RE: SDP - 2005 -0054 Westhall Phase 4 Townhouses Preliminary Site Plan
Dear Sir:
The Department of Community Development hereby grants administrative approval to the above referenced
site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of
Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on September
23, 2006. If the preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies
to the Department of Community Development. This letter must be submitted with the tentative plans, as a
checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be
denied.
Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated
applications and fees must also be submitted with the eight (8) tentative Plans.
Once the tentative plan is submitted and reviewed you will receive comments from all
departments /divisions /agencies that have made comment on the tentative plan. Any further responses
must be made directly to each department /division/agency that has further comment. After all
aforementioned departments /divisions /agencies have granted tentative approval, you must verify with
the Planner that you may submit the final mylars (2 sets), paper copies (2 sets), the final site plan
application, and final site plan fee to the Department of Community Development. Signing of the
plans will occur within one week once it is determined that the final site plan mylars reflect all
tentative approvals.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:
Zoning & Current Development approval to include:
❑ [18- 32.6.3] Approval of a landscape plan in compliance with Section 32.7.9;
❑ [I 8-32.6.6.j and 18 -4.17] Submittal of a description and photograph or diagram and show
the location of each type of outdoor luminaire that emits 3,000 or more initial lumens.
Please be aware that installation of such luminaires in the future that are not shown on this
plan shall require an amendment to this plan;
❑ [I 8-32.6.6.j and 18 -4.17] Submittal of a photometric plan on the site plan demonstrating
that parking area luminaires are in compliance with 4.17.4.b
❑ [4.16] Approval and construction of the recreation area required for this multifamily
development that will be physically installed in a portion of Phase 5 south of the proposed
stormwater in Phase 5 and adjacent to Westhall Drive.

Engineering approval to include:
❑ [I 8-32.5.6k] Concentrated flow will not be allowed to cross the internal streets of the site
plan. It appears concentrated flows will cross the travel lanes at several locations;
❑ [18- 32.5.6k] The proposed SWM facilities in Phase I and H do not include the entire
drainage area for Phase IV. Please provide conceptual SWM quantity and quality for the
entire area for Phase IV. This includes showing the proposed drainage areas for Phase IV on
a preliminary plan sheet;
❑ [ 18- 32.7.2.8,DM, Section 61OA] Please revise the sidewalks to a minimum width of five (5)
feet. Note 8, on the cover sheet, will need to be revised as well. The most recent CG -12
detail from the VDOT Road and Bridge Standards, 2001 Edition (Page 203.06, insertable
sheet A59, rev. date 03 -03) states a five (5) foot minimum width for sidewalks. "Sidewalks
will be designed and constructed according to VDOT standards unless otherwise provided
herein ",
❑ SWM computations for Facility B will be resubmitted in accordance with 19 August 2005
letter from David Jensen, PE and,
❑ All applicable items as specified in the Design Standards Manual, Section 902 B.

Albemarle County Service Authority approval to include:
❑ Final water and sewer plans are required for review and approval prior to granting tentative
approval.

❑ [14-521] Verify Adequate fire flow is available. Required fire flow is 2000 GPM @ 20 PSI.
