HomeMy WebLinkAboutSDP202000005 Review Comments Minor Amendment 2020-07-17County of Albemarle Department of Community Development Memorandum To: Line and Grade Civil Engineers (dhver(a)line-grade.com) From: Paty Saternye — Senior Planner Division: Planning Date: March 11. 2020 Rev. 1: May 28,2020 Rev. 2: July 17, 2020 Subject: SDP2020-5 (874 Rio Road — Minor Site Plan Amendment) The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 9. [32.5.2(b), 32.5.2(n) & 32.6.20)] Revise the site plan landscaping to: a. Show all existing landscaping for the whole site in the existing conditions sheet C1.0 and included the required information/labeling for the existing plantings. a Rev. 2: Comment not vet fully addressed. Address the following: as follows: v. There are two Leland Cyprus proposed adjacent to the dumpster enclosure. One of them is located too close to the enclosure fence and should be moved in order to not cause damage to the enclosure or block trash pick up. Rev. 2: Comment not vet fully addressed. Identify or remove the symbol directly above the Leyland Cyprus that is a circle with a square in the middle. It appears to Rev. 1: [NEW COMMENT] In the Original vs. Existing Planting Summary address the following: vi. Revise the charts to address the discrepancies specified above in what is shown as Original Proposed. Rev. 2: Comment not vet fully addressed. Address the following: a) The Cherry tree, in the upper left of the site plan and near the building does not appear to be shown in the existing to combined landscaping tables. Revise the charts to include the cherry tree. b) There appears to be one more Redbud tree shown in the landscaping charts than shown on the site (either existing or proposed). Revise the charts to state the correct number of Redbud trees. c) Although the "Additional Species to be planted" chart contains "Buford Holly" and "Carex Grass" they do not appear to shown as beinq planted on the landscape plan. Ensure all things in the chart match those shown as existing and proposed. d) Although there are "Cherry Laurel" shrubs shown on the proposed site plan those shrubs are not contained in any of the charts. Ensure the charts include the remaining and proposed plantings accurately. 14. [32.5.2(n) 32.6.1(e)(6),& 32.6.2(i)] Revise the site plan to: e. Rev. 1: [NEW COMMENT] Revise the "Parking Provided" calculations on the cover sheet to state "Total Provided Parking" instead of "Total Required Parking" and remove the calculation and ADA reference since they are already shown in the "Parking Required" sections above. Rev. 2: Comment not vet fully addressed. It appears that the comment above was misinterpreted. All of that comment was for items under "Parking Provided" and the reference to removing "required" and "ADA reference" were only to be applied to the "Parking Provided" area. Instead the whole "Parking Required" section of the Proposed Site Plan Requirements has been removed, which is not what the comment requested. Also, the loading spaces provided at the back of the building (see new comment below) have not been shown in ii. Put the "Parking Required" section back in as it was shown in the 3/27/2020 submission). iii. Add the loading spaces, provided at the back of the building, in a new section under the "Parking Provided" area of the data. 20. [Comment] See the attached comments from the other reviewers. The site plan will not be approved without the approval of the other reviewers. Rev. 1: Comments not yet fully addressed. Attached please find the ARB, ACSA and RWSA comments. This site plan will note be approved without the approval of all other reviewers. Rev. 2: Comment not vet fully addressed. ARB comments are still oendina and will be forwarded to you once they are available 23. Rev. 2: rNEW COMMENTI Provide labels (including the dimensions) and hatchina for the two loading space areas at the back of the building. 24. Rev. 2: rNEW COMMENTI Replace the Scope of Work: section of the coversheet and ensure it encompasses the work that is proposed. It appears this section of the cover sheet was accidentally removed while editing the Project Summary. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may be found on the County Attorney's website which may be found under "Departments" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
