Subject: SDP202000046 Moores Creek Wastewater Treatment Plant (Lighting Plan) - Minor Amendment
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [32.5.1(c), 32.7.8, 4.7] Lighting. Increase the width and boldness of all property lines so they are easily distinguishable
from other lines on the plan.
2. [32.5.2(n)] Outdoor Lighting. On the plan provide cut sheets for all proposed light fixtures. Ensure they are clearly
labeled.
3. [32.5.2(a), 32.7.8, 4.7] Lighting. On the cover sheet clearly label which parcels are included in the lighting plan. It is
not clear which tax map parcels are part of the site plan amendment.
4. [32.7.8, 4.7] Lighting. Utilize a Light Loss Factor (LLF) of 1 for the revised lighting plan. List the LLF utilized on the
plan.
5. 132.7.8, 4.7] Lighting. Identify and label the existing and the proposed light poles and light fixtures.
6. [32.5.2] On the cover sheet provide the following "SDP202000046 Moores Creek Wastewater Treatment Plant
(Lighting Plan) - Minor Amendment".
7. [32.4.3.6, 32.4.3.21 The site plan shall not be approved until all other reviewers have approved the plan. Their
comments are referenced below and attached.

1. Provide a cut sheet for each fixture and lamp to make sure they are full cutoff.
2. Provide a list of fixtures and poles that were existing and an approximate date of the installation or replacement of the
new lighting for each fixture.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to
date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under
"Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code
if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date
of this letter the application shall be deemed to have been voluntarily withdrawn by the developer. If you have any

RE: ARB-2020-64: Moores Creek Advanced Water RRF Lighting Site Plan
Dear Brian,
I have reviewed the above -noted application for a county -wide Certificate of Appropriateness. The
following revisions are requested to make the proposal consistent with the design criteria that apply to the
County -wide Certificate.
1. Revise the plan to include manufacturer's cut sheets for all light fixtures.
2. County policy requires the photometrics to be calculated using a Light Loss Factor (LLF) of 1.0.
Revise the plan to indicate that the LLF is 1.0 and revise the photometrics accordingly if an
alternate LLF was used.
3. The lighting plan shows footcandle (fc) values higher than the Entrance Corridor standard
maximum of 20 fc. Revise the plan so that the maximum fc value does not exceed 20 fc anywhere
on site.
4. Revise the plan to distinguish between existing fixtures, proposed fixtures, and fixtures to be
removed from the site.
5. The property lines and tax map parcels included in the site plan amendment are not easily
distinguishable. Revise the plan to increase the width and boldness of all property lines and
clearly label all parcels included in the lighting plan.
Please respond by email within 15 days of the date of this letter indicating whether you will or will not
proceed with these revisions. Your decision to make the revisions will suspend the 60-day review period
associated with your original submittal. If you choose to complete the revisions, please email the revised
drawings to me. If you choose not to proceed with these revisions, staff will be unable to approve your
application. Failure to respond to this letter shall be presumed to be a request to proceed to action on the
application without further revisions.
