The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [14-302(B)(6)] Tax Map Parcel. Provide the unabbreviated tax map and parcel number in at least one place on the plat. Staff suggests providing this information on the Cover Sheet. Unabbreviated tax map numbers have been added to the Existing Conditions sheet (Sheet 2 of 6). 2. [14-302(A)(3), 14-303(E), 14-306] Proposed Roads. a. Are proposed roads intended to be public or private? Note 6 on the Cover Sheet indicates these roads will be private but road labels on this plat and other materials, including the site plan (SDP202000013) and road plans, allude to these roads being public. Please clarify. (Note: Per 14-412(F), any street that is not constructed to meet the to meet the standards necessary for inclusion in the system of state highways shall be privately maintained and shall not be eligible for acceptance into the system of state highways unless improved to current Virginia Department of Transportation standards with funds other than those appropriated by the General Assembly and allocated by the Commonwealth Transportation Board.) i. If public, remove Note 6 and include a note that instead dedicates the roads for public use. ii. If private, label the roadways as "private" on all sheets, a private street request will need to be submitted, reviewed, and approved (see 14-306, 14-234, 14-410, and 14-412 for more information), and submit maintenance agreements for review/approval. Old note 6 has been removed. 3. [14-302(A)(8), 14-303(E)] Proposed Lots. a. List the number of lots being created on the Cover Sheet. The number of created lots has been added to the Area Summary on the Cover Sheet (Sheet 1 of 6). b. On Sheet 3, provide bearing and distances (including totals) for front property boundaries on Lots 5-7, Lots 17-19, and Open Space D. These bearings and distances have been added. c. Please be aware the Open Space acreage provided here does not align with the acreage provided by the site plan for this development (SDP202000013). The acreages and square footages for all open space lots have been double checked. The discrepancy may be a rounding issue. 4. [14-302(A)(5)] Trail easements. Per the preliminary plat and initial site plan approval for this development, provide apublic easement along the proposed trail so residents of adjacent neighborhoods can access the proposed greenway system that was proffered by ZMA201600005. A new trail easement has been added to Sheet 5 of 6. 5. [14-303(0-P)] Owner signatures. Provide a statement of consent, signature line, and notary panel for the property owner of TMP 56-57B 1 since new easements are proposed on their property. The off -site portions of sanitary, storm and emergency access easements have been separated from this plat and has been made into their own plats. These plats (one for the emergency access and one for the sanitary and storm) are currently under review by Albemarle County. 6. [14-302(A)(13), 14-302(A)(4-5)] Utility easements. a. Remove the second sentence from Note 16 on the Cover Sheet accordingly. Site plans do not serve to record easements. Second sentence has been removed from note 16. b. On Sheet 5, label all new ACSA easements as "New". ACSA easement labels have been updated. c. On Sheet 6, should SWM areas be revised to say "(Stipple)" rather than "(Hatch)"? SWM easement labels have updated. 7. [14-302(B)(10)] Stream buffers. a. There are areas on the plat where the stream buffer location is depicted as much as 12ft less than the required 100ft buffer distance. Revise the buffer location such that at least 100ft buffer is provided along the entire length of the stream shown on all sheets. The plat has been updated with stream and buffer linework from county GIS. b. Include this follow required statement on the Cover Sheet: "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." New note 19 addresses this comment. 8. [14-302(B)] Zoning Notes. a. If this is a cluster development, include that information as part of the zoning district. Zoning information has been updated in new note 5. b. Revise the Overlay District information to only list Steep Slopes (Managed), since that is the only Overlay District that is regulated by the County, per § 18-30. Move the remainder of the information that is currently provided to the notes section, as this information is still needed. The Overlay Districts section under Site Data on the Cover Sheet has been modified to only address the overlay districts listed in §18-30. The other applicable overlay districts are listed in new notes 17 and 18. c. Show steep slope locations on the Existing Conditions Sheet and Subdivision Sheets. Locations of steep slopes have been added to sheets 2, 3, and 4 9. [14-302(B)(8), 4.19] Yards. Revise the setback notes on the Cover Sheet to reflect the following: a. Front = (current information) and front -loading garage = 18ft minimum b. Side = 5ft minimum, No maximum c. Building Separation = 1 Oft minimum d. Rear = 20ft minimum, No maximum The building setbacks have been modified in new note 14. 10. [14-303(G)] Open Spaces. Identify the ownership and maintenance of all common areas. New note 8 has been added to address this comment. 11. [14-303(G, I)] Monuments. At least two permanent monument locations need to be demonstrated on the plat with material and location. Indicate the monument material and location for at least one other monument. Additional found monuments have been identified on Sheet 2 of 6. 12. [14-303(S)] Control points. Provide at least four (4) control points, evenly distributed across the property and located at survey property corners. Four control points with local coordinates have been added to Sheet 2 of 6. This project has not been translated and rotated to State Plane Coordinates. 13. [Comment] Process. Please be aware that: a. A final site plan and road plan for this development are also under review by the County at this time. Regarding process of approvals, the road plan and VSMP plan for this development will need to be approved and bonded before either the final plat or site plan can be approved. Depending on if the final plat or site plan is approved first, the unapproved document will need to confirm to the approved document or, if that is not possible, the approved will need to be amended. Duly noted. 14. [14-317] Maintenance instruments. Provide legal instruments evidencing maintenance of improvements included on the plat. Legal instruments will be provided by project attorneys. OTHER SRC REVIEWERS Albemarle County Engineering Services (Engineer) Matthew Wentland, mwentlandgalbemarle.org — Requests Changes 1. The road plans will need to be approved and bonded before final plat approval. Duly noted. 2. The VSMP plan will need to be approved and bonded before final plat approval. Duly noted. 3. Include on the plat the total area of the Forest and Open Space Easements. The total area of the SWM Forest & Open Space Easement has been added to the identification text of this easement on sheet 6 of 6. 4. A Deed of Dedication will need to be signed and recorded for the SWM facility easements and the SWM Forestand Open Space easements. This will be filled out by the County and forwarded to the applicant when the final plat is nearing approval. Duly noted. 5. Label Storm Drainage Easement as Public or Private. The storm drainage easement between Lots 16 and 17 should also be a part of the SWM Access Easement. All storm drainage easement text has been updated to include "Public" in their descriptions. Also, new note 16 has been modified to include all easements in their dedication to public use. The storm drainage easement between Lots 16 and 17 has been updated to include access to the SWM Easement. 6. The storm drain easement on Lot 23 does not match what is shown on the road plans dated 1 /30/20. XXXXX 7. A deed will also be required for the public drainage easements. Duly noted. The following review comments were sent to the design engineer for road and site plan revision and may affect the final plat: 1. An SSAR Exception for connectivity will be required in order for this plan to be approved. Has this been submitted for review? 2. Please add the following note to the plan: Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. 3. ITE trip generation should be from 91h edition or later. 4. Please review proposed contour 664 @ sta. 15+30 on Indigo Road. VirginiaDOT.org WE KEEP VIRGINIA MOVING 5. Indigo Road Cul-De-Sac should have a slight crown in the center to direct water to the gutter. 6. Ponding of water may occur @ sta. 15-85 on Indigo Road parking space. Spot elevations should be shown in areas of potential ponding. 7. Please show spot elevations on CG-9D/sidewalk area of paved emergency access for adequate drainage into proposed stormwater system. 8. Storm sewer pipes should cross streets at 90 degree to flow of traffic. 9. Stormwater system appears to be deeper than may be required for adequate drainage. Deep stormwater systems and utilities conflict should be avoided. Please review utility layout design for conflict resolution to rectify proposed depth of utilities. VDOT Drainage Manual 9.4 .1 (Design Concepts, System Planning) 10. Please review proposed HGL in stormwater system. (sheet 7) 11. Show proposed underdrains/cross-drains on plan & profile. 12. CG-9D's do not appear to be shown per detail in cul-de-sac of Indigo Road. 13. Due to the level of items noted in this review, these comments may not be exhaustive.
