REPORTS WILL BE REQUIRED FROM THE RLD IF NEEDED. SPECIFIC ATTENTION WILL BE GIVEN TO

a. SEDIMENT BASINS AND/OR TRAPS WILL BE CLEANED AND MAINTAINED IN ACCORDANCE WITH

THE PURPOSE OF THIS LAND DISTURBANCE ACTIVITY IS TO CONSTRUCT RESIDENTIAL HOMES AND THEIR
CORRESPONDING INFRASTRUCTURE. THIS PROJECT PROPOSES TO DISTURB A TOTAL OF 7.06 ac (6.03 cc.
REQUIRED FOR THIS SITE, 1.03 oc. FOR THE EMERGENCY ACCESSWAY CONNECTION TO GLENBROOK DEVELOPMENT,
WHICH IS COVERED UNDER THE FOOTHILL CROSSING ll VSMP AMENDMENT #2 WPO207700020 PLAN) OF LAND.
THE PROJECT WILL BEGIN ITS CONSTRUCTION WITH THE PROPOSED ESC MEASURES IMMEDIATELY FOLLOWING PLAN
APPROVAL, WHICH IS ANTICIPATED TO BE IN THE SUMMER OF 2019. THE WORK IS ANTICIPATED TO BE

CRITICAL AREAS.

CONSTRUCTION ACTIVITIES. THESE AREAS ARE DOWN GRADIENT FROM THE VAST MAJORITY OF THE PROPOSED
DISTURBANCES. THESE AREAS, IN ADDITION TO THE MANAGED STEEP SLOPES, ARE CONSIDERED TO BE CRITICAL
AREAS. THE CONTRACTOR SHALL GIVE EXTRA ATTENTION AND CAUTION IN AND AROUND THESE AREAS TO
ENSURE SEDIMENT IS NOT DEPOSITED ON THEM OUTSIDE THE SCOPE OF THE PROPOSED PLAN. TREE PROTECTION
FENCING, SILT FENCING, DIVERSIONS AND SEDIMENT TRAPPING DEVICES SHALL ALSO BE INSTALLED AS A FIRST
STEP IN LAND DISTURBANCE TO ENSURE THESE CRITICAL AREAS ARE MAINTAINED.
SEQUENCE OF CONSTRUCTION:
1. CONTRACTOR SHALL NOTIFY THE ALBEMARLE COUNTY COMMUNITY DEVELOPMENT ENGINEERING
DEPARTMENT TO SCHEDULE A PRE -CONSTRUCTION MEETING.
2. PRIOR TO DISTURBANCES, THE LIMITS OF DISTURBANCE SHALL BE FLAGGED AND THE TREE PROTECTION
FENCING SHALL BE INSTALLED.
J. NO EROSION CONTROL MEASURES MAY BE REMOVED DURING THE CONSTRUCTION PROCESS WITHOUT THE
APPROVAL FROM THE INSPECTOR ON THE PROJECT.
4. INSTALLATION OF THE PROPOSED CONSTRUCTION ENTRANCE SHALL OCCUR NEXT. THE CONTRACTOR SHALL
APPLY CONSTRUCTION ROAD STABILIZATION AS NEEDED. CONTRACTOR SHALL ENSURE THE CONSTRUCTION
ENTRANCE DRAINS TO AN ADEQUATE E&S MEASURE. A NEARBY SEDIMENT TRAPPING DEVICE IS PROPOSED
TO HANDLE SMALL, FLASH WASHOFFS FROM CONSTRUCTION VEHICLES. CONSTRUCTION ENTRANCE TO BE
INSTALLED WHERE CONSTRUCTION VEHICLE ROUTES INTERSECT PAVED PUBLIC ROADS, PROVISIONS SHALL BE
MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY (VEHICULAR) TRACKING ONTO THE PAVED SURFACE.
WHERE SEDIMENT IS TRANSPORTED ONTO A PUBLIC ROAD SURFACE, THE ROAD SHALL BE CLEANED
THOROUGHLY AT THE END OF EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE ROADS BY SHOVELING
OR SWEEPING AND TRANSPORTING TO A SEDIMENT CONTROL DISPOSAL AREA. STREET WASHING SHALL BE
ALLOWED ONLY AFTER SEDIMENT IS REMOVED IN THIS MANNER.
5. THE INITIAL ESC CONSTRUCTION MEASURES, AS SHOWN ON THE PHASE I EROSION & SEDIMENT CONTROL
PLAN, SHALL BE INSTALLED NEXT. THE CONTRACTOR SHALL BEGIN BY INSTALLING THE PERIMETER SILT
FENCE AND TREE PROTECTION. PERIMETER MEASURES INTENDED TO TRAP SEDIMENT SHALL BE
CONSTRUCTED AS A FIRST STEP WITH ANY LAND DISTURBANCE ACTIVITY AND SHALL BE MADE FUNCTIONAL
BEFORE UPSLOPE LAND DISTURBANCE TAKES PLACE.
6. ONCE THE PERIMETER EROSION CONTROL MEASURES HAVE BEEN INSTALLED, AND THE COUNTY INSPECTOR
HAS APPROVED THESE MEASURES, THE CONTRACTOR CAN BEGIN LIGHT CLEARING. THE CONTRACTOR SHALL
BEGIN BY CLEARING THE AREAS REQUIRED TO ACCESS THE LOCATIONS OF SEDIMENT BASIN AND ITS
CONTRIBUTING DIVERSIONS. INSTALLATION OF SEDIMENT BASIN #1 SHALL IMMEDIATELY FOLLOW THE
SELECTIVE CLEARING. FOLLOWING THE INSTALLATION OF THE BASIN, THE CONTRACTOR SHALL INSTALL ITS
DIVERSIONS. ANY REMAINING EROSION CONTROL ITEMS AS SHOWN ON THE PHASE l EROSION CONTROL PLAN
SHALL ALSO BE CONSTRUCTED AT THIS TIME.
7. ONCE ALL THE PHASE / EROSION CONTROL ITEMS HAVE BEEN INSTALLED & ARE OPERATIONAL, DRAINAGE IS
PROPERLY CONVEYED TO THESE MEASURES, AND THE ESC INSPECTOR HAS GRANTED APPROVAL, THE
CONTRACTOR CAN BEGIN CLEARING THE REMAINDER OF THE SITE. TEMPORARY SEEDING, PERMANENT
SEEDING AND DUST CONTROL SHALL BE IMPLEMENTED AS REQUIRED.
8. AFTER CLEARING THE PROPOSED AREAS, THE CONTRACTOR CAN PROCEED TO PHASE ll OF THE EROSION &
SEDIMENT CONTROL PLAN. THE CONTRACTOR SHALL BEGIN ROUGH GRADING THE SITE TO THE CONTOURS
SHOWN ON THE PHASE Il EROSION & SEDIMENT CONTROL PLAN. AS THE ROUGH GRADING OCCURS THE
CONTRACTOR SHALL MAINTAIN, AND MODIFY AS NECESSARY, THE PERIMETER DIVERSIONS FEEDING THE
SEDIMENT BASIN. THESE DIVERSIONS SHALL REMAIN FUNCTIONAL AS LONG AS POSSIBLE AND SHALL NOT BE
MODIFIED OR REMOVED WITHOUT PRIOR APPROVAL FROM THE ESC INSPECTOR. MEASURES INTENDED TO TRAP
SEDIMENT SHALL BE CONSTRUCTED AS A FIRST STEP WITH ANY LAND DISTURBANCE ACTIVITY AND SHALL
BE MADE FUNCTIONAL BEFORE UPSLOPE LAND DISTURBANCE TAKES PLACE.
9. ONCE THE SITE IS ROUGH GRADED THE CONTRACTOR CAN BEGIN INSTALLATION OF THE UTILITIES CURB
AND GUTTER AND ROADS. INLET PROTECTION SHALL ALSO BE INSTALLED AS THE STORM SEWER IS
CONSTRUCTED. INLET PROTECTION SHALL BE INSPECTED AFTER EACH RAINFALL EVENT AND REPAIRS SHALL
BE MADE AS NEEDED. IF THE STONE FILTER BECOMES CLOGGED WITH SEDIMENT SO THAT IT NO LONGER
ADEQUATELY PERFORMS ITS FUNCTION, THE STONE MUST BE PULLED AWAY AND CLEANED AND/OR
REPLACED.
10. INSTALL THE CULVERT FOR THE EMERGENCY ACCESSWAY.
10.1. CONTRACTOR SHALL INSTALL AND MAINTAIN A STREAM FLOW DIVERSION PER DIVERSION CHANNEL
CROSSING VESCH DETAIL 3.25-1 DURING ENTIRE CULVERT CONSTRUCTION OPERATION.
10.2. SILT FENCE SHALL BE INSTALLED ON BOTH SIDES OF THE PROPOSED STREAM DIVERSION CHANNEL.
THE CONSTRACTOR SHALL INSTALL AND ADJUST SILT FENCE AS NECESSARY TO PREVENT SOIL FROM
ENTERING STREAM. RIPRAP SHALL BE PROVIDED WITHIN THE EXISTING STREAM BED AT THE TRANSITION
FROM THE EXISTING STREAMBED TO THE PROPOSED DIVERSION CHANNEL AND AT THE TRANSITION
BACK FROM THE DIVERSION CHANNEL TO THE EXISTING STREAMBED. AN APPROVED FLOW BARRIER
(SANDBAGS, PLYWOOD, JERSEY BARRIER, OR EQUIVALENT) WILL BE INSTALLED BEHIND THE RIPRAP
TRANSITION.
10.3. THE DIVERSION CHANNEL CROSSING MUST BE OPERATIONAL BEFORE WORK IS PERFORMED IN THE
STREAM (CONSTRUCTION OF DIVERSION SHALL BE PERFORMED %N THE DRY").
10.4. ONCE THE STREAM IS DIVERTED, THE CONTRACTOR SHALL INSTALL THE PROPOSED CULVERT.
10.5. UPON COMPLETION OF THE CULVERT INSTALLATION, AND WITH INSPECTOR APPROVAL, THE CONTRACTOR
SHALL REMOVE THE STREAM DIVERSION AND ALLOW STREAM FLOW TO RESUME THROUGH THE CULVERT.
11. THE CONTRACTOR SHALL INSTALL ANY REMAINING EROSION CONTROL ITEMS AS SHOWN ON THE PHASE ll
EROSION CONTROL PLAN. TEMPORARY SEEDING, PERMANENT SEEDING AND DUST CONTROL SHALL BE
IMPLEMENTED AS REQUIRED.
12. PERMANENT OR TEMPORARY SOIL STABILIZATION SHALL BE APPLIED TO DENUDED AREAS WITHIN SEVEN
DAYS AFTER FINAL GRADE IS REACHED ON ANY PORTION OF THE SITE. TEMPORARY SOIL STABILIZATION
SHALL BE APPLIED WITHIN SEVEN DAYS TO DENUDED AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL
REMAIN DORMANT (UNDISTURBED) FOR LONGER THAN 30 DAYS. PERMANENT STABILIZATION SHALL BE
APPLIED TO AREAS THAT ARE TO BE LEFT DORMANT FOR MORE THAN ONE YEAR.
13. ONCE PHASE lI OF CONSTRUCTION IS COMPLETE, THE SITE IS STABILIZED AND THE INSPECTOR HAS GIVEN
APPROVAL, THE CONTRACTOR CAN THEN CONVERT SEDIMENT BASIN #1 INTO THE PROPOSED SWM FACILITY.
AT THE TIME OF SEDIMENT BASIN #I's CONVERSION THE INLETS, AND ANY POTENTIAL ASBUILT YARD

WATER QUALITY SUMMARY
THE STORMWATER QUALITY REQUIREMENTS FOR THIS DEVELOPMENT ARE MET, IN PART, THROUGH THE USE OF
PRESERVING OPEN SPACES. THIS PLAN PROPOSES TO PRESERVE 0.25 ACRES OF UNDISTRIBUTED LAND WITHIN
THE PROPERTY LIMITS. ADDITIONALLY, NUTRIENT CREDITS WILL BE PURCHASED, TOTALING 5.24 Ibs/yr. THE

FACILITY CONSTRUCTION
1. THE DETENTION BASIN MAY SERVE AS A SEDIMENT BASIN AND/OR TRAP DURING PROJECT CONSTRUCTION. IF THIS IS DONE THE VOLUME SHALL BE BASED ON
THE MORE STRINGENT SIZING RULE (EROSION AND SEDIMENT CONTROL REQUIREMENTS VS. STORMWATER TREATMENT REQUIREMENTS). INSTALLATION OF
THE PERMANENT RISER SHALL BE INITIATED DURING THE CONSTRUCTION PHASE AND DESIGN ELEVATIONS SHALL BE SET WITH FINAL CLEANOUT OF THE
SEDIMENT BASIN AND CONVERSION TO THE POST -CONSTRUCTION POND IN MIND. APPROPRIATE PROCEDURES SHALL BE IMPLEMENTED TO PREVENT

6. CONTRACTOR SHALL EXCAVATE THE CORE TRENCH AND INSTALL THE SPILLWAY PIPE DURING THE ESC PHASE.
