S. Tavern, Albemarle County, DHR File Number 002-0231 Julie V. Langan Director Tel: (804) 367-2323 Fax: (804) 367-2391 www.dhr.virginia.gov Dear Mr. Taggart: I am responding to the County's request for an opinion on the renovation of the D. S. Tavern. The Tavern has been listed on the Virginia Landmarks Register and the National Register of Historic Places since 1983. The listing is an honorary status that does not require State Historic Preservation Office review if state or federal funds are not being used for project work. We appreciate the County consulting with our office when a rehabilitation or renovation is planned. I understand that primary interest of the County is to see if the planned work would endanger the listing status of a building. Albemarle County has an inventory of some of the finest architecture and highly valuable archaeology sites in Virginia-- including state and federal listings, National Historic Landmarks and two complexes on the UNESCO World Heritage List. Your stewardship is appreciated. Earlier this year the County sent the plans/renderings for work on the D.S. Tavern. The County asked whether the work would impact the eligibility of the building to remain on the state and federal registers. DHR reviewed the submission and sent comments to County staff. Our comments prompted a second revision of plans/drawings from the owner/client. Both rounds of review were circulated amongst the members of the DHR National Register Evaluation Committee and DHR architects who work in the Rehabilitation Tax Credit Section. DHR staff felt that the revisions in emailed document titled "DS_Tav-Presentation-2020_05_l l.pdf' matched the spirit of the DHR recommendations made on the initial submission. DHR staff members agreed that this version of the renovation would not impact the building to the degree that would trigger a staff review of eligibility. If the work is executed as shown in those "2020_05_11" drawings, the D.S. Tavern will retain eligibility for listing. We would like to have updated photos for the official file when the work is completed (digital photos emailed are fine). The current work planned on the house is subordinated to the overall form and architectural design. There is concern that future alterations could bring the building close to a "tipping point" so we continue to encourage the County to exercise its stewardship efforts on the D.S. Tavern, one of just a few historic taverns left on this historic regional road. Please feel contact me at 804-482-6099 or email at marc.wagner(c-r,dhr.vir i nia.gov for any further follow up or assistance needed on this matter. Sincerely, Marc C.
