General 1. Contractor shall be properly licensed by VA DPOR for installing onsite wastewater treatment and dispersal systems in Virginia. Proof must be provided to Engineer prior to working on any component of the system. 2. Modifications or substitutions to the specified equipment or layout must be approved by the Engineer prior to purchasing equipment, supplies, or installing treatment processes. No substitutions of materials are allowed without the approval of the Engineer. 3. Five copies of submittals shall be submitted to the Engineer for approval. Submittals must be approved before work begins or materials are delivered to the site. No substitutions of materials are allowed without the approval of the Engineer. 4. Installation of components shall be in accordance to manufacturer recommended installation procedures unless changed in writing by the home office of the manufacturer. Where the foregoing standards, recommendations, and specifications are conflicting, said conflicts shall be brought to the attention of the Engineer. 5. The contractor shall inspect the site prior to submitting an estimate to the owner. Any potential conflicts should be reported to the engineer. By submitting an estimate the contractor indicates that he has investigated the site and has found no discrepancies with the plans and specifications. 6. An onsite preconstruction conference is mandatory before starting installation of the system. Contact engineer to set up an appointment to discuss important aspects of installation. The engineer will not certify the system at the final inspection unless a preconstruction conference is done prior to installation. 7. The contractor shall provide submittals to the engineer for approval for all materials and equipment used in the installation prior to purchase or installation. 8. Inspections by the Engineer is required before backfilling any components of the system. Coordinate inspection requirements at the preconstruction conference. The installation must pass inspection by the engineer before an operation permit is obtained. The OWNER is responsible for all inspection fees. The contractor shall fill all tanks with water prior to Engineers start up inspection. Start up of the system shall be performed and all vegetation planted before the final inspection paper work is released to VDH. The contractor shall submit a copy of the VDH completion statement to the Engineer. 9. Prior to start-up and field-testing, all foreign matter shall be removed from septic tank(s), pump station(s) and all unit(s). 10. If site conditions vary contact the Engineer. If adverse subsurface conditions are encountered (rock, groundwater, utilities, etc.) contact the engineer. Notify "MISS Utility" prior to excavation. Contact Albemarle County Public Schools for private utility marking. 11. The contractor is responsible for maintaining all set back distances as required by local ordinances and VDH. Installations shall be in accordance with VDH Sewage Handling and Disposal Regulations and in accordance with VA Erosion and Sediment control guidelines. Operation and Maintenance 1. The contractor shall provide to the Engineer the installation instructions of all approved substituted components. 2. The contractor shall provide to the Engineer all warranties and manufacturer information and operation and maintenance manuals for all components before an operation permit can be issued. 3. The owner is recommended to hire a licensed operator for this onsite wastewater treatment and dispersal system. The owner is NOT required to record a document provided by VDH which specifies the requirement for operation and maintenance before an operation permit can be issued. 4. The onsite wastewater treatment system requires a start up period in which more frequent monitoring and sampling may be required. Piping - Gravity Sewer/Effluent Main/Force Main/Air 1. Schedule 40 PVC pipe shall be type 1, grade 1, plain end conforming to ASTM D 1784 and ASTM 1785 with solvent weld joints and fittings. Fittings - Tees, wyes, or other miscellaneous fittings shall be of the same material and type as the gravity sewer or pressure sewer. 2.
