Charlottesville, VA 22902 Subject: Site Review Meeting Comments Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the December 8, 2005 Site Review Committee Meeting: SDP 2005 -00117 Luxor at Pantops, Route 250: (Francis MacCall) • Roadway to be maintained by the State needs to be clearly identified on the plans; • 40' ROW shown on the plans is not adequate for the typical section shown in order to provide the minimum 3' space behind the curb and gutter (minimum of 41' is required); • Entrance need to include Handicap Ramps (CG -12); • Entrance need to be designed in accordance with the Minimum Standards for Entrances to State Highways; • Sight distances need to be shown for each entrance and intersection; • Sight easements need to be shown on the plan if necessary to meet the minimum entrance sight distance requirements; • Roads need to be designed in accordance with the current Subdivision Street Standards and the Road Design Manual; • Entrance and roadway profiles, drainage computations and pavement design calculations will need to be submitted with the final plans. V­- �i'EARS OF Tit AHSPORiAikOH El[C4LEHCE 1 9-D 6 2 0 0 6 Glenn Brooks December 7, 2005 Page Two SDP 2005 -00122 Albemarle Place, Route 29: (David Pennock) • Design or fund the design of the interchange at Route 29 and Route 743 (Hydraulic Road) and provide ROW dedication consistent with the design. This design will need to be reviewed and approved by the VDOT and the County prior to acceptance of any proposed improvements. Once approved this design will be the official map for the future improvements at the Route 29 / 743 connection; • The Route 29 / Cedar Hill Road crossover and signalized intersection will be permitted as a temporary intersection until such time as access thru to the existing Sperry site to Route 29 is built or access thru the Comdial site to Greenbriar Road is built. The permitting of this temporary signalized cross -over is contingent upon a bond or irrevocable Letter of credit from the applicant to cover the removal cost of the signal and crossover and the cost to convert of the connection to a right in/out AND acknowledgement from Albemarle County, in writing, of the temporary nature of the signalized cross -over and their willingness to require future applicants to provide the connections to Greenbriar Road and Route 29 through the Comdial and Sperry sites; • The existing ROW line on the east side of Route 29 needs to be shown on the plans; • The existing conditions of Route 29 need to be shown; • The existing facilities along Route 29 need to be addressed as to how they are to be maintained and connected to the proposed new facilities out of the Roadway; • The access road off of Route 29 back to the parking deck and adjacent to the SWM Basin needs to be changed to a right in only with a 150' taper added; • Permitting of any entrances /streets to Hydraulic Road will be contingent upon the completion of the proffered improvements at the Route 29 / 743 (Hydraulic Road) intersection to include the dual left from EB Hydraulic to NB Route 29 and the dual right from SB Route 29 to WB Hydraulic; • Improvements to the Cedar Hill / Hydraulic Road intersection need to be resolved with the City of Charlottesville and shown on the plans; • Roadway to be state maintained need to be clearly identified on the plans. Currently on Cedar Hill Road is considered for state acceptance /maintenance; • The on street parking on Cedar Hill Road in front of residential block D -8 adjacent to the Roundabout needs to be removed; • The Bus pull off and Right Turn Lane on Cedar Hill Road in front of residential block E -11 should be connected. This will provide more storage during the AM peak traffic into the Sperry site as will as the buss pull off; • The future extension of Cedar Hill Road is shown to extend through a proposed retaining wall. Recommend this area be redesigned to eliminate the wall at this location or other thru other treatments either permanent or temporary to facilitate the future connection. • Entrances and roadways need to be designed in accordance with The Minimum Standards for Entrances to State Highways, the Subdivision Street Standards and the Road Design Manual; • Entrance and roadway profiles, drainage computations, pavement design calculations, and intersectional sight distances will be required when the final site plan is submitted. Glenn Brooks December 7, 2005 Page Three SUB 2005 -00123 The Woodlands, Route 781: (Bill Fritz) • Recommend 25" ROW dedication along Route 781, Sunset Ave. in order to accommodate future roadway improvements planned for this corridor; • Sight distance needs to be shown on the road plans. Trees shown along Route 781 may impact sight distance and the clear zone. Trees need to be adjusted outside of the clear zone; • Proposed state roadway need to be labeled, and a typical roadway section shown for each road; • Entrances and roadways need to be designed in accordance with The Minimum Standards for Entrances to State Highways, the Subdivision Street Standards and the Road Design Manual; • Entrance and roadway profiles, drainage computations, pavement design calculations, and intersectional sight distances will be required when the final site plan is submitted. SUB 2005 -00124 Fontaine Avenue Townhomes, Route 702: (Stephen Waller) • The internal roadways appear to be private. If not these roadway need to be designed in accordance with the Minimum Standards for Entrances to State Highways, Subdivision Street Standards and Road Design Manual; • The asphalt curb proposed in the off site improvements between the bypass off ramp and Buckingham Circle needs to be concrete CG -2, and the drainage at Buckingham Circle needs to be addressed. The maintenance issues with an asphalt curb prohibit use in this situation. There also needs to be handicap treatment at each street connection; • Based on a review of the existing bridge condition and concerns with long term maintenance on the proposed pedestrian bridge we recommend the County consider funding a replacement project use a contribution from the developer towards the project. A preliminary estimate for the replacement project is $150,000 to $200,000 depending on the type of replacement structure (Box Culvert or Bridge). The estimate from the developer for the pedestrian bridge was quoted at $95,000 that could be used in the revenue share program to completely fund the replacement project. • Entrance and roadway profiles, drainage computations, pavement design calculation and intersectional sight distances will be required when the final site plan is submitted. SUB 2005 -00125 Kenridge, Route 250: (Steve Tugwell) • The internal roadways appear to be private. If not these roadway need to be designed in accordance with the Minimum Standards for Entrances to State Highways, Subdivision Street Standards and Road Design Manual; • Recommend removal of the existing driveway to the west. If another access to the site is needed the future connection to the Ivy Road Properties LLC would be available; • Entrance and roadway profiles, drainage computations, pavement design calculation and intersectional sight distances will be required when the final site plan is submitted.
