This project is approved. A. Stormwater Pollution Prevention Plan (SWPPP) — (Rev. 2) Revised SWPPP received 6/26/2020 11:24 AM is deficient and fails to adequately consider prior review comments, which is problematic. (Rev. 3) Prior review comments addressed. SWPPP (SWP3,) is approved. The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide SWPPP, given potential for erosion. Use Albemarle county SWPPP template. As follow-up: Relocate Registration Statement from Sec. 11 of SWPPP to Sec. 1. c. Registration Form: Indicate land disturbance has commenced, if it has. Item Section V.C. (Rev. 2) Addressed. Land disturbance commenced prior to plan approval. As follow-up: Revise Sec. IV.B., Registration Form (project dates) to reflect accurate, actual date land disturbance began. d. Sec. 3, SWPPP, Nature of Activity: Item 2.a. makes reference to `active trenching operations.' VESCP plan does not indicate trenching. Please revise SWPPP or plan for consistency. (Rev. 2) Partially addressed. As follow-up: Include reference to import of fill material. Sec. 3 Nature of activity is somewhat misleading. Revise for transparent reference to multiple purposes, to include stated purpose and explicit reference to off -site import of fill material. Note: Fill activity is subject to 18-5.1.28 requirements. Stated purpose: `This project proposes to grade approximately 3 acres of pasture on agricultural land to provide ease of access for livestock and equipment. Following grading operations, the land will be seeded and allowed to return to pasture.' Note: Engineering Review Comments Page 2 of 4 Were this a complete, accurate description (with no off -site material import), the project would not require a VESCP permit under 18-5.1.28. e. Sec. 4, Erosion and Sediment Control Plan: Include revised VESCP plan, once comments addressed. (Rev. 2) Persists. Asefollow-up: With Rev. 3, please update SWPPP to include I I" x 17" ESC Plan sheet inserts. f. Sec. 6, Pollution Prevention Plan: Recommend provide I I" x 17" exhibit v. full-size PPP plan. (Rev. 2) Withdrawn. Note: Once VESCP plan is approved, copies of SWPPP and full-size PPP Exhibit, if full-size retained, must be on -site at all times. Engineering continues to recommend I I" x 17" PPP Exhibit and with future project submittals will insist on this requirement. A full- size PPP is problematic, is more likely to become separated, lost, etc. than I I" x 17" PPP exhibit. g. Sec. 7, Discharges to Impaired Waters: please complete. Stormwater Management Plan (SWMP) — NA: VESCP only D. Erosion and Sediment Control Plan (ESCP) — (Rev. 1, 2, 3) If text is grayscale, comment is addressed. Virtually all comments addressed. Please note request for revisions at items 20, 21, 22. Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved. Sheet 1 2. Silt fence bars entry to fill site; provide break in SF so haul trucks may enter. 9. Similarly, provide break in silt fence at base of 18' sediment trap weir. 10. Provide site -specific sediment trap profile. This is a substantial sediment trap. VESCH typical /generic detail (sheet 6) is inadequate. (Rev. 1) Applicant: `The revised plan includes two sediment traps that have been simplified to rectangular shapes. The standard detail provided in the notes and details sheets should now be sufficient for construction of both sediment traps.' Also, please seefollow-up at item 20. 11. Where proposed grade ties to existing grade, there are new permanent channels. Evaluate channel capacity /velocity against 2-, 10-yr events, respectively. Evaluate permanent channels for erosion. Provide /specify stabilization matting /blanket, if needed, for permanent channels created by proposed final grade. ( :w rto; below [ images removed with Rev. 1 comments.] ) 53: 4 12. Acquire temporary off -site construction easement, TMP 71-21, if needed. (Rev. 1) NA Applicant response (6/l/20 letter): The site has been shifted to the north to avoid impact on TMP 71-21 so that no construction easement should be necessary. 13. Revise design (as needed) to ensure no off -site erosive impact, or construction impact to TMP 71-21, unless easement acquired to allow off -site construction. Runoff may not impact adjacent parcels. Evaluate. Furnish calculations. (Rev. 1) NA Applicant response: `The proposed grading has been shifted to the north and no longer proposes any grading on areas that drain to TMP 71-2L' 14. Provide channel cross -sections for permanent channels (north / south) created by proposed final grade, sheet 4. Sheet 4 15. Phase II diversion dike (DD) is impermissible as a permanent measure (it is a temporary ESC measure). Provide, instead, a permanent grass -lined or stabilized channel capable of withstanding 2-yr event runoff, capable of containing 10-yr event volume. Engineering Review Comments Page 4 of 4 16. Certain sections of SF in Phase II lie upslope of final graded -disturbed areas, and are not strictly needed (comment applies to sheet 3, as well). 17. Revise legend to include WR. Do not recognize this symbol in the VESCH. 18. Sheet 5: Few if any references to Stormwater Management on this sheet are necessary; majority of references may be removed. Also, item 5, above. 19. Include code text at 18-5.1.28, Borrow, fill or waste areas (below [18-5.1.28 text removed with Rev. 1 comments), on the plans (except 18-5.1.28.b.6., since an Erosion and Sediment Control plan is required). Sheet 3: Although ST1 and ST2 Calculation tables list base dimensions, please label floor dimensions in plan view to aid construction inspection. (Rev. 2) Addressed. 21. Revise grades (sheet 3, 4, 5) to show a gradual transition to 3:1 slopes. Proposed transition is 12.5:1 to 3:1, abruptly. Include a gradual, curved transition to 3:1 to mimic natural land features. Engineering will not approve flat -to -steep (12.5:1-to-3:1) sudden transition in rural areas. 3:1 slopes are permissible, but revise to show smooth curved transition. We recommend plan notes capture design intent. Ref imago be [ image removed with Rev. 2 comments. ] (Rev. 2) Addressed. 22. Label Dick Woods Road. (Rev. 2) Addressed. The VESCP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Process: After approval, plan will have to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will have to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will have to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. If any easements are required, then after easement plat is recorded, the County can hold a pre -construction conference. Applicants must complete the request for a pre -construction conference form, and pay the remainder of the application fee (if any). The form identifies the contractor and responsible land disturber, and fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a grading permit will be issued by the County so that work may begin.
