a determination has not been made
that the proposed number of students can be approved. This determination will need to occur
prior to approval of the final site plan, or the students will need to be reduced to 280 or a new
special use permit will need to be submitted and approved.
RESPONSE: Comment received.
2. 32.5.2(b)] Include the maximum height of all structures. Sheet 1 states the building shall be
limited to 2 stories per the conditions of the SP, however there are no conditions related to
building height. The height should be in conformance with the R1 zoning, which is 35 feet.
RESPONSE: Comment received. This note has been added to the cover sheet.
3. [32.5.2(b)] See comments from Zoning on the parking. Provide a plan for overflow/events. Also,
reference the parking study on Sheet one for the amount provided.
RESPONSE: The parking breakdown is now provided on the cover sheet to match what was
submitted with the request for determination. A shared parking agreement is to be finalized with

the neighboring church for overflow parking — this is now noted on the cover sheet as well.
4. [32.5.2(c)] Will phasing be planned? If so, show phase lines including how utilities, parking, etc,
will be accommodated through phasing.
RESPONSE: This site plan will not be phased. A major amendment will be submitted if the site
is expanded.
5. [32.5.2(e)] Show the existing landscape features in accordance with this section. Also, show the
limits of disturbance including utilities, accurately on the plan.
RESPONSE: Existing trees are now shown and labeled. Tree protection is now included for the
trees that are to remain. Limits of disturbance are now shown on Sheet C4.
6. [32.5.2(i)] Label on all sheets the existing Reservoir Road. Also include the state route number,
right of way lines and width, and centerline radii and pavement width.
RESPONSE: Reservoir Road is now labeled on all sheets with the state route number. Right of
way lines are shown approximately per GIS (only the subject boundary was surveyed), and
various pavement widths and centerline radii are now labeled.
7. [32.5.2(n)] Provide the location and dimensions for all existing and proposed improvements
including: buildings (max height for each building), walkways, fences, walls (including height),
trash containers, outdoor lighting, recreational areas and 2 facilities, loading and service areas,
and the proposed paving material types for all walks and parking lots.
RESPONSE: The improvements on site have all been dimensioned and labeled on the plans.
Paving materials are called out and shown on the details sheets.
8. [32.5.2(n); SP] Show the open space, right of way dedication (state: dedicated to public use), and
trail connections per sheet 4 of the Special Use Permit.
2) A pedestrian connection shall be provided from the site to TMIP 76-17. The design and location of the
pedestrian path shell be finalized during the site plan process.
3) Area depicted as Right —of —Way reservation area shall be reserved for future dedication upon demand by the
County of Albemarle or the Virginia Department of Transportation.
4) A minimum of 25% of the school campus site, as shown on sheet C3, shalt be delineated as open space.
RESPONSE: Open space area, right of way dedication, and pedestrian connection to TMP 76-17
are all included on the site plan.
9. [4.17] Will lighting be proposed? If so, a lighting plan in accordance with this section is required.
Please also add the conditions of the special exception for lighting to the plan.
RESPONSE: This is still being coordinated with the owner. The conditions of the special
exception have been noted on the lighting plan for future submittals.
10. Easement plats and associated deeds will be required for all proposed easements including right
of way dedication, utility easements, open space, etc.
RESPONSE: Comment received. To be provided.
11. [32.7.9] Not all required landscaping is shown on the landscape plan. All required landscaping
will need to be shown for the final site plan in accordance with this section.
RESPONSE: Comment received. Please see sheets C 15 and C 16 for landscape plan and details.
12. [Recommendation] It appears that the circulation for the plan doesn't allow passenger side drop
off but is designed to have drop off on the driver's side, which isn't typical for schools. Please

clarify.
RESPONSE: The layout has been revised to facilitate circulation.
13. [Recommendation] The City of Charlottesville Parks and Rec has reached out to see if a trail
connection could be provided. Please contact Chris Gensic at the city if there is interest in
providing a trail, and coordinate with County Parks and Rec.
RESPONSE: Comment noted. There is no interest in providing a trail on site at this time.
Fire/Rescue
Shawn Maddox — Assistant Fire Marshal
1. Fire apparatus access roads shall extend to within 150 feet (45720 mm) of all portions of the
facility and all portions of the exterior walls of the first story of the buildings as measured by an
approved route around the exterior of the buildings or facility. Currently it appears some of the
structures are over 300 from the travel lane provided.
RESPONSE: Comment received. We have revised the layout to ensure that all buildings are
within 150' of the travel lane.
2. A knox box will be required on the main structure that is capable of serving the school complex.
A note on the plans indicating this requirement will suffice.
RESPONSE: Comment received. Please see the cover sheet.
3. There are no hydrants shown on the site plan. Add hydrants to accommodate a spacing of not
greater than 500'. If any of the structures are to be sprinkled, then the FDC must be shown on the
plan and must have a hydrant located within 100' of any FDC.
RESPONSE: A fire hydrant has been added to the plans near the gymnasium. None of the
structures are to have sprinklers.
4. The on -site travel ways shall be marked no parking fire lane.
RESPONSE: The site plan now specifies that the entrance lane near the gymnasium be marking
either with signs saying "No Parking Fire Lane" or with yellow paint on the curb.
5. ISO needed fire flow calculations are required.
RESPONSE: Now included on the cover sheet under Fire Marshal's Notes. NFF is 2,125 gpm for
the gym building.
6. A current fire flow test is required prior to final acceptance.
RESPONSE: Comment received. I have requested a fire flow test and will forward it along once
received.
Zoning
Kevin McCollum — Planner
1. Along with the initial site plan submittal there was a request for a Zoning Determination for the
minimum number of required spaces for a proposed private school use (4.12.6 and 4.12.7). After
analyzing their request and referring to several other approved private school site plans and
relevant ITE parking data, it would be my determination that their proposed number of spaces
(90) would be appropriate for 328 students and 60 faculty. Any increase in students or faculty
beyond those numbers will need a new parking analysis.

2. Although the number of parking spaces is appropriate for a typical school day, I have some
concerns that there will be parking issues for occasional events such as sporting events or other
school related events. Other schools (Peabody School SDP2019-7) have provided available
offsite parking on adjacent parcels and businesses to provide enough parking when there is spill-
over (shared parking agreement). My recommendation is that the Applicant thinks about how
they can provide extra parking if occasional events require more than the 90 parking spaces.
RESPONSE: A shared parking agreement is to be provided between the school and the
neighboring church.
ACSA
Richard Nelson — Civil Engineer
1. Show fire protection for the sitk.
RESPONSE: A new fire hydrant is now included on the plans by the gymnasium building.
2. Confirm available fire flow to the site. Recent fire flows for the neighboring parcel show a Q20 of
940 gpm.
RESPONSE: Acknowledged. A new fire flow test has been requested.
GIS/Mapping
Brian Becker — GIS Specialist
1. There appears to be thirteen (13) buildings that are intended to be occupied on the plan. Occupied
buildings are addressable. The entranceway to the parking lot provides access to three or more
addressable structures and will therefore require a road name.
RESPONSE: Acknowledged. Road names will be submitted for review.
2. Please provide this office at least three (3) alternative road names for review, in case the first
choices are not acceptable. The applicant can contact this office to pre -address the addressable
buildings in their preferred manner, otherwise, addresses will be assigned at the time of
construction.
RESPONSE: Acknowledged.
Building Inspections
Michael Dellinger — Building Official/Division Manager of Building Inspections
1. Add the following note to the general notes page: Accessible routes and features must be
provided throughout the site in accordance with the VCC and ICC Al 17.1-2009.
RESPONSE: This note has been added.
2. Site engineer needs to coordinate with architect for proper access and slopes.
RESPONSE: Comment received. Coordination is ongoing with the architect.
3. Need to verify plumbing fixture distances in accordance with 403.3.3 of the VA Plumbing Code.
Provide distance from most remote usable feature.
RESPONSE: No path of travel from a building to a restroom on site exceeds 500 ft. The furthest
path of travel from a restroom is 307'.
4. Add the following to the general notes page: All roof drains shall discharge in a manner not to
cause a public nuisance and not over sidewalks.
RESPONSE: This note has been added.

5. Need to verify proper fire ratings if buildings are closer than permitted in the VCC. Provide
distances between buildings.
RESPONSE: Acknowledged. All buildings are now 1Oft apart and critical dimensions are shown.
RWSA
Dyon Vega — Civil Engineer
1. RWSA is currently in preliminary phases of design for a new raw water main along Reservoir
Road to replace the existing 1908 cast iron raw water main. RWSA may require easement on
TMP 76-17 for construction of the raw water main and are currently looking to start construction
in 2023-2024.
RESPONSE: Thank you for letting us know the project timeline for this replacement.
2. Sheet C4/C5: Please include size and type on RWSA 18" Raw Water Line.
RESPONSE: This information is now included on the utility plan.
VDOT
Adam Moore — Area Land Use Engineer
1. Please add road name, route number, ADT, design/posted speed
RESPONSE: Information has been added to the site plan.
2. Please refer to the VDOT Road Design Manual, appendix F, access management design standards
for entrances and intersections. Minimum width for commercial entrances needs to be 30 ft., or
greater. Minimum curb radii needs to be 25 ft.
RESPONSE: The entrance now exceeds 30 ft at the property line and the minimum radius is 25
ft.
3. Please show mill and overlay on plans in accordance with WP-2 and show limits of mill and
overlay. Also please add the detail to the plans.
RESPONSE: Limits of mill and overlay are now shown and the WP-2 detail is included on the
site details sheet.
4. The mill and overlay will require work to the centerline, so flagging operations will be necessary.
Please provide MOT plan in Accordance with Virginia Work Area Protection manual.
RESPONSE: Maintenance of traffic details are now included for the entrance installation,
shoulder widening, and road regrading.
5. Please see Road Design Manual appendix F-access management design standards for entrances
and intersections, figure 4-10, commercial entrance design.
RESPONSE: Acknowledged. The entrance has been revised.
6. Please provide a right and left turn lane warrant analyses as shown in appendix F-pg., F-96.
RESPONSE: A warrant analysis report is included with this submittal. No turn lane is warranted
for this project.
7. Please refer to appendix F-pg., F-109, for the appropriate design vehicle and turning radius by
land use. Please provide auto turn analyses.
RESPONSE: An auto -turn exhibit for a Standard Bus-40 is shown on Sheet C18.
8. Please provide ditch line calculations. Also please show the appropriate culvert pipe at proposed
entrances.

RESPONSE: There is little to no existing ditch along this road on the side adjacent to our site and
one is not to be provided. For this reason, culverts are not proposed at entrances. The small
portion of ditch to be reconstructed on the other side of the road will be substandard due to its
current condition and steep slopes surrounding it.
9. CD's 1-2 may be needed during construction of Reservoir Road.
RESPONSE: It does not appear to us that cross drains are needed here as the road is being cut
down near the crest. Please advise if you disagree.
10. Note that the final site plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
RESPONSE: Acknowledged.
11. Please provide sight distance profiles.
RESPONSE: Sight distance profiles are now included on Sheet C14.
12. Please provide details for road widening.
RESPONSE: The road was not depicted correctly the first submittal — the road is not to be
widened, but a 4ft graded shoulder is to be added.
Engineering
David James — Civil Engineer I
1. The VSMP plan would have to be reviewed and approved prior to FSP approval. [17-302]
RESPONSE: Acknowledged. The VSMP is under review.
2. Submit a road plan for review. Approval required prior to FSP approval.
RESPONSE: Road details are included in the plans. No separate road plan will be submitted since
there is no subdivision process or County bond required.
Provide a date of field verification of existing site conditions: topography should be visually field
verified by within the last year.
RESPONSE: The date of field verification is now listed on the cover sheet, 10/22/2019.
4. Site lies within a Dam Break Inundation Zone. Please show on plan. Plans will need to be
submitted to Department of Conservation & Recreation for review.
RESPONSE: The Dam Break Inundation Zone is now shown. Plans will be submitted to DCR.
5. Show all existing easements (access, drainage, sight, sanitary easements, etc.) with deed book
references, locations, and dimensions. [ 18-32.5.2]
RESPONSE: No existing easements are known at this time.
6. Show/label existing right-of-way with street name, route number, and width labeled.
RESPONSE: Existing road name, route number, and width are now included on the plans.
7. Include County's `General Construction Notes' on the FSP.
RESPONSE: These notes are included on the cover sheet.
Existing building with address 1145 not shown.
RESPONSE: Noted, the County's GIS layer for buildings has been brought in with this
submission.

9. Property line, topo, steep slopes, etc. shown doesn't quite match what's shown on the County's
GIS map.
RESPONSE: A survey has been conducted for the property line and topography, which is more
accurate than the GIS. The steep slopes were not previously shown for offsite areas, but are now
provided on the plans.
10. Provide autoturn exhibit. Please ensure adequate pavement width and turning radii is provided for
bus and fire truck movements.
RESPONSE: An autoturn exhibit is now provided on Sheet C18 for a large bus.
11. Show and label offsite easements for proposed grading (along road, CI I-C13) and improvements
(utility connection, C 10).
RESPONSE: Acknowledged. This is to be coordinated and will be included in the next submittal.
12. Retaining wall design plans required for wall next to parking lot.
RESPONSE: Acknowledged. To be provided.
13. What is the maximum trips (VPD) and percentage of buses?
RESPONSE: The maximum trips predicted are 90 VPD and approximately 25% of kids are
expected to take the bus.
14. The minimum entrance radius is 25'. I believe figure 4011 entrance standards apply but check
with VDOT.
RESPONSE: The entrance has been revised with minimum 25'R.
15. Parking appears to exceed 5% (measures 9%).
RESPONSE: Grading in the parking area has been revised to remain below 5%.
16. Some proposed site grading missing between 510' ad 520' contours.
RESPONSE: Grading has been completed.
17. Show/provide access easements to SWM facilities.
RESPONSE: Acknowledged. SWM facilities are no longer proposed.
18. Grading — constructed slopes steeper than 3:1 must be permanently stabilized with vegetation
hardier than grass, which will not require mowing. [DSM, pg.221

RESPONSE: Low maintenance ground cover is now specified on the landscaping plan for all
slopes 3:1 or steeper.
ARB
Margaret Maliszewski — Chief of Planning — Resource Management
1. Provide architectural designs for review. Provide site sections to clarify the anticipated level of
visibility of the various components of the development from the Entrance Corridors.
RESPONSE: Comment addressed with previous ARB submission.
2. Update the plans to include information on accessory structures and equipment.
RESPONSE: Information on the uses of the accessory structures is now included.
3. Provide a complete lighting plan for review.
RESPONSE: The lighting of the parking lot and buildings is provided. Owner is still working out
the details of the field lighting.
4. Provide parking lot trees at 2.5" caliper for planting.
RESPONSE: Comment received. The landscape schedule shows parking lot trees to be planted at
2.5" caliper.
5. Provide a complete plant schedule for review.

RESPONSE: A landscape schedule is now provided with the landscaping plan.
6. Add the standard plant health note to the plan.
RESPONSE: The standard plant health note has been added as Note 3.
7. Revise the plan to shown an accurate "tree line to remain" that accounts for all proposed
development, including proposed utilities and stormwater facilities.
RESPONSE: The proposed tree lines have been updated to take into account all site activities.
8. Show tree protection fencing on, and coordinated throughout, the grading, landscaping, and
erosion and sediment control plans.
RESPONSE: Tree protection fencing is now shown on the landscaping and grading plans and will
be incorporated in the next submittal of the E&SC plans.
