RE: Newcomb Mountain Lane As-Builts, Professional Engineer Certification Letter

Terra Engineering was contracted by Haley, Chisholm and Morris, Inc to survey the recently completed
Newcomb Mountain Lane in Albemarle County, Virginia. This road was designed and constructed with special
design criteria for both horizontal and vertical alignment. The road includes a switchback curve and road grades
up to 17%. The road includes a pull -off area, timber guardrail, riprap ditches and storm drain culvert pipes. The
centerline road grade does not exceed 17%. All road centerline grades match the design plan, with a tolerance of
+/-0.67% with one exception at the short tangent between station 19+00 and 19+30 which was +1.00% variation.
The road width varies, but in all cases is wider than the design width with one exception at station 23+00 where
the width measured 15.9 feet in lieu of 16 feet. The widest road width measured was 18.3 feet not including the
switchback curve. In the sections of road where a reduced pavement width to 14 feet was allowed, the minimum
width is 14.3 feet which occurs in the section between stations 24+00 and 31+50. Between stations 9+00 and
12+50, the minimum width is 14.6 feet. Between stations 17+30 and 21+00, the minimum width is 14.5 feet. New
features added to the road design includes a widened road width of 18.3 feet at station 15+00 measuring 52 feet in
length and a pull off area at station 22+50 with a road width of 37.2 feet measuring 50.6 feet in length. Some of
the drainage outlet ditches were changed from the design. The outlet ditch starting from the station 21+55 was
upgraded from EC3, Type A to riprap. The riprap outlet ditch at station 25+20 was changed in location and
length. The design length was 94 feet and the as -built length was 124 feet. At station 28+10, within the
switchback curve, a new riprap outlet ditch measuring 16.5 feet was added. The as -built guardrail covers the areas
designated on the design plans with additions in certain areas. Between station 09+95 and 12+05, guardrail was
added to replace posts. At station 12+90 the as -built guardrail was increased by 6 feet from 89 to 95 feet. The as -
built guardrail at station 19+00 exceeds the design length by 41 feet from 374 to 415 feet. The as -built guardrail at
station 25+00 exceeds the design length by 25 feet from 665 to 690 feet. The as -built guardrail at station 24+50 is
less than the design length by 18 feet from 160 to 142 feet. The guardrail at station 33+10 exceeds the design
length by 186 feet from 149 to 335 feet, to the end of Phase 1, As-builts. There are 4 new storm drain culvert
pipes along this section of as -built road. The first pipe was noted on the design plans, but was replaced with a new
pipe. The second as -built pipe at station 17+90 is 0.98 feet longer than the design pipe and the slope is greater.
The third as -built pipe at station 25+20 is 0.94 feet shorter than the design pipe and the slope is less. The fourth
as -built pipe at station 29+06 is 0.22 feet shorter than the design pipe and the slope is greater. It is noted that all
storm drain pipes operate with inlet control. Construction inspections including the soils and stone reports were
provided by Viola Engineering. The asphalt design mix from S.L. Williamson is attached hereto.
Based on observation and as -built field measurements, the quality of workmanship on Newcomb Mountain Lane
is exceptional.
