RE: Spring Hill Village Road plans (SUB201900158)
Thank you for your comments dated June 15, 2020 on the above referenced project. Below are our responses to the remaining
comments on the road plans.
Engineering (Emily Cox):
1. Comment acknowledged.
2. SUB202000082 has been added to the cover sheet.
3. General note #1 has been revised on Sheet 4 – Existing Conditions.
4. Sheet 13 public and private cross‐section labels have been revised to “Var. Width R/W” due to the parking bumpouts.
5. Road cross‐sections have been updated in plan view to match the cross‐sections shown on Sheet 13.
6. Entrance radii into Flora Court have been revised to 25’.
7. This portion of Koch Court is less than 150’ in length. Based on Fire/rescue and VDOT requirements, the cul‐de‐sac can be
30’ in radius, and does not require a full cul‐de‐sac for a turn‐around.
8. Pavement markings have been shown on the layout plan.
9. Storm drains and utilities have been shown on Sheets 28‐29 – Landscaping Plan.
10. Included with this submittal is the slope analysis that was performed along the preserved slopes by Roudabush, Gale, and
associates in October 2018. The updated topo was incorporated into the project survey design, and the preserved slopes
that were less than 25% were re‐classified as managed slopes.
11. Wall maintenance easements have been shown and labeled on Sheets 9‐10 – Grading & Drainage Plan.
12. SWM facility easement has been shown and labeled on Sheet 9 – Grading & Drainage Plan. Pipes 1 and 3 are within this
easement area.
13. Sight distance easement over Lot 57 has been shown and labeled on Sheet 5 – Layout.
14. WPO plan number has been added to references to the VSMP plan on Sheets 9‐12 – Grading & Drainage Plan. The culvert
design is part of the road plans that VDOT has been reviewing for acceptance.
15. “Foxworth Lane” and “Lockett Lane” references have been removed from the road plan and replaced with “Eustis
Avenue”.
16. VDOT cross‐drains have been shown and labeled on Sheets 15‐17 – Road & Waterline Profiles.
17. Reference to Berkmar Overlook has been removed from Sheet 25 – Drainage Calculations.
18. Dimensions and type of rip‐rap have been added to the end of storm profiles where applicable on the grading and
drainage sheets and on the profile sheets.
Planning (Cameron Langille):
1. Comment acknowledged.
2. Sheet 3 has been updated to state that SDP201900026 for Block 8A was approved on April 23, 2020.
3. A request is being submitted for the private street for these Townhouse lots, along with the fee and application.
4. Parking bumpouts have been shown along Archer Avenue outside of the greenway crossing area and intersection sight lines.
5. 6’ planting strip has been added to the parking bumpouts on Koch Court, Flora Lane, and Flora Court.
6. Bike lanes have been labeled on Sheets 5, 5A, & 7 – Layout Plan.
7. Note added to Sheet 1 stating that Archer Avenue will be designed to the “Connector Road – Public VDOT Roads” cross‐section
and standards specified in Section 2.8 of the ZMA201500007 Code of Development.
a. Archer Avenue has been designed to the cross‐section shown on page 25 of the COD titled “Figure 10: Connector
Road and Main Street Cross Section.
8. Note added to Sheet 1 stating that Eustice Avenue (formerly Lockett Lane) will be designed to the “Connector Road – Public
VDOT Roads” cross‐section and standards specified in Section 2.8 of the ZMA201500007 Code of Development.

10. Note added to Sheet 1 stating that Flora Court will be designed to the “Private Streets” cross‐section and standards specified in
Section 2.8 of the ZMA201500007 Code of Development.
11. References to Foxworth Lane have been removed from the plan.
12. Lockett Lane cross‐section has been shown on Sheet 13, which is now labeled Eustis Avenue.
13. On‐street parking space dimensions have been labeled on Sheets 5, 5A, 7, & 8 – Layout Plan.
14. Comment acknowledged. “Lockett Lane” has been replaced with “Eustis Avenue.”
15. Greenway dedication note has been added to the Sheets 5, 5A, 7, and 8 – Layout Plan.
16. Comment acknowledged.
17. Matchline labels have been revised on Sheets 28‐29 – Landscaping Plan.
18. Street tree spacing has been revised along the proposed roadways. Note revised on Sheet 29 to state that “1 tree provided for
every 50’ of road right‐of‐way. Uniform tree spacing is not possible along all sections of roadway due to intersection sight lines,
driveways, and utility/storm structures.
a. Comment acknowledged. Spacing note on Sheet 29 have been revised.
b. Street tree calculations on Sheet 29 have been revised per 50’ spacing.
19. Note 3 on Sheet 29 has been updated to match the revised number of street trees along Archer Avenue.
20. Landscaping in open space and buffer areas has been removed from the road plans. Open space and buffer landscaping will be
shown on the final site plan.
21. Landscaping calculations have been revised to only street trees for the road plan. Landscaping calculations for the open space
and buffer areas will be shown on the final site plan.
22. Notes added to Sheets 28‐29 stating that “all landscaping within the street right‐of‐ways shall be installed prior to issuance of
the first certificate of occupancy for a structure in Blocks 9, 10, and 11.”
23. Comment acknowledged. Landscaping in the open space and buffer areas has been removed from the road plan and will be
provided on the final site plan.
24. Comment acknowledged. Application For A Special Lot will be provided with the final subdivision plat.
VDOT (Max Greene):
1. Comment acknowledged.
2. Archer Avenue roadway has been shown as constructed to the intersection with Flora Lane.
3. The northern portion of Koch Lane is less than 150 feet in length, therefore, a turn‐around for Emergency vehicles is not
required. A 30’ cul‐de‐sac to the F/c is acceptable for the design of the cul‐de‐sac in this location.
4. Entrance radii into Flora Court have been revised to 25’.
5. Waterlines have been centered in all proposed public roadways.
6. Storm sewer system has been revised so that pipes cross proposed public roadways perpendicularly. Slight variations to
perpendicular have been provided in locations to ensure 90 degree maximum change in pipe flow direction.
7. Storm sewer system has been revised along Koch Court to provided drainage structures at the low end of proposed
parking stalls to maintain a constant 2% cross‐slope along the roadway through the parking space, per road cross‐section
shown on Sheet 13 – Notes and Details.
8. Type III barricade and signage has been shown on Sheets 5 and 5A – Layout Plan.
9. For the 10‐year storm event, a total of 0.55 cfs (area of 0.09 acres) sheet flows off of the end of Archer avenue at a slope
of 2.5% and velocity of 0.95 fps. For the 10‐year storm event, a total of 0.31 cfs (area of 0.05 acres) sheets flows off of the
end of Eustis Avenue at a slope of 5.5% and a velocity of 1.25 fps. Both of these velocities are not erosive to tall fescue per
Table 5‐14 of the VESCH.
10. Street trees have been relocated at least 30’ away from public street intersections.
11. Note #4 under Landscaping Notes Plan has been added for street trees within intersection sight distance triangles on Sheet
29 – Landscaping.
12. Pavement design note has been added to Sheet 13 – Notes & Details under pavement design chart.
13. Bike lane striping between travel lane and bike lane has been specified as 6” white on the street section details.
14. Pavement markings for pedestrian crossings have been shown on Archer Avenue.
15. Intersection sight distance profiles for all public road intersections and entrances have been shown on Sheets 26‐27 – Sight
Distance Profiles.
16. Comment acknowledged.
ARB:
1. Street tree landscaping has been revised.
